AN ORDINANCE AMENDING AMENDED ORDINANCE NO.1-1984 TO ESTABLISH A DEPARTMENT OF
TRANSPORTATION FOR THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA.
WHEREAS, Indiana Code 36-4-9-4 requires that the Common Council by ordinance passed
upon recommendation of the Mayor establish executive departments it considers
necessary to perform efficiently the administration functions required to fulfill
the needs of the City's citizens; and,
WHEREAS, portions of Amended Ordinance No. 1-1984, upon recommendation of the Mayor
and the Transportation Committee of the Richmond Common Council, require
amendment in order to provide for the establishment of an executive department,
the Department of Transportation, necessary to perform the administrative
functions required to fulfill the needs of the City's citizens; and,
WHEREAS, the Department of Transportation will expedite and make more efficient the use
of local, federal and state tax dollars and will enhance services to the citizens of
the City of Richmond.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana that:
SECTION I. Paragraph 4 (g) of Section 2 Executive Branch of Amended Ordinance No. 1-
1984 be amended to read as follows:
g. Department of Public Works, which shall be administered by the Public
Works Director, who is appointed by and serves at the pleasure of the Mayor;
and which shall consist of the following divisional functions and responsibilities:
i. Street Division
ii. Engineering Division, which is responsible for all engineering
activities of the City.
iii. Public Sanitation Division (established pursuant to and organized
under I.C. 36-9-25.
SECTION 2. Paragraph 4(j) of Section 2 Executive Branch of Amended Ordinance No. 1-1984
be deleted in its entirety.
SECTION 3. Paragraph 4Q) of Section 2 Executive Branch to be added to read as follows:
j. Department of Transportation, which shall be administered by the
Transportation Director, who is appointed by and serves at the pleasure of the
Mayor; and which shall consist of the following divisional functions and
responsibilities pursuant to Indiana Code 36-9-2-2 and 36-9-2-3.

On Monday, June 18, 1990, Ordinance #39-1990,
amending Ordinance #1-1984, to establish a
Department of Transportation, was presented
to Council. During that meeting, several
questions were raised concerning this
ordinance and its effect on the divisions as
they currently exist. I have attached a memo
addressing each of the questions, as they were
presented.
I hope that this will help clarify some of the
questions and concerns that Council has in regard
to this Ordinance.

