February 8, 1961
The regular meeting of Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Peters,
Hosti, Powers, Waters, Lovell, Meddin, Town Attorney Solms, Jr.,Superintendent Reed,
Chief McCutchen and H.K. Ellzey.
Mr. Ellzey presented a petition containing 104 names who are agreeable to his operating
a package shop in connection with his grocery store. He stated that this was an
answer to a petition gotten up by a small group of people who are opposed to his
opening a package shop at this location. The Mayor asked if he intended to open
a package shop and Mr. Ellzey stated that he did and also he intended to operate a
bar but he objected to paying $375.00 as a half year's whiskey license for such a
short time. Mr. Ellzey was informed that he could not operate a package shop until
the license had been paid. Mr. Ellzey was excused.
Chief McCutchen reported that the ambulance was back in operation after having a
paint job but that the stretchers had not yet been received.
Councilman Waters reminded the Chief that it would be well to start making plans for
parking in the vicinity of the new Post Office for next summer.
The minutes of the meeting of January 11, 1960 were read and adopted.
The Mayor stated that,in relocating water mains and sewer lines on Butl'r Avenue,
when the State gets bids from contractor's t� build the road it does not include
outside of right -of -way and that the Town should try and get the S.E. & P. Co.,
and the S. B. T. Ec. T. Co.,to locate their poles on one side and the Town it's mains
on the other side. The Mayor stated that he did not want to tear up the streets
until he was sure when the work would start and he stated that if it was agreeable
with Council he would try to work out something . (While the meeting was in progress
Mr. Solms phoned Mr. Gillis of the State Highway Department in Atlanta and asked when
he would be ready to award the contract and Mr. Gillis stated that he could as soon
ad he received the necessary details completed). He stated that Mr. Solms and him-
self would see Mr. McClurkin of the Savannah Electric & Power Co.,and also an orfic;al
of the S.B.T. &.T. Co.,
A letter from the S.B.T. &.T. Co.,requesting permission to lay lines underground on
several of the streets in the Town was referred to Mayor Brown.

The Mayor stated that we should start getting bids to relocate the lines on Butler
Avenue. Mr. Solms stated that we should try and get all papers into the State
Highway Department as early as possible. Mr. Meddin asked if we were going to
use Tho,as & Hutton and the Mayor stated that he would request that three bids be
submitted. He also stated that he had been contacted by some of the property
owners on First Street who wanted to know what was going to be done with the. small
strip of land which will be left to them after the State Highway Department takes,
the rdst of it as they cannot build on these parcels. He stated that the Town'
could rezone the area, could offer to buy the small strip from each of them and
landscape it. Mr. Meddin suggested that we wait and see what happens. Councilman
Peters moved that the Mayor be authorized to negotiate with the property owners
relative to acquiring parts of the lots which was seconded and passed.
It was moved, seconded and passed that bills for General Government for the month
of January amounting to $7287.37 and for the Water Department amountinci to $402.86
be paid.
Councilman Waters moved that the taxes on the improvements on Lot 93 B, Ward 4, in
the name of Mrs. Anita B. Scott be reduced by $1700.00. The motion was seconded and
passed that the request be granted.
The Savannah Beach Volunteer Fire Department presented a list of the new officers
which they had elected. A.P. Solomon III is the new Fire Chief replacing J. Guy
Burke, Sr. It was decided to hold up on this at this time and the matter was re-
ferred to Councilman Powers to handle.
It was moved, seconded and passed that the following Resolution be adopted.
A RESOLUTION
WHEREAS, the Marine Rescue Squadron of America, Inc.,has requested the use of the
old bridge tender's house at the eastern end of the old bridge at Lazaretto Creek
on the Tybee Road; and
WHEREAS, the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, have
requested of the State Highway Board of Georgia that use of said old bridge tender's
house at the eastern end of the old bridge at Lazaretto Creek on the Tybee Road be
granted to Marine Rescue Squadron of America, Inc.
NOW, THEREFORE, be it resolved by the Mayor and Councilmen of Savannah Beach, Tybee
Island, Georgia, in council assembled, that the State Highway Board of Georgia
grant permission to the Marine Rescue Squadron of America, Inc.,to use the old bridge
tender's house at the eastern end of the old bridge at Lazaretto Creek on the Tybee
Road, or in lieu thereof that the use of said premises be granted to the Town of
Savannah Beach, Tybee Island, Georgia, with the right to grant said use to Marine
Rescue Squadron of America, Inc.
BE IT FURTHER RESOLVED that Savannah Beach, Tybee Island, Georgia, will be responsible
for the maintenance and protection of the building during the period of said use and
will be responsible for any damage to anyone as a result of the use of said building
by the municipality or by the Marine Rescue Squadron of America, Inc.
BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of
Council and a copy thereof be sent to the State Highway Board of Georgia and to the
Marine Rescue Squadron of America, Inc.

The regular meeting of Town Council was held today at 3 P.M. in the Council Room
and was attended by Mayor Brown, who presided, and Councilmen Powers, Waters,
Lovell, Maddin, Town Attorney Solms, Jr., Superintendent Reed and Chief McCutchen.
Chief McCutchen called at- ention to traffic problems existing at the automobile
road and Campbell Street, also at the intersection of the automobile road which
leads into the spanish hammock road. He reported that several bad accidents had
occurred at eadh of these locations recently. Councilman Waters stated that
when the new road is completed it should eliminate these two traffic hazards.
Mayor Brown informed Council that when the new telephone system is installed that
arrangements will have to be made for sounding of fife alarms, that he had been
handling the matter' with the Southern Bell Telephone Company in an effort to arrive
at a Norkable arrangement. Councilman Meddin moved that the Mayor handle the
matter with a view of adopting the best method available, the motion was seconded
and passed. "Councilman Powers stated that he would talk to the fire group to
ascertain in whose houses the new telephones would be located.
Superintendent Reed stated that the arrangements whisk were made with Mr. H. E.
Brewer to furnish him water by the Town are not working out satisfactorily. He
stated that Mr. Brewer had run a pipe across the automobile road and had several
motels operating on a flat rate, and that the water meter supplied thoitrailer
park. Councilman Hosti stated that he would talk to Mr. Brewer relative to this.
The minutes of he meeting of February 8th were read and adopted.
The Mayor informed Council that Councilman Lovell and he had spoken to Mr. J.J.
Hutton regard'ng what should be done about the utility poles on Butler Avenue in
the event that the State Highway Department would let the contract sooner than
anticipated. He stated that the Town had no immediate worry about the contract
being let real soon. He was shown the plans relative to relocating the lines
down Butler Avenue and suggested that the Savannah Electric Company and the
Southern Bell Telephone Company have their lines of the same Side of the street
and the Town on the other side for with utility poles on both sides of the street
it will not be room for the Town's mains as it would be cheaper to cut into side-
walk rather than in the paving whenever it would be necessary to service the mains.
