July 13, 1960.
The regular meeting of Town Council was held today at S P.M. in the Council Room
in the Town Hall and was attended by Mayor, Brown, who presided, and Sonncilmen
Peters, Hosti, Powers, Waters, Lovell, Meddin, judge B.B. Heery, Superintendent
Reed, Chief McCutchen, Fred Grotheer and 0. J. Mullininx, Jr.
Judge Heery Administered the oath of office to Mayor Brown as follows:
STATE OF GEORGIA
CHATHAM COUNTY
I, JAMES A BROWN, do solemnly swear that I will faithfully and
honestly perform the duties of Mayor of the Town of Savannah Beach, Tybee Island,
Georgia, to the best of my skill and ability, without favor or affection, so help
me God.
Further, I, JAMES A. BROWN, a citizen of Savannah Beech, Tybee
Island' Georgia, and being an employee of the Town of Savannah Beach, and the
recipient of public funds for services rendered as such employee, do hereby solemnly
swear and affirm that I will support the Constitution of the United States and the
Constitution of the State of Georgia, and that I am not a member of the Communist
Party and that I have no sympathy for the doctrines of Communism and will not lend
my aid, my support, my advice, my counsel, nor my infouence to the Communist Party
or to the teachings of communism.
This ,13 day of July, 1960.

The Mayor thanked Judge Heery for taking the time in coming to administer the
oath of office to the six Aldermen and Himself and wished to extend thanks of the Board
to him for it. In responding Judge Heery stated that he deeply appreciated the
sentiment expressed by the Mayor for Himself and the Board as it was always a pleasure
for him to assist in the affairs of the Town as he felt that Tybee was his second home.
Mr. Vhilininx speaking for the operators of the M.V. Machines requested that the
additional license of $75.00 per machine be cancelled as they felt that the $2500.00
license fee, which .had been paid, should cover the license in fall. Mr. Nullininx
was excused. The Mayor asked the opinion of Council and Councilman Peters stated
that the U. S. Government does not recude the license fee, Council Meddin stated that
it should be left as it is. It was moved, seconded and passed that the request be
denied and that all license fees on the machines must be paid by August 1, 1960.
Superintendent Reed reported that there were four water takers at Estill Station at
this time. Councilman Lovell stated that everyone should be put on a water meter.
Mayor Brown called attention to approximately fourteen (14) people petitioned for
water and agreed to connect to the Town's main when it was installed and so far there
were only four (4) takers. It was decided to hold off on this until Mr. Solms re-
turns. The Mayor asked Mr. Reed- when work would start on the groin at First Street
and Mr. Reed stated he hoped very soon. The Mayor mentioned that it might be a good
idea to hire an outsider to re -build the groin. Mr. Reed stated that it would take
approximately two months and six men to do the work. Councilman Meddin suggested
that Mr. Reed should see Mr. Taylor, the wharf builder. The Mayor appointed a
Committee consisting of himself, Councilman Hosti and Superintendent Reed to see what
could be done. Councilman Hosti suggested that Mr. Duke Carson also be contacted.
It was decided that this he done. The Mayor asked how much further the Nineteenth
Street groin is to be extended and Mr. Reed stated about 200 feet. The Mayor called
attention of the bad drainage situation around parts of the island and particularly
in Venetian Terrace as a result of the heavy rains. Mr. Reed stated that the drainage
system would have to be changed. Mr. Reed was excused.
Chief MoCutchen was asked if the auxiliary police force is functioning and he stated
that at the present time slowly. He informed Council that he had had three slight
instances of negroes being on the beach but nothing serious had developed so far.
The Mayor asked if he had any complaints on the Life Guards and he stated that he had
not.
The minutes of the meeting of June 15th were read and adopted.
Bills for the month of June for General Government amounting to $3,$47.57 and for the
Mater Department amounting to $6,996.57 were on motion made, seconded and passed for
paymeht.

Councilman Lovell suggested that in anieffort to raise more income for the Town that the
$property owners be charged a sewerage tax, he stated that the Town of Pooler charges
5.25 per month for their service, also that the Town gives too many free services.
He was informed that the property owners now pay sewerage tax.
Councilman Waters stated that he had checked on some prices for tires for the Police
Department and was quoted a price of $20.34 on first line tires. Referred to
Councilman Waters to handle.
Councilman Hosti stated that in connection with the suggested plan of draining the
Island that a ditch should be dug on the East side of Fourth Avenue, he stated that
Mr. Carmichael had agreed to dig it. It was moved, seconded and passed that this
be done.
Councilman Meddin asked what the duties of the Town Attorney should be.
The matter of issuing bonds to take care of needed improvements was discussed.
A request was made by Mr. Dixon who operates Dick's Service Station to erect several
sign along the road at the entrance of the Town, request denied.
Mr. Isadore Perlis petitioned that Council take some action requiring some property
owners on Eighteen* Terrace to permit him, as a property owner which abuts a 6 -foot
easement, be required to permit him to use this easement. Council is of the opinion
that this is a civil matter and should be handled.by Mr. Perlis.
It was moved, seconded and passed that $500.00 be contributed to the,Savannah Beach,
Chamber of Commerce when "in Funds ".
The Mayor informed Council that some of the owners of the old buildings which should
have been torn down have started razing their buildings but there are several yet
who had not done anything. It was the sense of the meeting that these owners should
be put on the docket.

It was moved, seconded and passed that Henry M. Buckley be elected Clerk of Council and •
Ex -Officio Treasurer at an annual salary of $4862.08 payable monthly, that David A
McCutchen be elected Chief of Police and Ex -Officio Tax Collector at an annual salary
of $4489.44 payable monthly, that Thomas M. Reed be elected Superintendent Public 'Works
at an annual salary of $2406.00 and of the Water Department at an annual salary of
$2597.76 birth payable monthly and also that he be elected Building Inspector at an
annual salary of $300.00 payable monthly, that Anton F. Solnms, Jr be appointed Town
Attorney at an annual fee of $1089.00 payable monthly and also that he be elected
Recorded at an annual salary of $943.80 payable monthly, that Dr. W.D. Lundquist be
appointed Health Officer without salary or fees, that Dr. N. W.Otto be appointed
Assistant Health Officer without salary or fees, that J. G. Burke, Sr. be elected Chief
of the Fire Department at an annual salary of $360.00 payable monthly and that William
Paul be elected Plugibing Inspector on a fee basis
There being no further business, Council adjourned, subject to the call of the Mayor.
