The regular meeting of Town Council, which had been postponed from Wednesday, September 14, 1960, was held today in the Council room at 8 P.M. and was attended by Mayor Brown, who presided, and Councilmen Peters, Hosti, Powers, Waters, Lovell, Town Attorney Solms Jr.,Supt. Reed, Chief McCutchen, Mrs. Katherine Huggins, Mr. R.W. Cook and Mr. Hippen. Messrs. Cook and Hippen, who represented the Universal American Life Insurance Co., of Atlanta, Georgia, presented a group insurance plan for the town employees. The Mayor requested additional information after which Messrs Cook & Hippen were excused. Mrs. Huggins reported that the project of clearing lots is going along nicely and suggested that the Town pass an Ordinance that the Town clean the lots and charge the property owner. She was informed that the Town has an Ordinance governing the clearing of lots. She stated that she had sent out a number of letters and post cards to verious property owners regarding the clearing of their property. She also suggested that house nimbers be placed on houses on the island, after which she was excused. Superintendent Reed reported that work had been started on the First Street Groin and that about 150 feet had been repaired. The Mayor informed Council that the Town could purchase a road patrol for $4500.00 which could be used in keeping the unpaved streets in condition and stated that the Town should make this purchase. Superintendent Reed reported that the Acco Construction Company (Mr, Stanley) had finished the work in Venetian Terraee. He also wanted to know what Council wanted to do about the water takers at Estill Station. It was decided that they would be billed .on a flat rate for the fiscal year from the time the water was connected and then at the end of the fiscal year charge them for whatever surplus water they had used and which would show on the meter. They would be allowed a minimum of 7500 gallons of water peronth. The Mayor informed Council that fourteen (14) had signed a petition if the town would install the mains and so far Only four (4) have signed to take the water. Chief McCutchen reported that they were on the last of the subpoenas which they were sending out for Parking violations, he also stated that the #2 Police Stat on on 16th Street and the Strand was too small and should be enlarged. The minutes of the meeting of e# were read and approved. Bills for General Government amounting to $9,051.84 and for the Water Department amounting to $2,013.53 were on motion made and seconded, were passed for payment. Councilman Waters requested pay raises for all of the Town's employees except the Police Department but not including the Sergeants. The Mayor suggested that no action be taken on the matter at this time. After some discussion it was decided that the matter be brought up at the next meeting of Council. Councilman Hosti informed Council that Hugh Pertain, electrical inspector, had resigned on August 31, 1960. The matter of refunding the DeLoabh Electrical Company the 1960 license of Fifty ($50.00) Dollars was denied. It was moved, seconded and passed that the following named managers be appointed for the election for $150,000 in Bonds to be held an Tuesday, October 4, 1960. Smith Mrs. Lucille Jensen The Mayor informed Council that he was anxious to get work started on the pro- posed Museum, and that he had employed Mr. Weis C. Snell to start work on the Diarama in the forts at a salary of 050.00 per month on ffilll time work as long as we needed him, effective October 1, 1960 and asked that his action be approved by Council. It was moved, seconded and passed that the action of the Mayor be approved. Council was informed of the death of unexpectedly on Wednesday, September extended to his family by the Board. his widow be paid his salary through Policeman Thomas E. Fitzgibbon who died 14, 1960. RESOLUTION WHEREAS, the State Highway Department, in conjunction with the U. S. Bureau of Public Roads, has made a thorough study of the Interstate and urban highway requirements of Savannah and Chatham County, which requirements have resulted in the programming of interstate routes 16 and 95, and urban routes 11- 110 —(1) and the 37th Street connector; and, WHEREAS the results of the studies, which are the culmination of approximately six years of planning, will be presented by the State Highway Department at a public hearing to be held on Wednesday, September 28, in Savannah, Georgia; and, WHEREAS this organization has been apprised that the future of these four projects hinges upon the public approval of the same as expressed at the hearing; and it has also been made known that the projects are presently pro - grammed it no cost to the city or county, and represent millions of dollars in direly needed highway improvements for Savannah and Chatham County; and have received the wholehearted support of the city and county; NOW,THEREFORE, BE IT RESOLVED by Mayor and Council of Savannah Beach, Chatham County, Georgia, that it does endorse and approve the State Highway Depart- ment's program for interstate routes 16 and 95, and urban routes U— Ii0—(1) and the 37th Street connector; AND BE IT IruRTHER RESOLVED that a copy of this Resolution be sent to the Savannah Chamber of Commerce for the purpose of having same presented to the State Highway Department at the public hearing to be held on Wednesday, September 28. There being no further business the meeting adjourned subject to the call of the Mayor. 