HomeMy Public PortalAbout018-2013 - Donation - Stellar Community GrantORDINANCE NO. 18-2013 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA HOUSING AND COMMUNITY DEVELOPMENT AUTHORITY, OFFICE OF COMMUNITY AND RURAL AFFAIRS, AND INDIANA DEPARTMENT OF TRANSPORTATION (ALSO KNOW AS THE STELLAR COMMUNITIES PROGRAM) WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source, and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The City of Richmond recognizes the need to stimulate growth and complete community development projects to address various needs such as housing, water infrastructure, street and roadwork, streetscape and lighting, community centers, and revitalization projects, and other quality of life projects to benefit its citizens; WHEREAS, The City of Richmond has been named as one of the six (6) finalist communities that is eligible to receive the Stellar Community designation which will allow the City to receive grant funds from the Indiana Housing and Community Development Authority (IHCDA), Office of Community and Rural Affairs (OCRA), and Indiana Department of Transportation (INDOT); and WHEREAS, The IHCDA has preliminary grant funding in the amount of Ten Thousand Dollars ($10,000.00) allocated to each of the finalists in order that each finalist community may hire consultants to prepare an in-depth Strategic Investment Plan proposal in connection with the Stellar Communities Program; and WHEREAS, No local match is required. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as follows: 1. The City of Richmond, by the Mayor and the Richmond Department of Metropolitan Development, has submitted or will submit, as authorized by IC 36-1-4-10, an application for the planning funds in the amount of $10,000.00 in connection with the IHCDA Stellar Community Program. 2. The City of Richmond Department of Metropolitan Development is authorized to accept said grant funding in an amount up to Ten Thousand Dollars and Zero Cents ($10,000.00) from the IHCDA. 3. Said funds, if awarded to the City of Richmond Department of Metropolitan Development, shall be appropriated for the hiring of a consultant to assist with the preparation of the Strategic Investment Plan proposal in connection with the IHCDA Stellar Community Program application. 4. There is no local match required.
