AN ORDINANCE AMENDING AMENDED ORDINANCE NO.39-1990 ESTABLISHING A DEPARTMENT
OF TRANSPORTATION SYSTEMS FOR THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA.
WHEREAS, Indiana Code 36-4-9-4 requires that the Common Council by ordinance passed
upon recommendation of the Mayor establish executive departments it considers
necessary to perform efficiently the administration functions required to fulfill
the needs of the City's citizens; and,
WHEREAS, Amended Ordinance No. 30-1990, upon recommendation of the Mayor, requires
an amendment in order to provide for additional divisions to the Department of
Transportation Systems.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana that:
SECTION I. Section 3 of Amended Ordinance No. 39-1990 be added to as follows:

IV. Central Garage Division

Transportation System

This paper is being provided as a project evaluation to answer questions
and provide correct information.
Currently the city operates with eleven (11) departments. By combining
the Department of Aviation into the Transportation System, this
consolidation will make ten (10) departments. It will add management to
the Department of Transportation which was omitted when the
Department of Transportation was originally formed. A Transportation
System which we are currently trying to form, is allowable by Indiana
Code, Title 36, Article 9, Chapter 2, Sections 1, 2, 3, cited in I.C. 1-1-1-1
(1988 Ed.).
In 1945, then Mayor John R. Britten stated: "Richmond has been able to
take its place in the vanguard of cities which are ready for the age of air
transportation." Forty-five years later we still are attempting to be
among this vanguard. An industrial/air park is possible with the 600 +
acres we own. Currently Industries, Inc. has 62 acres left from their
original 180 acres. With this type of opportunity at the airport, we should

be positioning ourselves to take advantage of our assets. (See Exhibits "A"
and "B".)
The development of this project is essential because we, as a city, cannot
afford to waste our scarce resources of land, dollars and manpower. The
priorities are reasonable. These priorities have been established using
the budget strategy of "it pays for itself" as our goal. Valuation of
priorities is the key of benefit -cost process used in making this public
decision.
Our first analysis is the project objectives. Our first step was to
categorize where we are and to focus on the common elements of Federal
and State applications.
The templets by which we guided the project are in use by higher levels of
government, namely the Federal Dept. of Transportation and our State
Dept. of Transportation and we used this as our foundation. The principle
is simple and the elements will not change, Rose View, Senior/Disabled
and Airport will continue to be modernized and a chain of command for
management to perform these tasks at least cost will be instituted.

Maximizing the use of currently employed competent, trained and proven
employees makes this project feasible.
The project decisions are made from estimates and historical facts
because complete information about the future is not available and we
must proceed with best judgment and not be paralyzed by lack of complete
information (i.e. Budget cuts at Federal level and taxation at both Federal
& State levels).
Secondly, the physical size of the change is a reduction of personnel from
32 to 31 and a cohesive and integral part of the city, utilizing the
abilities of our qualified personnel, creating activity and intensifying
communication between all entities searching for solutions. We are
relieving duties on the Dept. of Public Works Director while adding more
appropriate responsibilities. (i.e.
Department
Head
will
serve on
Sanitation Board using their expertise
on projects
such as
the
relationship
between sewer lines, drainage and streets.)
Thirdly, our main activity or input from this merger will be explicit. Our
output as part of our estimation is the use of land, already owned so
resource cost is zero. Development
of this land for industry will
result in
job creation and
retention of jobs
through expansion. There
are no
sacrifices to other
Departments so
it is cost free. Usina our
availahie
manpower, per the memo of December 11, the economic impact only is a
redistribution of benefits already paid. We will have removed the "ego"
image of each group to attain success and the information flow will be
accurate, concise and truthful. A spin-off of this organization will be a
central garage set up. The department head and mechanics have been
working on this project for the past two (2) years. (See Exhibits "C", "D",
"E" and "P.)
Our gains are that a public investment of land can be marketed, access to
the land can be enhanced by using the capabilities we have in place and
have negated acquisitions of costly
privately
owned resources.

All
this
is economically
justifiable as we must continue with programs
that
are
sensitive to our
unemployment.

Cost Savings

Priorities
1. Will be set by mechanics of that department and supervisor of garage and
department with problem.
2. Emergency repairs- department with problem goes straight to mechanic of that
department.
3. Department mechanics will be both seperate and one.
They will work on their basic departments equipment, but can help other
departments if need arises. But, their sole responsibility is to their
original department.
Billing
I. Department will be charged the mechanics total hourly rate per hour.
Charged against vehicle being worked on.
2. Parts will be charged out at exact cost.
3. A 8% cost will be added to each bill on parts and labor.
A. The 8% will cover shop towels, sprays, cleaner's, operating
supplies, not chargeable items.
B. Any money left at end of year will be spent on shop and
test equipment to benefit all departments.
C. Max $10.00
4. All repairs will be entered into computer per vehicle per department.
This will track:
1. service intervals
2. expenses on vehicles
3. chronic repairs
5. A copy of each bill and statement will'be sent to each department head.
Twice monthly :
1. a copy will be retained at garage for further
reference
2./-sent to city building
6. No repairs above $200 will be made without departments consent.

Supervisor's Needs
1. Corporation from all departments to get garage on its feet.
2. Capabilities of writing requisitions for repairs up to $200 without
departments consent_ Unless notified in writing by department.
3_. Have active part in purchases of new equipment that garage will
repair.
4. $50.00 cash box- to buy items to small for requisitions or items
needed in a hurry for repairs. Not covered by blankets.
5. Able to set mechanics hours.
First shift 5:30am to 2:00pm
Second shift 12:00pm to 8:30am
After garage gets established.and going
