March 8, 1961.
The regular meeting of Town Council was held today at 3 P.M. in the Council Room
and was attended by Mayor Brown, who presided, and Councilmen Powers, Waters,
Lovell, Maddin, Town Attorney Solms, Jr., Superintendent Reed and Chief McCutchen.
Chief McCutchen called at- ention to traffic problems existing at the automobile
road and Campbell Street, also at the intersection of the automobile road which
leads into the spanish hammock road. He reported that several bad accidents had
occurred at eadh of these locations recently. Councilman Waters stated that
when the new road is completed it should eliminate these two traffic hazards.
Mayor Brown informed Council that when the new telephone system is installed that
arrangements will have to be made for sounding of fife alarms, that he had been
handling the matter' with the Southern Bell Telephone Company in an effort to arrive
at a Norkable arrangement. Councilman Meddin moved that the Mayor handle the
matter with a view of adopting the best method available, the motion was seconded
and passed. "Councilman Powers stated that he would talk to the fire group to
ascertain in whose houses the new telephones would be located.
Superintendent Reed stated that the arrangements whisk were made with Mr. H. E.
Brewer to furnish him water by the Town are not working out satisfactorily. He
stated that Mr. Brewer had run a pipe across the automobile road and had several
motels operating on a flat rate, and that the water meter supplied thoitrailer
park. Councilman Hosti stated that he would talk to Mr. Brewer relative to this.
The minutes of he meeting of February 8th were read and adopted.
The Mayor informed Council that Councilman Lovell and he had spoken to Mr. J.J.
Hutton regard'ng what should be done about the utility poles on Butler Avenue in
the event that the State Highway Department would let the contract sooner than
anticipated. He stated that the Town had no immediate worry about the contract
being let real soon. He was shown the plans relative to relocating the lines
down Butler Avenue and suggested that the Savannah Electric Company and the
Southern Bell Telephone Company have their lines of the same Side of the street
and the Town on the other side for with utility poles on both sides of the street
it will not be room for the Town's mains as it would be cheaper to cut into side-
walk rather than in the paving whenever it would be necessary to service the mains.

The Mayor stated that he suggested that Thomas & Hutton re- design Butler Avenue and
Mr. Hutton stated that it should be left as it is.
Bills for the month of February for General Government amounting to $2578,43 and
for the Water Department amounting to $1361.77 were presented for payment. It
was moved, seconded and passed that they should be paid.
Councilman. Meddin informed Council that he hadttalked to Mrs. Kerr for some dolls
for the museum and she hesitated lending them due to the possibility of moisture
being in the building. He also informed Council that he had discussed with the
directors of the Fort Scree -en Development Company the sale of the area to be used
as a park and that he submitted the Town's offer of 92000.00 which they agreed to
except provided the Town would grant a reduction of Fifty (50) per cent in their
present assessment. The Mayor asked if they would fake the $2000.00 when funds
were available. Councilmen Lovell moved that the area be purchased for $2000.00
which includes the land and the garages from the Fort Screven Development Company
to be paid when the Town is in fibnds, in consideration of the Town reducing the
assessments of the Fort Screven Development Company by Fifty (50) per cent effective
May 1, 1961.
Mr. Solms reported that the right -of -way easements were practically finished and
that it would be necessary to institute to start condemnation proceedings against
eight (8) and that thirty (30) had closed.
Mr. Solms reported that under the new rules regarding the Town's prisoners that
are convicted in the Town's Police Court and when they were sentenced to serve
time at Camp #4, that under the new set-up the county will not take them. The
Town is to take care of them. Mayor Brown suggested using a time clock at the
jail.
Mr.H. E. Whitten petitioned that he be granted a reduction in his assessments.
Council, after discussing the matter, decided that Mr. Whitten's assessments
were in order and his petition was denied.
Mrs. Beulah Cribbs requested permission to transfer a_small sign from her
property located on 17th Court to another parcel of her property located at Butler
Avenue & 17th Court. Petition granted.
A petition was presented from residents and property owners on Lewis Avenue re-
questing that when the Town removed the Palmettos from the plot on Butler Avenue
that they be replanted on Lewis Avenue. Petition denied.
Councilman Waters stated that where the Town had located some of the streets
between Butler Avenue and the Strand in preparation for their being paved and
where the property owners property is left hightagainst the street level, these
should be located at the Town's expense. Mayor Brown stated that it would be done.
It was the opinion of Council that since Fire Chief, J.G. Burke, Sr.,had been
appointed to that offide through April 30, 1961 that he should remain on as
Fire Chief until that time.
It was moved, seconded and passed that the rollowing Resolution covering ,
acquisition and clearance of rights -of -way be adopted:
RESOLUTION COVERING ACQUISITION AND CLEARANCE OF
RIGHTS OF WAY WITH CONTROL OF FUTTIRE ENCROACHMENTS
AND REGULATION OF VEHICULAR TRAFFIC ON HIGHWAY
CONSTRUCTION PROJECTS
GEORGIA CHATHAM COUNTY
WHEREAS, the State Highway Department in cooperation with the County of Chatham
desires to construct a section of Georgia Federal Highway Route No. 20 and
State Highway Route Number 26 known as Federal and /or State Aid Project No.
F -064 -1 (5) in Chatham County.
AND, WHEREAS, the project will extend within the corporate limits of the municipality,
town, or city of Savannah Beach, Tybee Island, Georgia.
It is resolved, that we the Mayor and Members of the Council (or other offider or
officers) charged wi'h the management of the finances of said municipality, and the
legally authorized agents of such do hereby agree to rr ocure for the State H:ighw,
Department of Georgia in cooperation with the County of Chatham , in accord with
pertinent agreements and regulations, any and all rights of way that may, in the
opinion of the State Highway Department of Georgiacbe necessary to the proper con -
structic�n of the above named project and according to survey and plans made by
engineers of the State Highway Department, within the limits of said municipality.
And in consideration of the construction of said Highway, within the incorporated
limits of said municinal.ity, the City of Savannah Beach, Tybee Island, agrees to
remove any existing structures or obstructions as provided in pertinent agreements
and to prevent any future encroachments tipon the right of way limits of said High-
way except as covered by permits duly issued by the State Highway Department; and
furthermore agrees, obligates and binds itself in accordance with Title 68 Georgia
Code that it will not pass any laws, roles, regulations or ordinances which will
penalize, hinder or obstruct the free movement of vehicular traffic on said Highway,
Including angle parking, nor erect any traffic signals, towers or lights on the said
right of way without written consent of the State Highway Department of Georgia, and
the Bureau of Public Roads.

