M. PRESENT: TRUSTEE MARSH TRUSTEE HOVEL TRUSTEE HOOVER TRUSTEE HOFF TRUSTEE RAU TRUSTEE SHEETS MAYOR GIECK CLERK LESH Six audience members were present. MAYOR R. EDGAR GIECK PRESIDED CONFIRMATION The minutes of the June 18, 1991 regular 06/19/91 meeting were reviewed by the Board. MINUTES 91-09 MOTION WAS MADE BY TRUSTEE HOVEL, to approve the minutes as written. It was noted by Trustee Rau, that the Prenzlor agreement was to be approved by the Board after Mr. Prenzlor executed the agreement. All members voting YES, MOTION CARRIED APPROVAL A/P Accounts payable 1991 July were reviewed. MOTION WAS MADE BY TRUSTEE RAU, to approve the bills as presented. All members voting YES, MOTION CARRIED AGENDA AMENDED Because the agenda was extremely long, Mayor Gieck stated that he would like to entertain the motion to postpone the items that could wait until a meeting scheduled July 30, 1991, 7:00 P. M. The agenda was reviewed and the items that could wait were marked. 1 MOTION WAS MADE BY TRUSTEE HOVEL TO TABLE THE FOLLOWING AGENDA ITEMS TO THE JULY 30TH MEETING: A. PRENZLOW AGREEMENT, REFERRED TO THE WATER AUTHORITY FOR REVIEW AND RECOMMENDATION TO BOARD. C. ANIMAL ORDINANCE. D. MOSQUITO CONTROL. H. FALL FESTIVAL PARADE FLOAT I. TIME FRAME TO SWEAR IN ELECTED OFFICIALS. J. BUILDING MAINTENANCE (RESTROOM REMODELING). L. CONSIDERATION FOR PURCHASE OF NEW TYPEWRITER AND RECORDER/ TRANSCRIBER. M. ADDING ADDITIONAL STOP SIGNS, FIRST AVENUE AND FIFTH STREETS. N. INSURANCE COVERAGE TYPE ON 1970 GMC TRUCK. All members voting YES, MOTION CARRIED A WOMENS PLACE Pat Campbell, executive director of A Womens Place, Inc. , introduced herself and the program to the Board. Pat explained how the program is financed. A study that was done on battered women in this area will be made available to Ault. A work shop will be scheduled with the Ault Police Officers. SEPTIC TANK DISPOSAL Dale Owens, a rural Ault residence, is starting a septic tank business. At the present time when you pump a septic tank the sewage has to be hauled to Ft. Collins or Denver. Greeley will not accept septic tank disposal. Weld County will now allow you to spread septic tank disposal on certain fields, after collecting 10,000 gallons in tanks, spreading waste, and covering for twelve hours. In the wintertime this process can not be performed. Dale came before the Board this evening to request permission to dump septic tank waste into Aults sewage lagoon during winter months. There would be no waste from grease or sand traps. Invoices from each customer would be provided. 2 The current rates from Ft Collins, Lamier County, and Metropolitian Denver Sewage are as follows: Ft. Collins--$.05 per 1000 Outside Lamier Co. --$.07 per 1000 Denver--$. 59 per 1000 Trustee Rau stated that he felt that it would be premature to approve this matter tonight. Discussion needs to be held, information gathered, and rules initiated, before an agreement can be reached. NOTION WAS MADE BY TRUSTEE NOVEL, to table this matter until the regular August meeting, August 20, 1991. All members voting YES, NOTION CARRIED CONTRACT STRAY ANIMALS The agreement by and between The Town Of Ault, and Highland Veterinary Clinic, that was reviewed at the work session was discussed. Revised fees were entered into to agreement. The Clinic shall hold all impounded animals for a period of five (5) days prior to disposing of such animal. Any veterinary services provided by the Clinic for incoming injured animals, when such animal is not redeemed by the owner, keeper or harborer, shall be the responsibility of the Town, up to a $40. 00 limit. The above were the main changes stated in the agreement. Larry Goettech informed on contradictions between contract and proposed ordinance. Item 5 on this contract: Any animal which has been impounded and redeemed by the owner, keeper or harborer of such animal within the five day retention period shall be released to such owner, keeper, or harborer upon presentation to the Clinic of a receipt issued by the Town Clerk, Town of Ault, evidencing that payment of any fines, licensing and charges associated with boarding have been paid. Any veterinary services provided by the Clinic for incoming injured animals shall be a matter between the Clinic and such owner, keeper or harborer in the event such animal is redeemed. 3 All other charges for boarding, fines, vaccinations, and licensing shall be collected by the Town Clerk, Town of Ault. Item 4: The holding time for stray animals is five days, rather than 72 hours as stated in the proposed ordinance. The consensus of the Board was to revise the proposed ordinance to conform to this agreement. MOTION WAS MADE BY TRUSTEE RAU, to enter into the Agreement by and between the Town of Ault, and Highland Veterinary Clinic for services and facilities for the impounding, sheltering, redemption and disposition of stray animals. All members voting YES, MOTION CARRIED CLEANING HOURS MOTION WAS MADE BY TRUSTEE HOFF, to issue a key to the custodian, thus allowing the Town Hall to be cleaned outside of business hours. All members voting YES, MOTION CARRIED COURT COST ORDINANCE Ordinance #338, an ordinance imposing court costs on all persons found guilty in Municipal Court. Chapter IX of the Ault Municipal Code shall be amended by the addition of a new section 9. 