AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF GRANT FUNDS FROM THE
INDIANA HOUSING AND COMMUNITY DEVELOPMENT AUTHORITY, OFFICE OF
COMMUNITY AND RURAL AFFAIRS, AND INDIANA DEPARTMENT OF
TRANSPORTATION THAT CAN BE RECEIVED THROUGH THE STELLAR
COMMUNITIES PROGRAM
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or
any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The City of Richmond recognizes the need to stimulate growth and complete
community development projects to address various needs such as housing,
infrastructure, street and roadwork, streetscape and lighting, community centers,
and revitalization projects, and other quality of life projects to benefit its citizens;
WHEREAS, The City of Richmond has been named as one of the six (6) finalist communities
eligible to receive the Stellar Community designation which will allow the City to
ultimately receive grant funds from the Indiana Housing and Community
Development Authority (IHCDA), Office of Community and Rural Affairs
(OCRA), and Indiana Department of Transportation (INDOT); and
WHEREAS, The City of Richmond desires to submit a proposal/application to become a
Stellar Community with projects totaling amounts up to Twenty-one Million Five
Hundred Thousand Dollars ($21,500,000.00) being proposed in the Strategic
Investment Plan; and
WHEREAS, It is in the best interest of the City of Richmond that the Common Council
support and encourage the pursuit by the City of the Stellar designation in order
that the City may take advantage of the financial and cultural opportunities
afforded by such designation.
WHEREAS, Local matching funds may be required.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, by the Mayor and the Richmond Department of
Metropolitan Development, will submit, as authorized by IC 36-1-4-10, an application to receive
the Stellar Community Designation.
2. The City of Richmond is authorized to accept said grant funding as a result of the
designation in an amount up to Twenty-one Million Five Hundred Thousand Dollars
($21,500,000.00) from the Stellar Program.
3. Said funds, if awarded to the City of Richmond, shall be appropriated for the
completion of the projects outlined in the Stellar Strategic Investment Plan.
4. Local matching funds may be required depending on the sources of revenue and
may be derived from private sources, the Redevelopment Commission and EDIT.
