A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A CONTRACT TO COPP CONTRACTING, INC. AS THE
LOWEST RESPONSIBLE BIDDER IN THE AMOUNT OF $181,266 FOR
THE FERTILE AVENUE STREET IMPROVEMENT PROJECT (CIP NO.
4011.68.077); APPROVING ADDITIONAL APPROPRIATION IN THE
AMOUNT OF $35,000 FROM MEASURE M BONDS (FUND 2357) AND
BUDGET AMENDMENT ON STREET IMPROVEMENT PM P
(4011.68.077); AND AUTHORIZING THE MAYOR TO EXECUTE THE
AGREEMENT
WHEREAS, the Fertile Avenue Street Improvement Project entails street
resurfacing, and partial replacement of concrete sidewalks, curb and gutters, driveways
approaches, and curb ramps, traffic signing and striping; and
WHEREAS, the Project limit is Fertile Avenue from Wright Road to Edgebrook
Avenue; and
WHEREAS, on October 23, 2019, the Notice Inviting Bids for the project was
advertised in the Daily Journal, Bid America, on the City's web site (PlanetBids); and
WHEREAS, on November 5, 2019, council approved funding allocation of
Measure M Bonds in the amount of $237,684.00 for the Fertile Avenue Street
Improvement; and

WHEREAS, the bid opening took place in the PlanetBids Platform on November
13, 2019 at 10:00 A.M. (Pacific Time); and
WHEREAS, staff received Seven (7) bid proposals; and
WHEREAS, Copp Contracting, Inc. is the lowest responsible bidder; and
WHEREAS, additional appropriation is needed to cover construction costs in the
amount of$35,000.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the Mayor is hereby authorized to execute an agreement in a
form approved by the City Attorney between the City of Lynwood and Copp Contracting,
Inc. for the Fertile Avenue Street Improvement Project No. 4011.68.077 in the amount of
$181,266.
Section 2. That the City Council of the City of Lynwood approves an appropriation
for the Fertile Avenue Street Improvement Project No. 4011.68.077 in the amount of
$35,000.

Section 3. The City Council approves the following budget amendment and
additional appropriation for the Project as follows:

Section 4. This resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify as to the adoption of this City Council
Resolution.
PASSED, APPROVED and ADOPTED by the City Council of the City of
Lynwood at a special meeting held on the 19th day of November, 2019.
