RESOLUTION NO. 2019.144
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A CONTRACT TO ALL AMERICAN ASPHALT AS THE
LOWEST RESPONSIBLE BIDDER IN THE AMOUNT OF $2,053,968.60
FOR ATP CYCLE 2 — LYNWOOD COMMUNITY LINKAGES TO CIVIC
CENTER AND LONG BEACH BOULEVARD METRO STATION
PROJECT (CIP NO. 4011.68.036); AND AUTHORIZING THE MAYOR TO
EXECUTE THE AGREEMENT.
WHEREAS, the California Transportation Commission (CTC) awarded the City
$2,319,000 for the"Lynwood for the Community Linkages to Civic Center and Long Beach
Boulevard Metro Station" under Active Transportation Program (ATP) Cycle 2; and
WHEREAS, the Project includes pedestrian improvements on Bullis Road from
Martin Luther King Boulevard to Fernwood Avenue and enhanced pedestrian crossings
at key intervals along Fernwood Avenue Between Platt Avenue to First Avenue; and
WHEREAS, on October 10, 2019, the Notice Inviting Bids for the project was
advertised in the Daily Journal, Bid America, on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place in the PlanetBids Platform on November
12, 2019 at 10:00 A.M. (Pacific Time); and
WHEREAS, staff received Six (6) bid proposals; and
WHEREAS, All American Asphalt is the lowest responsible bidder; and
WHEREAS, adjustments to the Project Budgets are not needed to carry out the
Project at this time.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the Mayor is hereby authorized to execute an agreement in a
form approved by the City Attorney between the City of Lynwood and All American
Asphalt for the ATP Cycle 2-Lynwood Community Linkages to Civic Center and Long
Beach Boulevard Metro Station Project, Project No. 4011.68.036 in the amount of
$2,053,968.60.
Section 2. This resolution shall take effect immediately upon its adoption.
Section 3. The City Clerk shall certify as to the adoption of this City Council
Resolution.

PASSED, APPROVED and ADOPTED by the City Council of the City of
Lynwood at a special meeting held on the 19th day of November, 2019.
