This policy sets the procedures and guidelines for implementation of this program. Section 2.0: Scope This policy applies to all regular full-time and part-time employees of the City. Section 3.0: Definitions Section 4.0: Policy Detail This policy will help meet the needs for volunteer work in our city while also renewing City employees’ sense of purpose, fulfillment and connection to the community. The SRCST Program will provide each employee of the city up to 24 hours of paid time (prorated for part-time employees), per year, to perform volunteer work in the city. In the case where the collective bargaining agreements differ from the policy, the bargaining language prevails. Employees performing SRCST work will be covered by the City’s worker’s compensation policy. SRCST may be taken in full or half-day increments during the employee’s regularly scheduled workday, with advance notice and approval by the employee’s Supervisor/Department Head or Director and the City Manager. Time earned is to be used within the calendar year granted. If it is not used, it is not paid out at termination or carried over in the following calendar year. Long-sleeve and short-sleeve t-shirts will be provided so that employees can advertise their employment with the city and volunteer activities. Both individual and team efforts are encouraged. Section 5.0: Procedures 5.1 Requesting SRCST 1. Employee must request SRCST time through the payroll system and receive approval from their department head. Submit to Supervisor for approval with reasonable advance notice of the request a. Approval of requested SRCST is at the discretion of the supervisor/department head, based upon the business and operational needs of the department. b. In the event the time requested conflicts with department needs, an alternative time may be suggested. 5.2 Upon Completion of SRCST 1. Employee must provide verification of the service performed by obtaining the signature of a representative of the organization within three (3) days of the time off 5.3 Examples of Places that Need Volunteer Workers (this should not be considered a complete list)  Upper Valley Senior Center  LISTEN Community Services  David’s House  COVER Home Repair  Window Dressers  Upper Valley Trails Alliance  Ledyard Charter School  AVA Gallery & Art Center  Dartmouth Health (including Alice Peck Day Memorial Hospital)  Lebanon School District (Reading Buddies, 4-Winds Program, Gardening Assistance, etc)  Adopt a Traffic Island Beautification Project  Lebanon Garden Club 5.4 Criteria for use of SRCST  Use of SRCST is voluntary and may be used to volunteer time for non-profit or governmental organizations.  Employees may use SRCST to engage in volunteer activities that enhance the quality of life in the City of Lebanon.  In compliance with the Fair Labor Standards Act, internal City of Lebanon volunteer opportunities that directly relate to an employee’s paid position are prohibited.  Paid SRCST time may not be used for canvassing, electioneering or supporting political campaigns, ballot items or candidates.
