Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on September 28, 2015
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee
O'Rourke, Trustee Peck, Trustee Racich, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb.
Others present: Traci Pleckham, Management Services Director; Michelle Gibas, Village Clerk; Tara
Orbon, Engineer; Allen Persons, Public Works Director; Randy Jessen, Public Improvements
Superintendent; Scott Threewitt, Lead Engineer; Michael Garrigan, Planning Supervisor; Ken Goska,
Interim Building Supervisor; and John Konopek, Chief of Police. There were approximately 40
persons in the audience.
Trustee Bonuchi moved to approve the Minutes of the Committee of the Whole Workshop and
Executive Session held on September 14, 2015. Seconded by Trustee Peck. Voice Vote. All in
favor, 0 Opposed.
PRESIDENTIAL COMMENTS
Mayor Collins pointed out that there are several second grade students from Lincoln Elementary
School in the audience tonight. He thanked them for the books of letters that they presented to him
and Trustee Bonuchi. Trustee Bonuchi also thanked the students.
TRUSTEES COMMENTS
Trustee Lamb commented on the quick clean up after the parade.
Trustee O'Rourke thanked everyone involved with the parade.
Trustee Wojowski commented on the 5K Run and thanked everyone involved.
Trustee Racich commented on the public activities held in the Village.
PUBLIC COMMENTS
None.
WORKSHOP
#1 5 YEAR CAPITAL PLAN
Mr. Persons pointed that is the first of several meetings. The Village Board will also go into more
detail regarding capital improvements and transportation at the Strategic Planning Meeting on
Saturday.
Mr. Persons stated that in an effort to initiate discussions regarding the development of the 2016-
2017 fiscal year budget, staff has assembled information related to capital projects and programs that
are actively being pursued. Staff reviewed various projects including the 127th Street reconstruction
—Heggs to Tuttle Estates; Renwick Road Reconstruction; US Route 30/143rd Street and Wallin Drive
intersection reconstruction; 127th Street and Plainfield/Naperville Road intersection reconstruction;
143rd Street extension from Route 59 to Route 126; Lockport Street by-pass project; 1-55 interchange
projects—IL Route 126 and Lockport/Airport Road; current bicycle and pedestrian improvements;
future bicycle and pedestrian improvements; annual striping program; annual crackfilling program;
annual ADA sidewalk/curb repair and replacement program; sidewalk trip hazard removal program;

traffic/speed data collection program; bridge inspection program; Indian Boundary Bridge rehab
project; current roadway network; maintenance strategies; and the rolling five year plan.
Trustee Lamb indicated that 143r1 Street is a priority. Trustee Peck agreed that 143"IStreet is a
priority. Trustee Bonuchi asked the staff to look at the striping by Nabbys. Trustee O'Rourke asked
the staff to look at right-turn lanes at key intersections and traffic signal timing. Mr. Andy Heinen,
resident, inquired about 127th Street and Route 30.
Mayor Collins read the reminders.
Trustee Peck moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed.
The meeting adjourned at 8:00 p.m.
