AN ORDINANCE DESIGNATING THE 100 BLOCK OF SOUTH WEST E STREET AS A
RESIDENTIAL PARKING PERMIT AREA AND AUTHORIZING THE CONDITIONAL
ISSUANCE OF PARKING PERMITS TO THE RESIDENTS OF SUCH AREA
WHEREAS, the Common Council of Richmond, Indiana has established a procedure for the
designation of residential parking permits areas known as Amended Ordinance No.
47-1984; and,
WHEREAS, the procedure contained in such ordinance has been carried out and a report
submitted to the Common Council by the Board of Public Works and Safety
pursuant to such procedure; and,
WHEREAS, the Common Council of Richmond, Indiana finds that the designation of the 100
Block of South West E Street satisfies the criteria of Amended Ordinance No. 47-
1984 and would serve the interests enumerated therein.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana, that the portion of South West E Street located in the 100 Block is hereby
designated a residential parking permit area within the purview of Amended
Ordinance No. 47-1984; and the issuance of parking permits to residents of such
area is hereby authorized subject to the conditions of Amended Ordinance No. 47-
1984.

ON JULY 5,1990, THE BOARD OF PUBLIC WORKS AND SAFETY HELD A HEARING ON A
PETITION, FROM 100 PERCENT OF THE RESIDENTS OF THE 100 BLOCK OF SW "E" STREET, TO
BECOME A RESIDENTIAL PARKING DISTRICT. THE HEARING WAS HELD IN ACCORDANCE WITH
THE GUIDELINES SET OUT IN AMENDED ORDINANCE NO.47-1984.
SGT. RANDY KOLENTUS INFORMED THE BOARD THAT THE AREA DID MEET THE
REQUIREMENTS AND THAT DURING THE SCHOOL YEAR THE AREA IS HEAVILY PARKED WITH HIGH
SCHOOL STUDENTS. SGT. RECOMMENDED THAT THE BOARD APPROVETHE REQUEST.
BASED UPON THE FINDINGS, THE BOARD RECOMMENDS THAT THE 100 BLOCK OF SW
"E" STREET BE MADE A RESIDENTIAL PARKING DISTRICT. IT IS NOW FORWARDED TO COMMOM
COUNCIL FOR ACTION.

Notice is hereby given that the Common Council of the City of Richmond, Wayne County,
Indiana will hold a public hearing on Monday; August 20, 1990 at 7:30 P.M. in the
Council Chambers in the Richmond Municipal Building located at 50 North 51h Street, on
the following:[
ORDINANCE NO. 55-1990-AN ORDINANCE DESIGNATING THE 100 BLOCK OF SOUTH
WEST E STREET AS A RESIDENTIAL PARKING PERMIT AREA AND AUTHORIZING THE
-CONDITIONAL ISSUANCE OF PARKING PERMITS TO THE RESIDENTS OF SUCH AREA.[
All parties interested in or affected by this Ordinance are invited to attend the public
