The Mayor asked Mr. Meddin what the Fort Screven Company was going to do regarding
the park in Fort Screven. The Mayor stated that Mr. Isaac Meddin head of the
company wanted $5000.00, then agreed to accept $3500.00 The Mayor informed him
that he would submit a bid to Council for $2000.00, Mr. Alex Meddin stated that
some of the stockholders do not want to sell that they had sold off most of the
Fort Screven property and are still paying on a high assessment. The Mayor suggest-
ed that he submit an offer of $2000.00 for the park to the Fort Screven Company and
it was moved, seconded and passed that he do so.
The Mayor stated that it would cost to install the necessary fixtures in the Community
Building $149.90. Councilman Waters stated that he would check on getting the tank,
Councilman Hosti informed Council that Superintendent Reed needs some power tools which
will cost not over $200.00 and moved that they be purchased, which was seconded and
passed.
Mrs. J. S. Deadwyler requested that a street light be placed on Fourteenth Street in
the vicinity of her house. Referred to Mayor Brown for handling.
There being no further business, Council adjourned, subject to the call of the Mayor.

The regular meeting of Town Council was held today at 4 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti,
Waters, Lovell, Meddin, Powers, Town Attorney Solms, Jr.,Superintendent Reed, Chief
McCutchen, Mr. Julian Hartridgo, Jr., Robt. H. Demure, Den J. Sheehan, Mr. & Mrs. B.H.
Levy, Mr. & Mrs. R. B. Young, Jr.,Mr & Mrs Jesse Fulenwidor and Frank Seiler, Jr.
Mr. Hartridge, Attorney for a group of property owners on Ninth Street, pretested against
the paving of Ninth Street stating that his client's did not want this street paved.
The Mayor informed him that some of those who were on the petition opposing the paving
of Ninth Street had informed him personally that they were not against paving of this
Street. Mr. Hartridgo was excused.
Mr. Levy speaking for his group stated that they do net want Eighth Street paved.
Mr. Frank Seiler, Jr.,Mr. Dan Sheehan, Mr. R. M. Domero and the others all spoke
against the paving of Eighth Street and stated they were unanimous in not wanting
this street paved that they felt it would depreciate property values and also that
they aid not want parking meters installed. Mr. ,Sheehan suggested that an open
meeting be held to discuss the matter and asked why couldn't the other streets be
paved and come back to Eighth Street and have another meeting. Mayor Brcwn informed
them that Eighth Street would not be paved until they were notified. The group was
excused. Councilmen Meddin stated that Eighth Street be left alone for the present.

It was moved, seconded and passed that action be deferred until a later date.
The Mayor suggested that it may be more convenient to have the winter meetings of
Council at 3 P.M instead of 4 P.M. on the second Wednesday of each month and it was
moved, seconded and passed that this be done.
Mr. Perry Solomon III presented a drawing showing the location of fire plugs from
Fourteenth Street to Seventeenth Street and stated that more fire plugs are needed.
Mr. Solomon was excused and the matter was received as information.
1 bid was submitted by the Whaley Minter Construction Company to construct a 1000
lineal foot 8 inch sanitary sever from Seventeenth Street and Second Avenue to Chatham
Avenue and Sixteenth Street at e cost of $12,865.00. Councilman Lovell asked if
other'bids had been recoil/6d, Councilman Hosti stated that they had not. Mr. Solms
stated that whatever contractor is awarded the bid that a performance bond should be
required. The Mayor stated that he did not think one was needed. Councilman
Meddin stated that the cost of the bond is around $500.00 and that it should be re-
quired. It was moved, seconded and passed that the contract to do the work mentioned
be left to the lowest bidder, who must furnish a performance bond. The Mayor and
Councilman Hosti will handle the matter.
The Mayor informed Council that the Tri State Tractor Company had offered a road
pttrol to the Town at a price of $3,500.00. He stated that the Town was getting a
credit of $1,000.00 from the paving of the beach side streets and also that the Town
should get an additional of $500.00 from the sale of sand. Councilman Lovell moved
that the machine be purchesed for $3,500.00 which as seconded and passed..
The minutes of the meeting of November 9, 1960 were read and adopted.
Superintendent Reed reported that he had spoken to E.C. Bobo regarding the small amount
of water which registered through the meter supplying the Waves Motel property and he
admitted that he had put in the connection to jump the meter. I. Solms suggested
that some method should be worked out so as to arrive at the charges which are duo the
Town for actual water furnished to the Bobo property.
Superintendent Reed stated that as regards fire plugs one must be removed at Twelfth
Street and Butler and asked where it should be placed. He also stated that more fire •
plugs are needed. The Mayor appointed a Committee ofPowers, Hosti and Superintendent
Reed to handle the matter.
Chief McCutchen stated that Mr. Robert Cook, who represents a group insurance compeny,
that the employees could buy the insurance and that the Town could deduct the premiums
from their salaries. The Meyer stated that if the Town should deduct premiums from
the employees for Mr. Cook's company why shouldn't it be done for others.
Tho Mayor informed Council that Mrs. Thomas Fitzgibbons stated that the Tovn owes
her husband two weeks pay as he yes entitled to two weeks vacation which he failed to
get. The Mayor asked if we owed him additional pay. Gbuneilman Moddin moved that
it be allowed, which vas secondod and passed.
Bills for the month of November for General Government amounting to $12,013.55 and for
the Water Department for $732.26 were on motion made, seconded and passed for payment.
Councilman Weters informed Council thet Mr. R. A. Wall and Mr. Wm. A. Goodson had
approached him to waive the interest and cost charges that were assessed against them
on the payment of their taxes. It was the opinion of Council that they should pay
the interest and cost cherges.

