AN ORDINANCE AMENDING CERTAIN PROVISIONS OF THE POLICE MERIT
COMMISSION OF THE CITY OF RICHMOND.
WHEREAS, it has been deemed necessary and advisable for certain changes to be made in the
ordinances establishing the Police Merit Commission for the City of Richmond; and,
WHEREAS, the Police Merit Commission and the City Administration have agreed on certain changes
to be made,
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana that
Amended Ordinance No. 3187-1977, establishing the Richmond Police Merit Commission be amended
as follows:
SECTION 1. Delete and add the following in Section 13:
Delete: .... .and have been granted permanent tenure in rank by the Commission.
Add: .... Jn permanent rank: to read"....A police officer must have served at least one (1)
year in permanent rank before being eligible..:'
SECTION 2. Add the following to Section 13 A (1):
Following the word requirement add "of one (1) year in permanent rank as...:' ,to
read .... The requirement of one (1) year in permanent rank as set forth in Section 13....
SECTION 3. Amend Section 13 E to read: The Commission, with the approval of the Board, may
create rank classification for patrolmen.
SECTION 4. Delete all of Section 16 and all references to Probationary Rank and Probationary Period
in the Merit Commission Rules and Regulations.
SECTION 5. Add in Section 18 B the word "or" to read: .. ..... The duties of the Committee and/or its
Chairman shall be....
SECTION 6. Delete from Section 18 B (1) ".....and subsequent grades .......and ......by registered
mail...... and amend to read: The Chairman shall be designated to the testing service as
the person to receive the written examination forms (and related materials), and the
testing service shall be instructed to deliver such forms and materials in a sealed package
to the Chairman.
SECTION 7. Delete from Section 18 B(2) "....in a safety deposit box or a vault." and amend to read: 'It
shall be the duty of the Chairman of the Test Committee to receive the examination forms
and materials, to maintain them in their sealed package, and to secure them until the
scheduled examination date.
SECTION 8. Amend Section 18 B(3) to read: "On the examination date, the forms and materials will be
delivered to the examining room by the Chairman, or member of the Test Committee, who
shall break the seat and inspect the examination forms. "
SECTION 9. Amend Section 18 B (4) to read: "A member of the Test Committee shall distribute the
forms to the officers taking the examination".
SECTION 10. Amend Section 18 C (first paragraph) to read: Each officer taking the examination shall
report to the Test Committee and shall draw a number, assigned by lot, and enter the
number on his examination paper and shall enter the number and his name on a card
provided for this purpose and place the card in an unmarked envelope and seal it. He
shall then submit his sealed envelope to the memberof the Test Committee.
SECTION 11. Amend Section 18 C (1) to read: All examination papers (including unused forms) shall be
turned in to the representative of the testing service upon completion of the exam.
SECTION 12. Amend Section 18 C (2) to read: Place all individual envelopes, containing the name and
number cards, into a packet which shall be sealed and placed in a secure area.

SECTION 13. Amend Section 18 C (3) to read: Upon receipt of a grade from the testing service and
after completion of the oral interviews, under Section 10, the Test Committee Chairman
shall deliver the sealed packet of name and number cards to the President of the
Commission who shall then break the seal and assign the grades by number to the
officers who took the examination.
SECTION 14. Add Section 18 E to read: The eligibility list shall be maintained for a period of two (2)
years or until exhausted, at which time there shall be another eligibility list established.

REQUEST FOR CHANGES
We, the undersigned members of the Richmond Police
Department., request that the Richmond Police. Department Merit
Commission Rules and Regulations be amended as follows:
1. Remove Probationary rank and the Probationary period.
The reason for being denied permanent tenure, should be
equal to that required for reduction in rank. Therefore,
eliminating the need for a probationary period.
The probationary period can cause problems when it comes
time to test for a higher rank. If no one meets the require-
ments set forth in the rules and regulations, waviers are
made to let those persons test who do not meet the requires.
However, since the probationary period can not be waived
these persons can not test, even though they may have been
promoted only a few weeks after others who have been granted
permanent tenure.