Thank you.
1. The Airport Board, which was established under I.C. 8-22-2-1,
will have the same authority in regard to the operation of
the Airport, as they do under the current organization. The
Director of the Department of Transportation will attend the
Board meetings and take his direction from the Board in terms
of the daily operation and long term goals for the Airport.
The Director of Transportation will then pass along the
Board's wishes to the Division Manager and Operators/Linemen,
and see that those wishes are carried out. The Director will
also work with and assist the Board in marketing the Airport.
Although the Director will not physically be located at the
Airport facility, eight hours a day, five days a week, the
Director will split his time at the facility, and be there
when necessary. The Division Manager will be located at that
facility and will supervise the daily operations of the
operators/linemen.
2. Rose View Transit has twelve (12) drivers who are unionized.
SWAG has five (5) drivers who are non -union. At this time,
there is no plan to unionize the SWAC drivers. However, if
the Department of Transportation is passed by Council, and
upon combining the two systems under the UMTA Section 18
operating Grant, it becomes apparent that for the good of the
Transit System, both divisions should be unionized, there
should be no problem in doing so. At the present time, there
is a $1,220 pay differential between Rose View and SWAC
drivers. Currently, Rose View drivers have an annual salary
of $17,305 versus the $16,085 annual salary of SWAC drivers.
Therefore, should SWAC unionize, the City would be faced with
a total increase in salaries of $6,100. SWAG drivers,
regardless of being union or non -union, will be furnished
with uniforms. The color of the uniforms has not yet been
determined, however, faced with the current situation of
having to lay-off drivers and cut service, due to the large
deficit faced by the Park Department, the color of uniforms
does not seen to be an important issue. Once the divisions
are combined, in terms of the grant, and it can be determined
if some of the services provided by the two agencies can be
coordinated, the question of unionizing SWAC can be better
addressed.
3. Each of the four divisions set-up under the Department of
Transportation, will have Division Managers or Operation
Supervisors. Each one of these Managers/Supervisors will
report to the Director of the Department of Transportation.
The chain of command will be as follows: employees report to
the supervisor, supervisor reports to the Department Head,
Department Head reports to the Mayor and appropriate Boards.
This Department, in theory, works no differently than the
Department of Public Works, which oversees the Street Dept.,
Rose view (currently), and Engineering. In this situation,
these divisions have Managers/Supervisors who report to the
Department Head and both departments are located in another
location.
4. The Director of Transportation, in regard to the Airport,
will have the authority delegated to him by the Airport
Board. The Airport has always had a Director, who worked
under the direction of the Board. The Board cannot
physically be at the Airport eight hours a day, therefore,
they need someone to carry out the rules and regulations
set by them and to oversee the operations of the Airport.
The organization of this department is really no different
than that of the Park Department, Dept. of Public Works or
Police Department. All of these departments have Boards or
Commissions that govern their policies and activities, yet
all of these departments have Directors. The authority of
the Airport Board will in no way be jeapordized by this
reorganization.
5. The 1991 Park budget will reflect the organizational change
in terms of moving the Senior Transportation System under
the Public Transit Operating grant. We are half way through
the year and SWAC has expended over half their budget using
the Park match as budgeted in 1989. A letter of intent has
been sent to the state combining the Rose View and SWAC
budgets for 1991. The Section 18 Operating Grant will be
submitted in September of this year requesting federal and
state funding. The local match to this grant should be
reflected in the 1991 budget as coming from the General Fund
rather than the Park Department,
6. Each of the divisions proposed to fall under the Department
of Transportation will continue to have their own budgets.
Rose View and SWAC will operate under the Section 18
Operating Grant, therefore, they will be subsidized
with federal and state monies. Their expenses will be taken
from the same budget, and likewise, their revenues will be
combined to reduce the Total Operating Expense. The Net
Operating Expense will be reimbursed by federal and state
dollars. The Airport will continue to have their own budget.
The Central Garage will be set up like the City's Central
Stores and Gasoline Fund. The Central Garage will start with
five thousand dollars to -purchase parts and supplies. The
parts inventory will be bid and purchased by the Purchasing
Department. By purchasing in bulk, the City expects to save
money. As the parts are used, the departments will be
charged for the parts used, plus a five percent handling fee.
This money will go back into the Central Garage fund to
replenish the parts inventory. As the five percent overhead
charged on each part, builds in the fund, that money can be
used toward the purchase of equipment necessary for the
central garage operations.
7. The following departments and personnel were involved in
designing the organization of the Department of
Transportation: Joe Nimitz, Police Chief; Marge Sweet, City
Controller; Janet McFarland, Grants Administrator; Pam Nolte,
Personnel Director; Bill Smith, Street Commissioner;

Dean Bostrom, Parks Director; Bob Wiwi, Public Works
Director; and Bruce Metzger, City Attorney. Over the past
several months, I have had meetings and discussions with the
various departments to discuss the possiblity of combining
the four divisions as proposed. From a financial aspect, the
Controller, Grants Administrator and Parks Director feel it
is essential to combine the transportation services. In
terms of economics and efficiency, the Police, Street, Public
Transit and Park Departments feel that a central garage is
necessary and long overdue.
a. A job description was written for both the Director of
Transportation and the Administrative Assistant. The job
descriptions were then assigned points and factored by
Wagner, Irwin & Scheele out of Muncie (The City contracts
with this company to factor job descriptions and interpret
classifications). upon factoring the job descriptions, it
was determined by Wagner, Irwin, Scheele, in comparing the
description to existing descriptions in terms of knowledge,
responsibility, etc., where the positions should be ranked.
Once the descriptions are ranked, the appropriate salary
range is assigned.
9. At the present time, the Police Garage has been condemned
and is unsafe for the mechanics working in that facility.
The Street Department is faced with having to spend thousands
of dollars to bring that facility up to code. Currently,
the Street Dept., Rose View, SWAG, and Motor Pool vehicles
are all stored at the Richmond Avenue location, as well as,
maintenance on all of these vehicles being performed there.
The City is virtually out of space at the Street Garage and
will be forced to store vehicles outside in adverse weather
if the storage problem is not addressed in the near future.
The City has looked at a potential site for a centralized
maintenance facility, and is waiting on appraisals of the
property. Should the property owner quote a selling price
which would be desirable to pursue, the City would then need
to look at whether the purchase of this property would be
financially feasible. At this time, the City Controller
would need to review the City's financial status, and/or look
at alternative methods of financing, such as a
lease/purchase. If we get to this point, the Council would
become involved based on the type of financing that is
available and if an additional appropriation would be
necessary.
10. There are several reasons for creating a Department of
Transportation;
1. To address the deficit faced by SWAC - Currently SWAG
is in the red in excess of $80,000. The Park Department
cannot continue to match the grants, which fund the
Senior Transportation service, at the level necessary to

1. support the current level of service.
2. To coordinate public transportation service - Both Rose
View Transit and SWAC provide public transportation
service to the Richmond area. Rose View provides a fixed
route service and SWAC provides a demand -responsive
service. By combining the two divisions, some of the
services can be coordinated, resulting in increased
revenues and a more cost efficient service.
3. To secure more federal and state dollars - As mentioned
above, both Rose View and SWAC provide public
transportation. However, the two divisions have never
operated under the same Operating Grant. By combining
the two systems and their budgets, the City is eligible
for more federal and state monies. Presently, the City
matches the Rose View grant with approximately $40,000
per year, and the Park Department matches the SWAC grants
with approximately $65,000 per year. This is a total local
match of $105,000 to subsidize the public transportation
service in Richmond. Considering that Rose View provided
over 311,000 one way trips in 1989 and SWAC provided over
26,000 one way trips, this may not seem like a great
amount when looking at the combined operating budgets of
over $700,000. By combining the two systems and their
budgets, the estimated local match for 1991 is $58,000.
This is a $47,000 savings from the local match estimated
for 1990. If revenues received in 1991 exceed that which
is estimated and the total transportation budget is not
expended, the City's local match may be less than what
was estimated.
4. To coordinate all transportation services - The City needs
to coordinate and market all forms of transportation
service in the City in an effort to increase revenues and
maximize the amount of federal and state monies the City
is eligible to receive. The Airport, although, not a
public transportation service, is still considered
transportation. The Airport deals with pilots and their
passengers on a daily basis, assists in scheduling and
booking charter services, and is responsible for booking
and setting up an annual air show. The Airport, like
Rose View is an enterprise fund. By combining the three
divisions, there should be a coordination of efforts and
services (i.e., if a group is scheduled to fly into the
Airport, Rose View or SWAC can provide a bus or van if
necessary to provide transportation to the group or on the
weekend on which the annual Air Show is held, Rose View
could run an extra bus to transport people, who cannot
drive and would normally be unable to attend the Airport
function, to the Airport resulting in increased revenue
for both the Airport and Rose View) hopefully resulting
in increased revenues.

5. To save money by creating a centralized garage - In
1988, Rose View Transit began the basis of a centralized
garage. Since that time, the City has coordinated the
maintenance of Street, Rose View, SWAC, Motor Pool, and
Airport. To realize a substantial cost savings, the City
needs to go to a full fledged centralized garage,
to include both the Police and Park Departments. Three of
the divisions which have vehicles that would be effected
by a centralized garage is proposed to fall under the
Dept. of Transportation, and since Rose View began the
basis of a centralized garage, and taking into
consideration that all four divisions are enterprise
funds, it seems a natural concept that this division .
should fall under the same direction and supervision.

Ordinance No. 39-1990 will allow a Department of Transportation to be created for the City of
Richmond. With a decline in federal grants that subsidize the present Senior/Disabled transportation
system operated through the Richmond Community Senior Center and an excellent opportunity to
receive support from our UMPTA grant, this reorganization will allow additional funding and reduce the
amount of local tax dollars needed to support this vital service.
Overall, the reorganization will save nearly $11,000.00 over the current appropriations supporting
transportation programs.
The Transportation Committee of Council met on May 3rd and again on June Gth to finalize the structure
of this Department. Janet McFarland, Marge Sweet, Chief Nimitz, Dean Bostrom and Bob Wiwi also
aided in the formation of this project.
The Council's Transportation Committee is sponsor of the Ordinance and the cooperation and assistance
between all will make this a viable entity for our City.
