The regular meeting of Town Council was held today at 4 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti, Powers, Meddin, rt.aters, Lovell, Superintendent Reed, Harry Andrews, A.F. Solomon, III and E.4. Solomon. The minutes of the meeting of September 21 st °ere rend and adopted. Mr. Andrews protested e.ga.inst the assessment plsced on his property and wanted a reduction. Mr. Andrews was excused. Referred to the Assessment Committee. Mr. Perry Solomon stated that the fire egt%jpment was old and in bad condition and should be replaced that at a recent fire in Fort Scrdven the gasoline motor in the pAmper was damaged and he requested that the Town authorities give consideration to acquiring some new equipment for the Fire Department. Mr. Solomon was excused. Mr. Edward Solomon read a letter from the Marine Rescue Squadron requesting a sight as a base to carry on their rescue work. A sight on the present autotobile road at Lazaretto Bridge was suggested as this location hae a building on it and a ramp could be installed in this area. Mr. Solomon was excused. The Mayor informed Council thst in connection with the proposed road working machine which he had suggested that the Town purchase, that he had now decided not to get it as the cost could be applied to other services which are needed. He suggested that when the Town forces started work on Sixth Street to Thirteenth Street, East of Butler Avenue, that there would be surplus sand and that this should be sold and should bring at least 75 cents per yard delivered. He also informed Council that he had sent notices to all property owners on these streets to move their shrubbery. Mr. Reed reported that progress was being made on the First Street groin and that additional work had been started on the museum but that vandals had damaged some of the property. Councilman Powers reported that the International Harvester Company were installing a new engine in the Fire Truck which was damaged and that it would then be sent to Fire Station '7 in Savannah to be checked on by Mr. Frank Kramer. Councilman Lovell suggested that consideration should be given to getting new equipment for the Fire Department. The Mayor suggested that some funds be put aside each year for the pur- chase of a new fire truck at a later date. Bills for the month of September for General Government amounting to $1,606.86 and for the Water Department amounting to $ 593.79 were upon motion made, passed for payment. Councilman Waters asked yhst was going to be done about a gas storage tank to supply heat at the old jail (community house). He was authorized to handle the matter. He also requested that the lights in the library be replaced with more modern ones, the matter was referred to him to handle. A letter was reed from Strickland's Superette sponsoring a cup to be used as e tribute to the person doing the most outstanding civic work during the year. all the vapor. 1 1 1 1 Councilman Powers informed Council that Fire Chief Burke had put five men at the remains of the binge Building which was recently destroyed by fire in Fort Screven, and moved that they be paid $8.00 each for their services. It was moved, seconded and passed that they be paid. Councilman Hosti requested that thw two police sergeants pay be raised to $14.00 each per month and that the raise apply just to them. Councilman Meddin asked where is the money coming from and the Mayor stated that raises should be given when the budget is made up. He agreed to pay the sergeants now and suggested that the other employees be raised after the November taxes start coming in. Councilman Hosti stggested that the matter be held off until the next meeting of Council. Councilman Waters moved that the two police sergeants be raised $14.00 per month each effective November 1, 1960. Councilman Hosti moved that C.V. Reynolds be appointed Electrical Inspector effective October 1, 1960 which was seconded and passed. It was moved, seconded and passed that the following Resolution covering an Amendment to the Constitution of Georgia (Amendment #4) be adopted. A RESOLUTION WHEREAS, a Resolution approved by the Georgia General Assembly proposes an amendment to the Constitution of Georgia, (Amendthett No. 4), which would authorize the General Assembly to provide by law for the sharing of tax sources with municipalities, and; WHEREAS, said proposed Amendment No, 4 is to be presented to the people of Georgia for ratification in the General Election on November 8, 1960, and; WHEREAS, it is logical and just that legal impediments which prevent the State from granting assistance to its political subdivisions should be removed, and; WHEREAS, this amendment is necessary if towns and cities are to realize a fair share of the tax dollar in the future, and; WHEREAS, the rapid increases in urban populati ns demand more and more services from towns and city governments, and; WHEREAS, the several counties of the state cannot grow and prosper unless the towns and cities within their limits are dole to provide services to the people and to foster a climate of trade and commerce, and; WHEREAS, Governor Ernest Vandiver has stated that he sees no valid reason for any Constitutional impediment which prevents the state from aiding its political sub- divisions, and; WHEREAS, the Honorable Herman Talmadge has repeatedly supported the principle of keeping government close to the people, and the ability of the state to help its own subdivisions is one means of carrying out this principle, and; WHEREAS, thid amendment is in the best interest of all the people of Georgia, NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Savannah Beach, Georgia, that we support the passage of Constitutional Amendment No. 4 and that we urge all other citizens of our community to join us in giving their vote, support and %flu - ence toward the ratification of said amendment in the November General Election.
