New people now occupy the positions of Assistant Director, Senior Building Inspector and Secretary/Office Manager. Overall the transition in the Department has been smooth, however there have been certain changes in responsibilities and duties relative to the Senior Building Inspector and the Secretary/Office Manager positions. The Department's inspector corp is relatively young in terms of experience in the field as construction code inspectors. The combined field experience of the Department's 3 junior inspectors is 23 months. This factor has required the senior inspector to assume more responsibility in terms of coordinating and trainning other inspectors. (The lack of junior inspector field experience should not be understood as a lack of professionalism or competence on the part of the City's building inspectors. Chris Barker and Phil Wages have just passed national certification tests for construction code inspectors. Phil Craft is now completing the qualifications leading to his certification in April 1991. Achieving national certification as a construction code inspector places the inspector among a select few in the State of Indiana.) A consistant complaint from contractors regarding the operation of the Plan Department has always been the inability to obtain a permit from the Department if certain personnel were not in the Office. In response to this issue, the responsibilities of the Secretary/Office Manager position have been expanded to include the duties of Permit Clerk. Donna Chapman has been trained to issue Building and Service Installation Permits.
