WHEREAS, Amended Ordinance No. 44-1989 established the various positions and salaries for the officers and employees of the City of Richmond; and, WHEREAS, the Common Council approved the positions and salaries as set forth in Amended Ordinance No. 44-1989; and, WHEREAS, it is now necessary to reflect an additional job position and salary as set forth in Amended Ordinance No. 44-1989; NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana: SECTION 1. That for the fiscal year beginning January 1,1990 and ending December 31, 1990 that the following position be added. Mayor WIN WIN CITY OF RICHMOND, INDIANA MEMO DATE: September 27, 1990 TO: Members of Common Council FROM: Mary Merchanthouse, City Clerk SUBJECT: Birth to Five Director COPY TO: Dr. Vicki DeMao, Richmond Community Schools The Salary Ordinance amendment reflects the addition of the Birth to Five Director. The total salary will be paid by the Richmond Community Schools and is no financial burden on the City of Richmond. The program is a joint supervisory effort between the Schools and the City and to make the program as visible as possible, it was requested to place the director with the City. The Birth to Five Initiative is a positive step for our community and is a pilot project with the State Department of Education, through a grant obtained by the Richmond Community Schools. The program will start the efforts to prevent the problems of having children enter the school system totally unprepared to learn and will deal with families having children ages 0 to 5 and teach parenting skills utilizing the Parents as Teachers program.
