An Ordinance Authorizing the Use of Credit Cards by City Officials and Employees.
WHEREAS, the use of credit cards by authorized officials and employees of the City can
promote efficiency, safety, and improved accounting of expenditures; and
WHEREAS, it is the desire of the City to authorize the use of credit cards under guidelines and
controls that comply with the requirements of the State Board of Accounts;
NOW THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond
as follows:
Section 1 The Government of the City is authorized to use credit cards issued
in the name of the City of Richmond for use only on City -related
business.
Section 2 The responsibility for the issuance and custody of credit cards shall
be with the City Controller. Credit Cards may be used by a City
employee when authorized by the employee's Deaprtment Head and
approved by the City Controller, and also by elected officials of the
City subject to the approval of the City Controller. The City
Controller shall establish regulations concerning the use of the
cards. In each instance of the use of the cards, once the purpose for
which the cards are used is accomplished, the cards shall be
returned to the City Controller.
Section 3 The City is authorized to pay any reasonable annual membership
fee, service charge, or renewal charge levied by the credit card
issuer.
Section 4 No interest, carrying charges, or penalties shall be incurred due to
late payment. In the event of such charges being incurred due to late
payments, the employee or official responsible for the late payment
shall bear the charges. All claims filed in connection with the use of
the credit cards must be itemized as provided in I.C. 5-I1-10. A
reasonable tip or gratuity is allowable where a business -related
service has been provided.
Section 5 This ordinance shall be codified in the Richmond City Code as
Section 3..f07 .

In the past, City officials have used credit cards issued through the City of
Richmond for City -related business. In June, 1990, the State Board of Accounts
issued guidelines concerning the use of credit cards. The guidelines require: 1) the
City Attorney should issue written approval to the proper body; 2) the Common
Council and Board of Public Works and Safety should authorize the use of credit
cards; 3) the issuance and use of the credit cards should be delegated to and
handled by a responsible city official such as the City Controller; 4) in each
instance of the use of the cards, once the purpose for which the card was issued is
accomplished, the card should be returned to the designated responsible official.
The purpose of the attached ordinance is to bring our credit card procedure in line
with the requirements of the State Board of Accounts.
The offices of the City Controller, Economic Development, and the Mayor, would
like this ordinance placed on the Common Council agenda as soon as possible.
