HomeMy Public PortalAbout1995-10 Village Council Rules of OrderRESOLUTION NO. 95-10 • RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA ADOPTING SPECIAL RULES OF ORDER FOR MEETINGS OF THE VILLAGE COUNCIL; PROVIDING FOR AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS: Section 1. That the Village Council hereby adopts the following rules of procedure in order to complete the business on the agenda in a timely and constructive manner: A. The Mayor and Councilmembers' reports should be heard early on in the agenda, prior to other business that might consume much of the time in the earlier part of the meeting. B. Approval of the minutes should be dispensed with by consent, with the Mayor announcing "if there are no objections, the minutes will be approved as submitted." C. Rules of Order - special rules: 1. Motions should be clear and concise, perhaps written and given to the Clerk for accuracy and clarification for Council when voting. 2. Motions should be seconded prior to any discussion on the motion. 3. The Mayor should call on the maker of the motion, once seconded, for elaboration (if any) prior to calling upon any other member of Council or the public. 4. Voice votes should be used (Those in favor signify by saying "Yes", those opposed say "No") unless a "Roll -Call" vote is requested by any member. 5. Roll -Call votes should be called on a rotation basis starting from one side of the table to the other, each subsequent vote will be called starting with the next member from the first member called (i.e. 1, 2, 3, 4, 5, 6, 7; then 2, 3, 4, 5, 6, 7, 1; then 3, 4, 5, 6, 7, 1, 2, etc.). The Mayor should not always be the last to vote. Section 2. This Resolution shall become effective immediately upon its passage. PASSED AND ADOPTED this ATTEST: Guido H.
