RESOLUTION URGING USE OF 1973 CALIFORNIA STATE BUDGET
SURPLUS FOR URBAN AND REGIONAL PARKS AND OPEN SPACE.
WHEREAS, there exists a 1973 budget surplus of eight hundred fifty
million dollars in the State of California ; and
WHEREAS, the Governor has indicated his intent that all citizens of
this State should share this surplus ; and
WHEREAS, there is a most urgent need for urban and regional parks
and open space for the recreational needs of an aesthetic enjoyment
by all citizens of this state; and
WHEREAS, preservation of dwindling open space would greatly enhance
the quality of life for all residents ; and
WHEREAS, funds at the local level are heavily committed for education
welfare, administration and capital improvement costs;
NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE MIDPENINSULA
REGIONAL PARK DISTRICT DOES RESOLVE that a major portion of the
budget surplus of the State of California be placed in a revolving fund
to be used by the cities , counties, and regional park districts of this
State for the acquisition of parks and open space lands ; and
BE IT FURTHER RESOLVED that these funds be administered by the State
Office of Planning and Research at an interest rate that would cover
the management costs thereof ; and
BE IT FURTHER RESOLVED that copies of this resolution be transmitted
to the Governor and our representatives in the State Legislature.
PASSED AND ADOPTED by the Board of Directors of the Midpeninsula
Regional Park District on March 28 , 1973, at a regular
meeting thereof, by the following vote:
