TOTAL �r GUIDE TO PERMEA61LE PAVEMENT ON TYBEe ISLAND The Georgia Coastal Stormwater Supplement (GCSS) provides information on common types of permeable pavements. The City of Tybee island adopted the GCSS on April 12, 2012, Section 7 of the GCSS is located at http://www.gaepd.org/Files PDF tech uide w b CoastalStormwater Section 7 Georgia Coastal Stormwater Supple ment 2009.pdf. A description of permeable pavement in paragraph 7.8.4, Permeable Pavements, reads: "Permeable pavements represent an alternative to traditional impervious paving surfaces. They typically consist of an underlying drainage layer and an overlying permeable surface layer. A permeable pavement system allows stormwater runoff to pass through the surface course (i.e. pavement surface) into an underlying stone reservoir, where it is temporarily stored and allowed to infiltrate into the surrounding soils or conveyed back into the storm drain system through an underdrain (see Figure 7.28). This allows permeable pavement systems to provide measurable reductions in post -construction stormwater runoff rates, volumes and pollutant loads on development sites." Five types of permeable pavement the GCSS recommends and Tybee Island supports are briefly described below. Figure 7.29 of the GCSS provides photos of each of these except porous asphalt. 1. Pervious Concrete (also known as porous concrete) is similar to conventional concrete in structure and form, but consists of a special open -graded surface course, typically 4- to 8 -inches thick, that is bound together with Portland cement. 2. Porous Asphalt is similar to pervious concrete, and consists of a special open -graded surface course bound together by asphalt cement. (There are no known uses of porous asphalt within the City of Tybee Island.) 3 Permeable Interlocking Concrete Pavers (PICP) are solid structural units (e.g. blocks, bricks) that are installed in a way that provides regularly spaced openings through which stormwater runoff can rapidly pass through the pavement surface and into the underlying stone reservoir (Figure 7.28). Concrete Grid Pavers (CGP) are precast concrete units that allow rainfall and stormwater runoff to pass through large openings that are filled with gravel, sand or topsoil and turf. See GCSS Figure 7.28. A concrete header curb or brick/concrete block ribbon with a maximum width of 12 -inches (flush or 1/8 -inch higher than the contained permeable pavement) must be installed around the perimeter of the permeable pavement. Building foundations and garage floors may serve as a portion of the perimeter. The edge of a paved road may not serve as a perimeter. 5. Plastic Grid Pavers (PGP) are similar to CGP. They consist of flexible, interlocking plastic units that allow rainfall and stormwater runoff to pass through large openings that are filled with gravel, sand or topsoil and turf. As discussed, the allowance for a driveway from the pavement of the street to the property line is 25 -feet, or two openings that total 25 -feet. You will need to design the site to end up with 2,080.6 square feet of the setbacks being greenspace. As you mentioned, removal of rock will be needed. The definition of greenspace is: Sec. 3-165. Greenspace. In all zoning districts, 65 percent of the designated setback area of a lot shall remain in a vegetative state. This greenspace requirement shall require that at least 65 percent of the required setback area for a parcel remain in a natural vegetative state, and is not to be reduced by setback area averaging or variances granted so that the square footage required is calculated without regard to the averaging or a variance granted. To meet the greenspace requirement, focus only on the setbacks. It won't matter what you do to the areas not in the setbacks. For example, you won't get any credit for the 5 -foot planter area you described up next to the building because it isn't in a setback. Well, a tiny bit will be on the left end. Obviously the block building on the back and the sides of the building that protrude into setbacks count against the 65%. Please provide a detailed plan showing the various areas in the setbacks to be vegetation. They need to add up to 2,080.6 square feet. If you need additional guidance please let me know. Good luck!
