WHEREAS, I.C. 36-4-7-1 et. seq. provides for the fixing of annual compensation of elected City Officers. NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the fiscal year beginning January 1, 1990 and ending December 31, 1990, the following elected officials of the City of Richmond, Indiana shall receive the following compensation; including compensation received from Richmond Power & Light. Mayor 48,960.00 City Clerk 23,516.00 Clerk R.P.&L. WALTERMANN MAYOR I have enclosed, for your information, a schedule of wages paid in 1990 to council persons in comparable communities by population. Your duties as an elected official have increased significantly due to global economics. The competition among the cities I've listed as a comparison will have an impact on the important decisions you have to put into effect. The investment of your time has increased dramatically because of increasing development in the national economy challenging your answerability to constituents. I am, therefore, recommending renumeration commensurate to those duties. I am submitting to you for your approval, an Elected Officials salary ordinance, bearing in mind these communities will also be increasing their salaries. The position of Clerk is based on 4% increase and Clerk to RP&L Board is also calculated at 4%. The Office of Mayor formula used is 5% less than last years percentage base, and is still less than other City employees who will undoubtably receive an increase for 1991. I have only addressed your statutory duties, not your additional duties as members of RP&L Board of Directors. As I am not intimately involved with your other accountability, l have used a 4% cost of living on your utility obligations. The City of Richmond has in the past years provided proven leadership because of the responsiveness to the market place as it pertains to salaries. Adequate incentives will enhance continuing quality leadership for our community by individuals willing to serve in public service. Thanking you in ance, Frank H.
