4216 BREWSTER AVENUE
BACKGROUND:
Staff received a request for an on-street disabled parking space from a resident living at 4216
Brewster Avenue. Staff reviewed the application on November 12, 2019.
ANALYSIS:
Staff observed that the applicant had a driveway approach on the property. The applicant
has access to an on-site parking facility that can be accessed through the front of the
property.
RECOMMENDATION:
Staff recommends that the Public Safety, Traffic and Parking Commission review this
application and concur with staff's denial of the on-street disabled parking request in front
of 4216 Brewster Avenue.

Recommendation:
Staff respectfully requests the recommendation of the Commission to endorse the
following Residential Permit Parking Districts for formal ratification by the City Council of
the City of Lynwood:
• 4500 Block of Carlin Avenue (bounded by Millrace Avenue and
Atlantic Avenue)
• 12200 Block of Waldorf Drive (bounded by Carlin Avenue and
Alvada Street)
• 3600 Block of Cedar Avenue (bounded by Bullis Road and School
Street)
• 11180 Block of Carson Drive (bounded Martin Luther King Jr.
Boulevard and Lesage Street)
• 3700 Block of Fernwood Avenue (bounded by Bullis Road and
Spruce Street)
Background:
Staff has received petitions from the respective blocks for the establishment of a RPPD
to combat the issues of non-resident vehicles occupying the parking surplus within their
neighborhoods. Additionally, to decrease the number of excessive vehicles emanating
from R-2 and R-3 zones within the proposed district area. This issue can be attributed
to an oversight by R-2 and R-3 property owners who do not provide adequate on-site
parking for their respective tenants and guests.
According to the Lynwood Zoning Code, the current on-site parking requirement for R-2
and R-3 zones are a 2 car garage or 2 parking spaces for three bedroom unit or less
and a 3 car garage or 3 parking spaces for a four bedroom unit. Moreover, each
apartment building should have 1 guest parking space for every two units.
Discussion & Analysis:
Each9 etition holder has successfullygathered signatures from the residences within
p
the proposed areas, meeting the minimum support rate in favor of permit parking. All
five potential residential permit districts have also elected the enforcement option of 7
days a week, 24 hours a day coverage.
Each household will be granted three (3) parking permits per household at an annual
cost of twenty dollars, with the capability to obtain visitors parking permits when
needed.
The parking permits along with the appropriate street signage indicating the new
parking restrictions will be ordered and installed by the Public Works Department.
Once the signage and permits have been procured, residents of each respective
districts will be invited to a meeting at Bateman Hall to register their vehicles for permit
processing with the Public Safety Division
Fiscal Impact:
A funding source will be identified for the procurement of the required signage and for
the parking permits

City Hall, 11330 Bullis Road, Lynwood, California 90262. Said documents are open for public
inspection during regular business hours, 7:00 a.m. to 6:00 p.m. Monday through Thursday. All
interested persons are invited to inspect the file and to be present to give testimony at the public
hearing.
All persons either favoring or opposing this proposal are invited to present their views on the
above referenced project to the Public Safety/Traffic & Parking Commission at this hearing.
Those desiring to be heard in favor of or in opposition to this item will be given an opportunity to
do so during such hearing to be conducted at the above address or by writing to the City at the
above address prior to said hearing date. Please reference hearing title and date of hearing in

RESIDENTIAL PERMIT PARKING DISTRICTS ON THE 4500 BLOCK OF CARLIN
AVENUE, BOUNDED BY MILLRACE AVENUE AND ATLANTIC AVENUE
WHEREAS, Section 7-29 of the Lynwood Municipal Code authorizes the City to,
by resolution, designate any streets, or portions thereof, as "Residential Permit Parking
Only" streets; and
WHEREAS, the Lynwood Municipal Code sets forth a process to create a
Residential Permit Parking District and establishing a process enabling individual
streets within the identified District boundary to request implementation of permit
parking; and
WHEREAS, representatives of each identified community have met with the
Public Safety Department, and efforts to identify and implement solutions to the parking
other than permit parking have been determined to be ineffective to resolve or improve
the parking availability for residents, so that no solution other the permit parking
appears to be feasible; and
WHEREAS, due to parking congestion on the streets herein set forth, the City
hereby finds and determines that the parking of vehicles should be limited to persons
possessing permits; and
WHEREAS, the establishment of "Permit Parking Only" areas is necessary to
enhance the public health, safety, and welfare of the residents of the area, the users of
the public streets and the public at large.
NOW, THEREFORE, THE TRAFFIC / PARKING PUBILC SAFETY
COMMISSION OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM,

RESOLUTION NO.
A RESOLUTION OF THE TRAFFIC / PARKING PUBILC SAFETY COMMISSION OF
THE CITY OF LYNWOOD RECOMMENDING THE ESTABLISHMENT OF A
RESIDENTIAL PERMIT PARKING DISTRICTS ON THE 12200 BLOCK OF
WALDORF DRIVE, BOUNDED BY CARLIN AVENUE AND ALVADA STREET
WHEREAS, Section 7-29 of the Lynwood Municipal Code authorizes the City to,
by resolution, designate any streets, or portions thereof, as "Residential Permit Parking
Only" streets; and
WHEREAS, the Lynwood Municipal Code sets forth a process to create a
Residential Permit Parking District and establishing a process enabling individual
streets within the identified District boundary to request implementation of permit
parking; and
WHEREAS, representatives of each identified community have met with the
Public Safety Department, and efforts to identify and implement solutions to the parking
other than permit parking have been determined to be ineffective to resolve or improve
the parking availability for residents, so that no solution other the permit parking
appears to be feasible; and
WHEREAS, due to parking congestion on the streets herein set forth, the City
hereby finds and determines that the parking of vehicles should be limited to persons
possessing permits; and
WHEREAS, the establishment of "Permit Parking Only" areas is necessary to
enhance the public health, safety, and welfare of the residents of the area, the users of
the public streets and the public at large.
NOW, THEREFORE, THE TRAFFIC / PARKING PUBILC SAFETY
COMMISSION OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM,
ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the proposed Residential Permit Parking District is hereby
recommended to be established. That the parking of vehicles shall be limited to those
persons possessing a properly displayed valid parking permit along the streets of:
1. 12200 block of Waldorf Drive, bounded by Carlin Avenue and Alvada
Street
Nothing contained in this resolution shall be construed to authorize the parking or
stopping where such parking or stopping is otherwise prohibited or to prohibit parking as
it may otherwise be permitted by the California Vehicle Code or the Lynwood Municipal
Code.
Section 3. This resolution shall take effect immediately upon its adoption.
