PRESENT: MAYOR R. EDGAR GIECK TRUSTEE HOOVER TRUSTEE HOFF TRUSTEE MARSH TRUSTEE HOVEL TRUSTEE RAU TRUSTEE SHEETS TOWN CLERK, PAT LESH MAYOR GIECK PRESIDED CONFIRMATION The minutes of. the January 15, 1991 meeting were 01/15/91 reviewed by the members. MOTION WAS MADE BY MINUTES TRUSTEE HOVEL, to approve the minutes as written. All members voting YES. MOTION CARRIED APPROVAL Accounts payable 1991 February were reviewed. ACCOUNTS MOTION WAS MADE BY TRUSTEE HOVEL,for approval PAYABLE of accounts payable. All members voting YES. MOTION CARRIED MIA/POW Judy Willey representing the Missing in Action/ Prisioners of War gave a presentation asking the Town of Ault to fly the MIA/POW Flag, to show the Towns support for the missing prisioners of war in Southeast Asia. MOTION WAS MADE BY TRUSTEE SHEETS, to order and purchase a POW Flag which will be flown until the missing POW's are returned. All members voting YES. MOTION CARRIED PUBLIC Thomas Johnston, owner of Tom Conoco addressed COMMENTS the Board in reference to a letter he had received from the Mayor in reference to the property purchase, Lots 1, 2, 3, and 5 in the Ault Industrial Park. He was unaware of the subdivision contract. Trustee Hovel stated that the Town needed to know his intensions, and take his plan to the Planning Cut uission. Thomas Johston stated that he plans to build a metal commercial grade building to house impounded cars. The additional property will be farmed. Trustee Hovel reinterated that this was a plated subdivion with designated streets, easements, and Union Pacific right of way. PAGE ONE 1991, FEBRUARY 19 Trustee Hoff, stated that an agreement would be necessary to honor Items 9.1 and 9.2 in the subdivision agreement. The planning commission requires a written plan be submitted. Trustee Rau stated that what Mr. Johnston has plowed was the Town's leased property and the west easement. Trustee Hovel asked if he would have purchased the property if he had known of the subdivion agreement. Trustee Sheets asked if the Upton Trust received a letter concerning the subdivision agreement. Thomas Johnston stated they had and they were upset the Title Company hadn't picked up on this. Mayor Gieck advised the proper proceedure be followed with legal assistance and the Planning Commission. Thomas Johnston stated another concern in gas purchases by the Town not being distributed among the stations. This matter will be looked into. HRA/VISTA Seventeen representatives of the Highland Recreation Association were present to express their concerns for a donation from the Town of Ault for the 1991 year. Terry Salberg, Vista Volunteer for the Highland Recreation Association presented an overview of the organization. The program was incorporated September 29, 1978. In 1986 there were 171 youths and five programs. In 1990 there were 376 youths and 17 programs. In 1990, 133 youths from Ault participated in the program. Contribution for 1991 are as follows: Pierce-Use of baseball field - $300.00 Office space & utilities 2206.80 Monitary - $1000.00 (Not confirmed) Nunn - Use of gym and storage - $1800.00 Re-9 - Busing Grant - $1000.00 Use of gym and fields - $1500.00 COMMENTS FROM AUDIENCE: Steve Garcia , assistant wrestling coach, Re-9 asked for the Town ' s support for the Highland Recreational program. Bill Bugbee , wrestling coach expressed his concern regarding small communities do not offer the youth all the programs and facilities that larger communities offer and therefore support is needed for these young people . Terry Salberg stated that Re-9 provides buses and drivers at a cost per mile. The bussing comprises the majority of the cost of the baseball program. PAGE TWO 1991 , FEBRUARY 19 Terry Salberg explained that the Vista grant expires June 1992 . The following options are planned upon expiration: II Grants and funding will be pursued. Form a recreational district . Fall back onto volunteer base . Vista -- is volunteers and service to America. Their goal is to build up recreational opportunities for the youth. The Town of Ault is the sponsoring agent for the Vista program. Trustee Rau commented on the low number of ticket sales for fund raising projects . Marilyn Clary asked for the amount of donation the Town of Ault has provided . The Town of Ault donated $600 .00 in 1990 plus $400 .00 for gas for 1989 and 1990 . She also asked the Town Board to support HRA. Karen Simpson stated that she believes in HRA. She stated the volunteer idea is good and needed but falls short . Trustee Hoff questioned the needs of facilities and or equipment the Town of Ault has available . Terry Salberg responded that Liberty Park is used for craft classes and that office equipment is needed . She stated that the program is short $1 , 650 that is to be obtained from presentations . She said that both money and equipment is needed. A pitching machine is needed for an approximate cost of $695 . 