TO: Members of Common Council
FROM: Mary Merchanthouse, City Clerk
SUBJECT: Birth to Five Director
COPY TO: Dr. Vicki DeMao, Richmond Community Schools
The Salary Ordinance amendment reflects the addition of the Birth to Five Director. The total salary
will be paid by the Richmond Community Schools and is no financial burden on the City of Richmond. The
program is a joint supervisory effort between the Schools and the City and to make the program as
visible as possible, it was requested to place the director with the City.
The Birth to Five Initiative is a positive step for our community and is a pilot project with the State
Department of Education, through a grant obtained by the Richmond Community Schools. The program
will start the efforts to prevent the problems of having children enter the school system totally
unprepared to learn and will deal with families having children ages 0 to 5 and teach parenting skills
utilizing the Parents as Teachers program.
