RESOLUTION NO. 22-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF McCALL, VALLEY COUNTY,
STATE OF IDAHO, PROVIDING FOR FINDINGS AND PURPOSES; PROVIDING NOTICE
BE PUBLISHED FOR THE LEASE OF 100 CLUB CAR BRAND GOLF CARTS; PROVIDING
FOR AUTHORIZATION OF THE MAYOR TO ENTER INTO, ON BEHALF OF SAID
MUNICIPALITY, A CONTRACT BETWEEN THE CITY OF McCALL AND COLORADO
GOLF AND TURF; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Idaho Code §67-2808(2) provides that the City Council of the City of McCall may
request a sole source expenditure if it declares that there is only one (1) vendor for the personal
property to be acquired based on the following circumstances ;(v) The purchase of public works
construction, services, or personal property for which it is determined there is no functional
equivalent; and viii) Where competitive solicitation is impractical, disadvantageous, or
unreasonable under the circumstances; and
WHEREAS, for the purpose of promoting the health, safety, and general welfare of the City of
McCall, equipment that allows the general public to safely engage in Golf Course participation
and allows staff to effectively manage the physical assets of the City's equipment; and
WHEREAS, City staff has conducted an extensive review of available used Golf Cart equipment
that can be delivered in time for the 2023 golf season and determined that only one supplier can
meet the quantity desired and this timeframe; and
WHEREAS, City staff has determined the current lead time for manufacture of new Golf Carts is
approximately three years due to pandemic shortages and high demand for golf equipment; and
WHEREAS, City staff recommends Colorado Golf and Turf be selected as the sole source provider
of Club Car golf carts for the McCall Golf Department.
NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of
McCall, Valley County, Idaho, as follows:
SECTION 1: Findings
The McCall City Council finds as follows:
1. The City has need for the replacement of approximately 100 Club Car golf carts
in order to assist Golf Department staff in providing safe recreation
opportunities of the general public at the McCall Golf Course.
2. Pursuant to Idaho Code 67-2808(2) there is only one (1) vendor for the Club Car

golf carts that can deliver said carts to the City for the 2023 golf season.
3. The Club Car Golf cart equipment available from Colorado Golf and Turf is best
suited to meet the needs of the City of McCall Golf Department.
SECTION 2: Directing the City Clerk
The City Clerk shall cause a notice of sole source procurement to be published in the official
newspaper of the City.
SECTION 3: Entering of Contract
The contract to procure the approximately 100 Club Car golf carts may be awarded fourteen (14)
days following publication of the notice of sole source procurement, but not before.
SECTION 4: Effective Date
This Resolution shall take effect and be in force from and after its passage and approval.
PASSED AND APPROVED by the Council and Mayor of the City of McCall this
28th day of November 2022.
