The City Council of Medina, Minnesota met in special session on February 21, 2012 at
6:00 p.m. in the City Hall Chambers. Mayor Crosby presided.
I. ROLL CALL
Members present: Crosby, Pederson, Siitari, and Weir.
Members absent: Martinson.
Also present: City Attorney Ron Batty, Julie Eddington Kennedy & Graven, Planner
Dusty Finke, Public Works Superintendent Steve Scherer, and City Administrator Scott
Johnson.
II. Bonding Discussion
Mayor Crosby provided background information on the proposed property purchase at
600 Clydesdale Trail and the bonding process. Julie Eddington from Kennedy and
Graven informed the City Council about the recharacterization process for the remaining
$1.5 to $1.8 million in water bonds and the need to go through the Capital Improvement
Plan process for recharaterization. She also discussed timelines for the
recharacterization process and bonding. Council directed staff to put together a
schedule for the bonds and plans for the proposed renovations for the departments.
III. Vinland National Update
City Council discussed the proposed 18 sewer unit request for Vinland National. The
Council requested a map specifically identifying where the 18 units will be moved from
to the Vinland site. There are major concerns about removing units for failing septic
sites on or near the lake. Council is also asking for the City of Independence to agree to
apply for I & I grants moving forward to deal with infiltration problems.
IV. Lennar Irrigation Update
City Council discussed the irrigation plans and is comfortable with the proposal from
Steve Scherer. They asked staff to look into the possibility of putting together an
ordinance in place to reflect this practice for future developments.
IV. ADJOURN
Moved by Pederson, seconded by Weir, to adjourn the meeting at 6:58 p.m. Motion
passed unanimously.