Councilman 1„7nters moved that cigarettes and tobacco be given to the prisoners et the
prison cemp for Christmes, which as seconded end passed.
It was moved, seconded and passed that the town employees be paid through December
salary on December 15th.
Council discussed whet would be the expected fee for Yr. Ed Maner for his legal
service in connection with the iseuance of the $150,0r0.00 bonds.
It was moved, seconded and passed that the balene® due the three appraisers, Roy
Gordon, V. H. Whitehe-d and Robert P. Constantine amounting to $440.00 each be paid.
St. Michael's parish school requested that a street light be placed in the area around
First Avenue and Eighth Street. Mayor Brown will handle.
The Mavor informed Council that Mr. Weis C. Snell wants to sell to the Town the two
Dinremas which have ben placed in the Museum at a price of Wo.00 each. It ides
moved, seconded end passed that they be purchased end that one be paid for now and
the other when the Town is in funds.

It was moved, seconded and passed that $75.00 be contributed to the BSC for the
soldiers dance to be held on December 17th.

The Meyer informed Council that he had a letter from Mr. Joseph A. Logan, Gtty Engineer,
regerdine the area to be used by the Morino Rescue Squadron at the Old bridge site at
Lazaretto. Referred to Mr. Solms.
A letter was reed from Mr. Sidney Raskin in which he included a petition frem the
property owners on Tenth Street protesting against paving of this street. The
Mayor stated that the Town was obligeted to pave Tenth Street.
It waF moved, seconded and passed that the following Resolution be adopted.
RESOLUTION
WHEREAS, on October 18, 1960, an issue of $150,000 Street Improvetent, Limited
Tax, General Obligation Bonds of Svannah Be-ch, Tybee Island, Georgia was sold to the
highest bidders, and
WHEREAS, said bonds provide that both the principal of and interest thereon shall
be payable at the office of the treasurer of the municipality or at the option of the
holder, at the fiscal agency of the municipality in Savannah, Georgia, or in Now York,
New York;
NOW, THEREFORE, be it resolved that The Savannah Bank and Trust Company of
Savannah be designated as the paying agent for said bonds in Savannah and that Benkers
Trust Company of New York, be and the same hereby is designated as the paying agent for
said bonds in No York.
It was moved, seconded and passed that the following Resolution be adopted.

RESOLUTION
• WHEREAS, Tybee Development Company 1-as requested the Town of Savannah Beach,
Tybee Islend, Georgia, to execute a quit claim deed to the hereinafter described
property; and,
WHEREAS, the Town of Savannah Beach, Tybee Island, Georgia has never accepted
title to the streets in the subdivision developed by Fort Screvon Development Company
in Fort Screven Ward; and,
WHEREAS, the hereinafter described lands, although designated as streets,
sidewalks and lanes on the map of said subdivision of said lands, have never been
opened and used as streets, sidewalks and lanee; and,
WHEREAS, the municipality has no vested interest in said lands and no dedication
of the same his been made to the general public by the municipality or otherwise.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach,
Tyboo Island, Georgia) in council assembled, that the Mayor be authorized to execute,
and the Clerk be authorized to attest, a quit claim deed to Tyboe Development Company
for and in receipt of the sum of One ($1.00) Dollar in hand paid, convoying the follow-
ing described property, to-wit:
ALL that strip of land along the Eastern side of Block 31, Fort Screvon Ward,
Savannah Beach, Tybee Island, Chatham County, Georgia, 60 feet in width designated upon
a map mado in March 1946 by Wm. J. Lynch, R.E. for Fort Screven Development Company,
which said map is recorded in the office of the Clerk of the Superior Court of Chatham
County, Georgia, in Map Book "A", page 94-A, es Dovswood Drive, being bounded on the
West by Taylpt Street and on the South by Thrushwood Avenue. This trect of land is
designated en said map as a street, but has never been used as such;
AND, ALSO, that tract of land 20 feet in width and shown upon the aforedescribed
map as an unnamed street or lane dividing the enstern lots of saidBlock 31 from the
western 11 lots of Block 31, being bounded on the North by Taylor Street and on the
South by Thrushwood Avenue. Said strip of land is designated on said map as a lane or
street, but has never been used as such;
AND, ALSO, that tract of land shown on said map as an unnamed street or lane
dividing Lots 7, 8, 9 and 10 from Lots 11, 12 and 13, Block 25, Fort Screven Ward,
Savannah Beebh, Tybee Island, Chatham County, Georgia; being bounded cn the West by
Van Horn Street; on the North by Lots 7, 8, 9 and 10, said block; on the East by the
remaining portion of said street or lane; and on the South by Lots 11, 12 and 13,
said Block. This tract of land is designated on said map as a sidewalk, but has never
been used as such.
There.being no further business ,Council adjourned, subject to the call of the Mayer.
