HomeMy Public PortalAbout065-1990- TRANSFER WITHIN THE LOCAL ROAD AND STREET FUNDAMENDED TRANSFER ORDINANCE NO. 65-1990 AN ORDINANCE TO TRANSFER WITHIN THE LOCAL ROAD AND STREET FUND WHEREAS, It has been determined that it is now necessary to transfer money within the fund appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Wayne County, Indiana; SECTION 1. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated and ordered set apart out of the several appropriations, herein named and for the purposes herein specified, subject to the laws governing the same: AMOUNT AMOUNT REQUESTED APPROPRIATED LOCAL ROAD AND STREET FUND 3990-North E Street Project $-5,000. $ 5,000. 3990-Industries Road (TIF) $ 40,000. $ 40,000. 3990-Manhole Project $ 20,000. $ 20,000. SECTION 2. WHEREAS, it has been shown that certain existing appropriations now have unobligated balances which will not be needed for the purposes for which appropriated, it is further ordained that the following existing appropriations be reduced in the following amounts. Councilmember Brookbank presided with the following members present: Councilmembers: Elstro, Lundy, Hankinson, McBride, Parker, Hutton, Morris and Paust. Absent: None The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of the day of , 1990 that a public hearing would be held on the day of , 1990 by the Common Council to consider additional appropriations in excess of the budget for the year 1990 within the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order. Councilmember moved the Proof of Publication be received and filed, seconded by Councilmember and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 65 -1990 . President Brookbank announced Ordinance No. 65-1990 was on public hearing. Ordinance 28-1988 passed by Council May 16, 1988, set aside $300,000 for the construction of this street. .Our current balance in this account is $85,917.57. tea. JE� ". _ p I request that $25,000 be transferred from , Other Contractual Services to , Other Contractual Services. This is the estimated amount needed to pay for the reconstruction of the sidewalk and curb along the south side of North "E" Street between 8th and 9th Streets. The second part of this request is to transfer $40,000 from the balance in the South "L" Street account to pay for engineering services on the Industries Road to U.S. 27. I have attached three letters to give the background on this project. Either the city must proceed with the project or pay back the funds to the State. If the TIF proposals are funded, these funds would be reimbursed. Lastly, I would like to begin a program to adjust manholes in the city streets. This would be in cooperation with the Richmond Sanitary District. I request that $20,000 be transferred to begin this program. This work would be contracted out on competitive bidding. The accounts for these two recommendations would be as listed for the first request. If you have questions, please let me know. Originally proposed as an improved corridor connecting Salisbury Road with Chester Boulevard (U.S. 27), the segment from Union Pike to Chester Boulevard was advanced to design and was 95% complete until 1953 when the project became inactive. The reason for the inactivity was that plans for construction of a new Chrysler plant were terminated and the City was financially burdened with the completion of the federally funded South "L" Street project. Since that time, a new industry has acquired the old Chrysler site and is currently under construction. As a result of this development, several other industries are also moving into the project area. In order to attract this development, the City has committed to improve the segment from Flatley Road to Chester Boulevard. Design plans are currently being prepared for the segment from Flatley Road to Williamsburg and for the segment from Williamsburg Pike to Union Pike as local projects with scheduled completion dates of Fall, 1990. The City has obtained a proposal for updating the construction plans from Union Pike to Chester Boulevard. We are prepared to make this our number one priority for 1991. Box 407 Columbus, Indiana 47202 Phone: 812-372-9911 This letter is to update you concerning the status of the above referenced project. The purpose of the project as originally proposed by the City was to provide a continuous east -west corridor and a new crossing of the East Fork of the Whitewater River north of the urban area. It was to serve existing industrial development in the area and to accommodate and encourage new developments. A Corridor Study was developed for an improved and extended Industries Road from Salisbury Road on the west to Chester Boulevard (U.S. 27) on the east. The segment from Union Pike to Chester Boulevard was then advanced to the design phase, which is currently approximately 95% complete. The Agreement for the design is dated May 21, 1981. According to Federal procedures, projects must advance to the right-of- way acquisition phase within 5 years of the start of Preliminary Engineering, which in this case is the May 21, 1981 date. If projects have not advanced to the right-of-way phase within the 5 years, the Division of Local Assistance at the Indiana Department of Highways will contact the local agency and request a letter documenting the status and intentions of the local agency concerning the subject project. If the local agency indicates that it intends to proceed with the project, then Local Assistance asks that a progress chart be developed that indicates when the project will be advanced to construction. If the local agency indicates -that it does not intend to proceed with the project, then Local Assistance requests that all Federal funds expended on the project be reimbursed to the IDOH. In the case of the Industries Road project, the City will need to decide whether or not to pursue the project before May 21, 1986. If the decision is made to abandon the project, then according to our records, the City will need to reimburse IDOH approximately $68,000. If it is decided to complete the project, then it will be necessary to initiate Right -of -Way Engineering activities. The estimated construction cost is $3,200,000. The City will have to appropriate 25% of this amount or $800,000. The construction inspection cost estimate is $450,000. The City will have to appropriate the $500,000 and will be reimbursed $337,500.
