the regular meeting of Town Council was held today at 4 KM. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti,
Powers, Waters, Meddin, Town Attorney Solms, Jr., Superintendent Reed, Chief McCutchen,
Mr. B. B. Cubbedge, Mrs. Henry Jackson, Mrs. Carl Thompson and Mrs. Jack Knauz.
The minutes of the meeting of October 12th were read and adopted.
Mr. Cubbedge representing the Charles Ellis family protested against paving llth
Street contending that in the area opposite the Ellis cottage the street will be
raised and this in turn would cause more water to flow towards their property and
that it would be necessary to raise their cottage which would be expensive and he
requested that the street not be paved as he could not see any advantage to the Town
by doing so. If their property is damaged as a result of the street paving the
Town is liable for damages. The Mayor informed Mr. Cubbedge that the Town was
trying to eliminate some of the present unsatisfactory conditions and he felt that
the curb on the street would keep some of the water from flowing on to the Ellis
property. He also offered to put sand under the Ellis cottage to raise the ground
level. Mr. Cubbedge was excused.
Mrs. oackson stated that her committee is appearing before the Board regarding the
clearing of the proposed park in Fort Screven and wanted to know what the Town is
going to do about it. Councilmen Meddin stated that the park is owned by the Fort
Screven Development Company and that they were willing to lease it for either one or
five years. Mrs. Jackson stated that the area should be cleaned up and asked what
would be a suitable name for it. The Mayor suggested "PIRATES GARDEN ", he also asked
if the Garden Club would be interested in cleaning up the park if the Town could get
it, and Mrs. Jackson stated that they would. Mrs. Thompson stated that it could be
cleaned for $750.00 and asked if the company would consider leasing it for twenty -five
(25) years. Mr. Meddin stated that they would not. Mrs Thompson stated that the
Fort Screven residents are getting up a petition to have the area cleaned up. The
Mayor informed that that Council would make every effort to clean it up. The
Committee was excused.
Mr. Reed had nothing to report.

The Mayor informed Council that all of the property owners on Eighth Street, East
of Butler had protested the paving of Eighth Street and they were very emphatic about
it and asked Mr. Solms opinion on it. Mr. Solms stated that if it was going to be a
problem it would be well to pass it up. The Mayor suggested leaving the paving of
Eighth Street until last. Councilman Hosti stated that Eighth Street should be paved
along with the rest. Council Meddin suggested that it would be well not to make the
p&ple mad'. It was decided to hold off the paving of Eighth Street until the last.
Mr. Solms informed Council that the David Fire Alarm System does not have a'license.
The Mayor informed Council that the road machine which he had suggested that the Town
purchase, the price of whch was $4500.00, that he found that it would not be to the
Town's advantage to purchase it.
The Mayor called attention to the water service at the Waves Motel 1E.C.Bobo),. There
are two buildings in the rear of the motel that are on a flat rate and the meter is on
the other units of the motel. It was found that he has a flat rate water line running
against the meter line and he is not paying for the amount of water consumed. Mr.
Solms suggested that Mr. Bobo be contacted with the view of arriving at a fair amount
of wader charges which he owes the Town. Councilman Hosti and Superintendent Reed
were appointed a committee to call on Mr. Bobo.
Chief Mc0utchen requested that when the Town purchases another new truck that the old
truck be turned over to the Police Department to handle the parking meters, etc. The
Mayor suggested that when the Town purchased another truck that the old one be made
available to the Police department.
The Mayor asked the Chief why the Police Department was using so much gasoline and the
Chief stated that it was doing police work. Chief McCutchen suggested that he be
given a key for the pump and the shop so as to get gasoline. No action was taken on
this. The Mayor asked why do the police cars go to Savannah so often. The Mayor
also suggested that when the ambulance is used to take patients to and from Savannah
Beach that a charge be made.
Councilman Waters informed Council that he had employed officers J. W. Price and C.J.
Bishop to pick up stray dogs when they are off duty from the Peliee Department at
the same rate which was paid the previous dog eatdher which is $5.00 per dog.
Councilman Hosti submitted two bids for the paving of Sixth through Thirteenta Street
from Butler Avenue to the sea wall as follows:

Total $50,529.70
- Acco-Genst. Co. (L.L.Stafiley) Eng. Ser. Incl. 50,492.00
It was moved, seconded and passed that the Acco Construction Company being the low
bidder that the bid be awarded to them subject -to the approval of Town Atty. Solms.
The Mayor suggested that work be started on grading Sixth to Thirteenth Street, ex-
cluding Eighth Street. Council decided that this be done.
Bills for the month of October for General Government amounting to $3210.20 and for
the Water Department amounting to $368.76 were upon motion made, passed for payment.

The Mayor asked Mr. Meddin what the Fort Screven Company was going to do regarding
the park in Fort Screven. The Mayor stated that Mr. Isaac Meddin head of the
company wanted $5000.00, then agreed to accept $3500.00 The Mayor informed him
that he would submit a bid to Council for $2000.00, Mr. Alex Meddin stated that
some of the stockholders do not want to sell that they had sold off most of the
Fort Screven property and are still paying on a high assessment. The Mayor suggest-
ed that he submit an offer of $2000.00 for the park to the Fort Screven Company and
it was moved, seconded and passed that he do so.
The Mayor stated that it would cost to install the necessary fixtures in the Community
Building $149.90. Councilman Waters stated that he would check on getting the tank,
Councilman Hosti informed Council that Superintendent Reed needs some power tools which
will cost not over $200.00 and moved that they be purchased, which was seconded and
passed.
Mrs. J. S. Deadwyler requested that a street light be placed on Fourteenth Street in
the vicinity of her house. Referred to Mayor Brown for handling.
There being no further business, Council adjourned, subject to the call of the Mayor.

The regular meeting of Town Council was held today at 4 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti,
Waters, Lovell, Meddin, Powers, Town Attorney Solms, Jr.,Superintendent Reed, Chief
McCutchen, Mr. Julian Hartridgo, Jr., Robt. H. Demure, Den J. Sheehan, Mr. & Mrs. B.H.
Levy, Mr. & Mrs. R. B. Young, Jr.,Mr & Mrs Jesse Fulenwidor and Frank Seiler, Jr.
Mr. Hartridge, Attorney for a group of property owners on Ninth Street, pretested against
the paving of Ninth Street stating that his client's did not want this street paved.
The Mayor informed him that some of those who were on the petition opposing the paving
of Ninth Street had informed him personally that they were not against paving of this
Street. Mr. Hartridgo was excused.
Mr. Levy speaking for his group stated that they do net want Eighth Street paved.
Mr. Frank Seiler, Jr.,Mr. Dan Sheehan, Mr. R. M. Domero and the others all spoke
against the paving of Eighth Street and stated they were unanimous in not wanting
this street paved that they felt it would depreciate property values and also that
they aid not want parking meters installed. Mr. ,Sheehan suggested that an open
meeting be held to discuss the matter and asked why couldn't the other streets be
paved and come back to Eighth Street and have another meeting. Mayor Brcwn informed
them that Eighth Street would not be paved until they were notified. The group was
excused. Councilmen Meddin stated that Eighth Street be left alone for the present.