3c 1 1 37 Savannah Beach, Tybee Island, Ga. August 10, 1960. The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Peters, Powers, Waters, Lovell, Meddin, Town Attorney Solms, Jr.,Superintendent Reed, Chief McCutchen, also Mr. Charles August, Frank Aliotta, Nelson Haslam and Carl Griffin. Mr. Haslam speaking for the group representing the Shrimpers Association stated that complaints had been received about fishing boats coming in too close to the beach and that the boats of the Shrimpers Association were not doing this but the small independent operators werd the ones guilty of coming in too close to the shore. Members of the association want to live according to the rules but they are not law enforcing officers. Mr. Haslam stated that they were very much inter- ested in not bringing their boats too close to the shore. Mayor Brown suggested that the regular operators report any violati ns they see. Mr. Griffin appeared before Council stating that he was running for Sheriff and wanted to get acquainted with the Mayor and Councilmen and that if he is elected he will cooperate to the fullest. An estimate was received from the Savannah Iron & Wire Works to install a hurricane fence around a portion of the jail at a cost of $430.00. It was moved, seconded and passed that it be purchased. Chief McCutchen stated that he had nothing to report. Superintendent Reed reported that there are now four water takers at Estill Station and that some of the residents in that section do not want to take the water now. The Mayor asked how was Mr. Stanley proceeding with the storm sewerage work in Venetian Terrace. Superintendent Reed stated that he was working along Seventh Avenue and Fourteenth Street. The Mayor wanted to know when he would be able to get started on the First Street groin. Mr. Reed stated he would get on it with town help as soon as he could. The Mayor informed Council, that E.C. Bobo, who is building the new Post Office Build- ing, wanted the Town to pave the sidewalks around the building. He informed Mr. Bobo that it was a private matter of his own. The minutes of the meeting of July 13th were read and adopted. Bills for General Government amounting to $2,206/82 and for the Water Department amounting to $2,214.58 were on motion made, and seconded, were passed for payment. Councilman Lovell stated that he noted that some of the old buildings which were to be torn down have been taken down but work on several of them had been stopped and stated that the owners should be put on the docket. The Mayor stated that it will be necessary to issue bonds in the amount of $150,000.00 to take care of some of the work which has to be done on the island. Mr. Solms stated he would talk to Mr. Tom Johnson of Johnson, Lane, Space & Company and the Mayor would take to Mr. Sam Varnadoe regarding this Sergeant Chester Mays requested that he be granted a license to sell and service small motors, such as go— carts, lawn motors, etc.,it was moved, seconded and passed that a license fee of $25.00 be charged. It was moved, seconded and passed that effective with the September meeting, the meetings are to be held at 4 P.M. in the afternoon. There being no further business the meeting adjourned. A/1-4/// `. Clerk 9r Council Mayor Savannah Beach, Tgbee Island, Ga. September 2, 1960. A special meeting of Town'Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Powers, Maters, Lovell, Meddin and A. F. Solms, Jr. The purpose of the meeting was: 1— To discuss and act on the issuance of the $150,000.00 in Bonds for public works in the Town 2— To discuss the building contractor's license of the Beach Contr. Company — E.C. Bobo 3— Disrobing in automobiled on the streets of the Town. It was moved, seconded and passed that the following Resolution covering the issuance of $150,000.00 in Bonds be adopted. Regarding the building contractors license of the Beach Contr. Company (E.C.Bobo) it was decided that he would be exempt from taking out a building contractors license on this project. It was moved, seconded and passed that the following Ordinance coOng disrobing in automobiles be adopted.
