AN ORDINANCE TO APPROPRIATE WITHIN THE AIRPORT FUND
WHEREAS, it has been determined that it is now necessary to appropriate more money than was
appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporaion the following additional sums
of money are hereby appropriated.
AMOUNT AMOUNT
REQUESTED APPROPRIATED
AIRPORT FUND $35,000. $35,000.
SECTION 2. That for the expenses of said municipal corporation the following additional sums
of money are hereby appropriated and set apart out of the fund named and for the
purposes specified. Said sum being subject to the laws governing the same.

FUND BALANCE $ 35,000.
SECTION 3. This Ordinance shall be in full force and effect from and after its passage and
approval by the Mayor and is subject to the laws of the State of Indiana governing
emergency appropriations.

TRANSCRIPT OF PROCEEDINGS CERTIFICATE
I, the undersigned City Clerk of the City of Richmond, Wayne County, Indiana, hereby
certify to the Auditor of Wayne County that the attached is a complete transcript of the
proceedings had with respect to additional appropriations adopted by the Common Council of the
City of Richmond, Wayne County, Indiana at a meeting held on August 6, 1990.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, 1NDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on August 6, 1990 at the hour of 7:30 P.M.
Councilmember Brookbank presided with the following members present:
Councilmembers: Elstro, Lundy, Hankinson, McBride, Parker, Hutton, and Morris.
Absent: Paust
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of the 23rd
day of July,1990, said notice stated that a public hearing would be held on the 6th day of August,
1990 by the Common Council to consider additional appropriations in excess of the budget for the year
1990 within the City of Richmond, Indiana. The Proof of Publication was examined and found to be in
order. Councilmember Morris moved the Proof of Publication be received and filed, seconded by
Councilmember Hutton and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 47-1990.
President Brookbank announced Ordinance No. 47 -1990 was on public hearing.
After hearing all persons present, Ordinance No. 47-1990 was placed on final passage or rejection and
on a call of the roll the following was recorded:
Ayes: Elstro, Lundy, Hankinson, McBride, Parker, Hutton, Morris, and Brookbank
Nays: None
Absent: Paust
The vote being 8 to 0 in favor of the passage of Ordinance No. 47-1990.

There being no further business, on a motion duly made, seconded and passed the meeting was
adjourned.

I am requesting $35,000. to be appropriated for the purchase of a
Jet A fuel truck.
Our Jet A truck is over 25 years old and needs extensive repair
work, such as the following: Brakes, Tires, Hoses, Ground Cable,
Engine, Exhaust System, etc.
MINUTES OF REGULAR MEETING OF
BOARD OF AVIATION COMMISSIONERS
JUNE 14, 1990
The Board of Aviation Commissioners met in regular session Thursday, June 14, 1990,
at 7:05 p.m., at the Richmond Municipal Airport.
The meeting was called to order by President Cliff Wagner. Board Members Bob Toschlog
and Pete Wickman were present. Sue Miller was absent.
A Motion by Mr. Wickman, seconded by Mr. Toschlog, to approve the Minutes of the
May 3, 1990 meeting. Motion Carried.
The Farm Lease was discussed by the Board.
A Motion by Mr. Wickman, seconded by Mr. Toschlog, to extend the Farm Lease for one
year, with City Attorney approval. Motion Carried.
The options of the Jet A refueler was discussed.

new "Jet A
re_ ueler.`-'and an ,electric reel:for the 100EL refueler: ;Motidn-Carried.
Minor Personnel problems, Job Descriptions, and Rules & Regulations for the airport
were discussed. The City Attorney & Personel Director approved the Rules &
Regulations drawn up by Mr. Wagner.
A Motion by Mr. Wickman, seconded by Mr. Toschlog, that the Rules & Regulations be
accepted as written, and can be added to as deemed necessary. Motion Carried.
The painting of the T-Hangar roof was discussed and the type of paint needed. Work
Study Students to perform the painting was also discussed.
A Motion by Mr. Wickman, seconded by Mr. Toschlog, for Phyllis to get a supervisor
to check the roof and an estimate on his cost and the number of Work Study Students
needed for the painting of hangar. Motion Carried.
The ventilators on the T-Hangars are to be fixed as soon as possible.
The cracks on the run -ways and the taxi -ways, were discussed and Mr. Wagner is
going to get information on material and cost.
A Motion by Mr. Toschlog, seconded by Mr. Wickman, to sell the old 100LL truck,
cab #1845, and #3503/F6489D on the truck, to Mr. Troy Gosser, North Vernon, IN
Airport Manager, for $450. Motion Carried.
A Motion by Mr. Wickman, seconded by Mr. Toschlog, for Executive Air Taxi to
install a trailer between the big hangar and the maintenance hangar for an
office, pending the approval of the City Attorney. Motion Carried.
A letter of thanks is to be sent to Paul Hedges for the great job he did on
the office ceiling.
A Motion by Mr. Wickman, seconded by Mr. Toschlog, to adjourn at 8:15 p.m.
Motion Carried.
Meeting was reopened at 8:17 p.m.
A Motion by Mr. Wickman, seconded by Mr. Toschlog, to increase the Petty Cash
Fund at the Airport from $100. to $500. Motion Carried.
Meeting adjourned at 8:25 p.m.

Notice is hereby given the taxpayers of the City of Richmond, Wayne County, Indiana, that the
proper legal officers of said Municipal Corporation at their regular meeting place at 7:30
o'clock P.M. on the 6th day of August, 1990, will consider the following additional
appropriations in excess of the budget for the current year.[

Board, upon Receipt, will hold a further hearing within fifteen days at the County Auditor's
Office of said County, or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested taxpayers may
inquire of the County Auditor when and where such hearing will be held.[