We further agree that upon notice of award of contract on the above numbered project,
we will arrange with managers of various utility companies and municipal departments
to place underground plants in a satisfactory state of repair except where this phase
of work is covered by agreements.
The-municipality further agrees to assume responsibility for and cooperate with the
Utility Owners in the moving, setting back, replacing or lowering of all customers'
service connections including gas lines, telephone lines; electric power lines,
water mains and sanitary sewer connections to clear construction by one foot whether
such facilities are publicly or privately owned except where this phase of the work
is covered by agreement.
We further agree to protect the State Highway Department and said County or its
agents from any claim or damages whatsoever that might be occasioned through the
fulfilment of the foregoing conditions, and to defend all suits that may arise by
virtue thereof.

A special meeting of 7bwn Council was held today at 7 :30 P.M. in the Council Room
and was attended by Mayor Brown, who presided, and Councilmen Hosti, Powers, Lovell, Mr.
J.J.Hutton, Town Attorney Solms Jr., and Superintendent Reed.
The purpose of the meeting was to discuss the force account agreement of the State
Highway Department with the Town relative to covering the cost of re- arranging the
water mains on Butler Avenue on Project F- 0604 -1 (5) & 7 Chatham.
The Mayor reading from Mr. Wilkerson's letter of March 20, 1961 asked Mr. Hutton if
he had given the same estimate as before and Mr. Hutton stated that he had but just
for relocating water mains for approximately $20,000.00 and an estimated cost of
$38,000.00 for a new line. The Mayor stated that it would take time to relocate
the old mains and asked Mr. Hutton what would be best to use cast iron or transits
pipe. Mr. Hutton stated that cast iron is better than transit° and that it came
is three classifications and that the transits pipe is not as good as the best grade
of east iron pipe.
The Mayor stated that the Town will have to get on the project right away and must
employ some men for this work as some of the water mains back of sidewalk encroach-
ments have to be moved, Mr. Hutton stated that the Town may be able to delay the
work until in the fall. The Mayor asked why couldn't the work be started now and
be through with it before the season got under way. Mr. Hutton suggested that the
Town should purchase its material now as prices are low. Mr. Solms stated that Mr.
Hutton vas correct in this and that someone should go to Atlanta and discuss it.
