Request: special use rezoning from R-1 Single Family Residence District to R-1 SU Single Family Residence Special Use District and requesting special use authorization for a noncommercial, philanthropic use, namely the YWCA. CITY PLAN COMMISSION RICHMOND, INDIANA October 30, 1990 Mrs. Jane Brookbank, President Members of Common Council and Mrs. Mary Merchanthouse, City Clerk Municipal Building Richmond, Indiana 47374 Re: Ordinance No. 71-1990 Plan Commission Case PC-90-19 Dear Mrs. Brookbank, Members of Common Council and Mrs. Merchanthouse: The Richmond City Plan Commission conducted a public hearing on Tuesday, October 23, 1990, on the petition of the United Pentecostal Church of Richmond, owner; Jeff Hanna, agent, requesting a rezoning from R-1 Single Family Family Residence District to R-1SU Single Family Residence Special Use District and also requesting special use authorization for a noncommercial philanthropic use, namely the YWCA, on property located in the 1300 block of South 23rd Street, on the east side. The property in question is a vacant parcal consisting of approximately 1.62 acres that is proposed to be split off of a larger tract owned by the United Pentecostal Church. The property is located within the Sanitary District, but outside the Corporate Limits. Earlier this year the Council adopted a rezoning ordinance that would have enabled the YWCA to locate its facilities on the northeast corner of South 19th and South L Streets. However, this project has not materialized. The property in question is located immediately south of property rezoned by Council, in October, for a day care center/pre-school. CITY PLAN COMMISSION RICHMOND, INDIANA October 30, 1990 Mrs. Jane Brookbank, President Members of Common Council and Mrs. Mary Merchanthouse, City Clerk Municipal Building Richmond, Indiana 47374 Re: Ordinance No. 71-1990 Plan Commission Case PC-90-19 Dear Mrs. Brookbank, Members of Common Council and Mrs. Merchanthouse: The Richmond City Plan Commission conducted a public hearing on Tuesday, October 23, 1990, on the petition of the United Pentecostal Church of Richmond, owner; Jeff Hanna, agent, requesting a rezoning from R-1 Single Family Family Residence District to R-1 SU Single Family Residence Special Use District and also requesting special use authorization for a noncommercial philanthropic use, namely the YWCA, on property located in the 1300 block of South 23rd Street, on the east side. Ordinance No. 71-1990 Page 2 Nineteen (19) notices of public hearing were sent to the residents surrounding the site. Two (2) notices were returned to the Plan Department oppossed to the petition. During the public hearing, two (2) persons spoke in opposition to the petition citing concerns regarding storm drainage and the impact the special use would have upon neighboring property values. The Plan Commission considered the following in making its recommendation to Council: (1) the requested special use is located immediately adjacent to a special use day care center, (2) the requested special use would represent the second split of property off of the United Pentecostal tract without a clear understanding of future plans and requirements for developing the area, (3) the building proposed by the YWCA is a metal building that may not be compatible with residential land use, and (4) drainage information submitted with the special use petition was not adequate to make preliminary judgements about whether or not the special use would contribute to an existing drainage problem at South 23rd and South L Streets. The Plan Commission voted nine (9) to zero (0) to recommend to Council that Ordinance No. 71-1990 be denied. Respectfully submitted, Daniel S. Doole Ex y, ecutive Secretary Richmond City Plan Commission