00 . Trustee Hovel expressed his concern of the fate of HRA after the Vista Grant expires . It was the Boards consensus that there should be more support from the youths families . This was answered by the concern that not all the youths have their families behind them and it would cause a financial burden in some instances . There is always more need than funds available . At the conclusion of the discussion , MOTION WAS MADE BY TRUSTEE HOOVER, to table any action concerning a donation from the Town until the next regular meeting, March 19 , 1991 . All member voting YES . MOTION CARRIED PAGE THREE 1991 , FEBRUARY 19 Recess Meeting resumed at 9:00 P. M. MOTION WAS MADE BY TRUSTEE SHEETS, to hold the next work session March 11, 1991; 7:00 P. M. It was announced that the dog clinic will be held February 28, 1991, 7:00 to 9:00 P.M. Trustees will be present to issue Town licenses. WATER Trustee Hovel has located 27 acre feet of Big T PURCHASE water at $1525.00 per acre foot. There is also three to ten shares of North Poudre water for $5,500.00 per share. There is 3.5 acre foot per share yield for North Poudre water at the present allotment. For a normal year North Poudre water yields 5.3 acre foot per share, and it transfers readily. MOTION WAS MADE BY TRUSTEE HOVEL, to purchase three shares of North Poudre water at $5500.00 per share. The purchase of additional shares will be pursued with the assistance of the town auditor and attorney as to funding available. All member voting YES. MOTION CARRIED DRAINAGE PIPE Trustee Rau tabled the proposal for the drainage PROPOSAL pipe at the sewer lagoon. SEWER MAIN A proposal from Royal-T Rooter Service was read JE'1`1'ING for high pressure cleaning of sewer lines with jet truck at a price of $70.00 per hour or $500.00 per day (8 hours) . It was estimated that 1000 feet per hour could be jetted. MOTION WAS MADE BY TRUSTEE RAU, to accept the sewer jetting proposal from Royal-T Rooter Service to jet out all sewer lines at the rate of $500.00 per eight hour day, thus starting a program by which all sewer lines are jetted each year. All members voting YES. MOTION CARRIED LAWN MOWING Discussion was held regarding the Town lawn mowing BID 1991 contract for the summer of 1991. MOTION WAS MADE BY TRUSTEE HOVEL, to advertise the lawn mowing contract for the summer of 1991. TREASURER The treasurer reported a balance of $130,516.93 REPORT in the money market account, a balance of $1,390.17 in the checking account. COMMITTEE PARKS AND CEMETERY - Trustee Rau reported that REPORTS the playground equipment has been ordered for an approximate cost of $3,700.00. Concrete pads and a concrete curbing remains to be installed. PAGE FOUR 1991 . FFRRI JARY lq PARK AND CEMETERY - Continued 111 Trustee Hovel reported that the trustees reviewed the site of the proposed ball park. It was concluded that the existing steel building would remain in its present location and the ball field could be installed the other direction, thus saving the expense of moving the building. Two trees will be removed. Discussion was held on the present retension ponds, and the possible dike relocation to the west end of the property. Sketches of proposal are to be submitted. STREET AND ALLEY-Trustee Hoff referred to Ordinance 329 which specifies a clearance of at least 8 feet above the surface of any street or sidewalk. All property owners that have street trees will be notified that they are responsible for maintaining that clearance. Anyone with trimmed limbs and branches can haul them to the southeast area of Eastside Park for disposal. The park is open at all times and is located at the east end of B Street. POLICE-Chief Hinz submitted a proposal for two new radios at $673.00 per radio with charger. We are recouping $800.00 in drug seizure monies to go toward the purchase of these radios. MOTION WAS MADE BY TRUSTEE HOVEL, to purchase two Motorola MT1000, eight channel scanning radios with chargers for $673.00 per radio. The old radios will be used by Town Hall and the Maintenance man. The pager will be returned. A letter from the Chief of Police in Eaton is in house giving us the pemis- sion to use the Eaton town channel. All members voting YES. MOTION CARRIED EXECUTIVE MOTION WAS MADE BY TRUSTEE HOVEL, SECONDED BY SESSION TRUSTEE SHEETS, to go into executive session at 10:35 P.M. to discuss employees salaries. All members voting YES. MOTION CARRIED Meeting resumed at 11:18 P.M. MOTION WAS MADE BY TRUSTEE MARSH, to establish the following salary scales retroactive to January 1, 1991. Police department will have quarterly evaluations. PAGE FIVE 1991, February 19 Salaries effective January 1, 1991: Per Year Pat Lesh, Town Clerk $23,000. JaNean Dill, Deputy Clerk $7.00 per hour Bennie Baca, Maintenance Foreman 19,100. III Dale Hinz, Police Chief 22,700 Todd Ray, Police Officer 18,900 Gregg Tarantino, Police Officer 18,000 **Comp time for Police Personel at $50.00 per day for legal town Holidays, ie. Christmas, New Years, July 4th, Memorial Day, Labor Day, And Thanksgiving Day. Also a $75.00 uniform allotment will be paid quarterly. All members voting YES.