SECTION 18.(AMENDED TO READ)
A. Written competitive examinations shall be conducted by the
Commission for the purpose of establishing eligibility lists
(pursuant to Sections 13 and 10). Such examinations shall
be conducted under the provisions of this section; provided,
however, that examination contents shall not be of the intelli-
gence quotient, general education development, or psychological
profile types; and further provided that no police officer
shall have access, directly or indirectly to examination or
related testing materials developed for this purpose, prior to
the time he sits for such examination.
1. The Commission shall select and designate an appropriate
independent testing service, outside the Police Department,
to devise and grade all written examinations conducted
hereunder.

2. The Commission may use different testing services for
subsequent examinations and/or for examinations for
eligibility lists for promotion to different ranks.
To control, administer and monitor such examination, the
Commission shall appoint a Test Committee of three from its
membership, and shall designate the chairman of the Test
Committee. The duties of the Committee and/or its Chairman
shall be:
1. The Chairman shall be designated to the testing service
as the person to receive the written examination forms
(and related materials), and the testing service shall be
instructed to deliver such forms and materials in a sealed
package to the Chairman.
2. It shall be the duty of the Chairman of the Test.
Committee to receive the examination forms and materials,
to maintain them in their sealed package, and to secure them
until the scheduled examination date.
3. On the examination date, the forms and materials will be
delivered to the examining room by the Chairman, or member
of the Test Committee, who shall break the seal and inspect
the examination forms.
4. A member of the Test Committee shall distribute the forms to
the officers taking the examination.

C. Each officer taking the examination shall report to the Test
Committee and shall draw a number. assigned by lot and enter
the number on his examination paper and shall enter the number
and his name on a card provided for this purpose and place the
card in an unmarked envelope and seal it. He shall then submit
his sealed envelope to the member of the Test Committee.
1. All examination papers (including unused forms) shall be
turned in to the representative of the testing service upon
completion of the exam.
2. Place all individual envelopes, containing the name and
number cards, into a packet which shall be sealed and placed
in a secure area.
3. Upon receipt of a grade from the testing service and after
completion of the oral interviews, under Section 10, the
Test Committee chairman shall deliver the sealed packet of
name and number cards to the President of the Commission
who shall then break the seal and assign the grades by number
to the officers who took the examination.
D. All scores shall be posted by number only at the central police
station. The officer scoring the highest accumulative score in
four(4) areas (written competitive examination, past performance
rating, oral interview, and seniority) shall be placed at the top
of the new eligibility list for that rank. Other members who took
the test shall be ranked by their accumulative scores on the
eligibility list in a descending order.
E. The eligibility list shall be maintained for a period of two (2.)
years or until exhausted, at which time there shall be another
eligibility list established.

During the last 16 months, the Plan Department has experienced a change
in office personnel in 3 key positions. New people now occupy the
positions of Assistant Director, Senior Building Inspector and
Secretary/Office Manager. Overall the transition in the Department has
been smooth, however there have been certain changes in responsibilities
and duties relative to the Senior Building Inspector and the
Secretary/Office Manager positions.
The Department's inspector corp is relatively young in terms of experience
in the field as construction code inspectors. The combined field
experience of the Department's 3 junior inspectors is 23 months. This
factor has required the senior inspector to assume more responsibility in
terms of coordinating and trainning other inspectors. (The lack of junior
inspector field experience should not be understood as a lack of
professionalism or competence on the part of the City's building
inspectors. Chris Barker and Phil Wages have just passed national
certification tests for construction code inspectors. Phil Craft is now
completing the qualifications leading to his certification in April 1991.
Achieving national certification as a construction code inspector places
the inspector among a select few in the State of Indiana.)
A consistant complaint from contractors regarding the operation of the
Plan Department has always been the inability to obtain a permit from the
Department if certain personnel were not in the Office. In response to
this issue, the responsibilities of the Secretary/Office Manager position
have been expanded to include the duties of Permit Clerk. Donna Chapman
has been trained to issue Building and Service Installation Permits. Donna