36.035 to read as follows: After determining the appropriate fine for each person who is convicted of violating any ordinance of the Town of Ault, Colorado, the Municipal Judge shall add thereto $15. 00 as court costs. The total fine, including court costs shall not exceed Three Hundred Dollars ($300. 00). MOTION WAS MADE BY TRUSTEE HOVEL, to approve Ordinance 338 on first reading. All members voting YES, MOTION CARRIED 4 VACATION/ASSISTANT CLERK MOTION WAS MADE BY TRUSTEE RAU, that the assistant clerk shall be entitled to one week(five days), paid at the hourly wage rate for a total of thirty (30) hours of paid vacation for the year 1991. All members voting YES, MOTION CARRIED WELD CO. PROPOSED MOVE Mayor Gieck said that personally he was in favor of the move of administrative offices to north Greeley. He also stated the Town has been approached by Greeley mayor, Willie Morton, and Bill Farr, who requested the Town go on record as opposing the move. Discussion was held. MOTION WAS MADE BY TRUSTEE HOVEL, that the Town of Ault would not take a stand on Weld County's proposed move of administrative offices to north Greeley. The County and Greeley should work this out. All members voting YES, MOTION CARRIED WEDDING GIFTS Discussion was held as to the Town giving wedding gifts to the two police officers. MOTION WAS MADE BY TRUSTEE SHEETS, not to give gifts. RECORDED VOTE: YEAS: TRUSTEES HOOVER, SHEETS...2 NAYS: TRUSTEES MARSH, HOVEL, HOFF, RAU, MAYOR GIECK 5 MEASURE FAILED PASSAGE MOTION MADE BY TRUSTEE HOVEL, to give wedding gifts to Officers Ray and Tarantino, at a cost not to exceed $20. 00 per gift. RECORDED VOTE: YEAS: TRUSTEES MARSH, HOVEL, HOOVER, HOFF, RAU, AND MAYOR GIECK 6 NAYS: TRUSTEE SHEETS 1 MOTION CARRIED 5 RECESS RESUMED AT 8:30 P. M. COMMITTEE REPORTS: POLICE: Chief Hinz reported that Officer Tarantino''s evaluation has been performed and that his salary should be raised $300. 00 per year. MOTION WAS MADE TO RAISE OFFICER TARANTINO`S SALARY TO $18,600.00 PER YEAR. All members voting YES, MOTION CARRIED Trustee Hovel announced that the new Motorola Radio has arrived. The radar has been repaired and returned. Chief Hinz announced he has purchased a box of computer paper and given it to the Eaton Police Department. In return, when notices which involve officers safety and training classes are received they will be copied and forwarded to Ault. Trustee Hoff informed the Board that the Police Computer is old, slow, and not in good shape. A new computer is needed, as well as an appropriate software program. If feasible a grant will be applied for to pay for this or help defray some of the costs. Clerk Lesh informed that we will have to stay within the budget laws. Chief Hinz announced that a reserve officer, Ray Zeller, has been riding with the other officers. He is serving without pay. FINANCE AND BUDGET: The financial reports for June 1991 were reviewed. Projected income is right on target and expenditures are at 42. 6'% of what was projected. The 1991 audit is nearing completion. The auditor will be meeting with the Board soon and the audit report will be presented. 111 PARKS AND CEMETERY: The Parks Committee will meet to discuss installation and location of playground equipment, and possibly ask organizations such as Horseshoe Club and or Sertoma for assistance. 6 III LIBRARY: Trustee Hoff reported on the Library Board meeting. It was noted that the bill for the outside library light was taken out of the Library Account. This will be corrected as it was voted to be paid for out of the General Fund. Again, the timing of financial reporting was discussed. Due to the library board meeting falling so early in the month, the financial reports will be submitted a month behind. The Library Board can pick up the current months financial reports immediately after the Ault Town Board Regular Meeting each month. The library can make the necessary copies on their new copy machine. Trustee Hoff stated that the Library Board would like to meet with the Auditor before their August 8th meeting, at which time the 1991 budget preparations will be initiated. WATER AND SEWER: A proposal for 4" ductile pipe line from Ledall was read and discussed. This will be installed from First Avenue and Frye Street intersection, to replace the three individual copper lines that come off the main and run to the three shut offs, thus eliminating the three copper lines that are presently there. This replacement will enable us to do street repairs before winter. The consensus of the Board was to have this water line replacement done at the discretion of the water committee. The proposed cost is $1507.60. A paving company has approached the Town to obtain clean water, approximately 15,000 gallons per day for twenty-five (25) days. After discussion, MOTION WAS MADE BY TRUSTEE RAU, to sell clean water at a cost of $2. 00 per 1000 for well 11/ water, or $3. 00 per 1000 for soft water, for the period the construction requires the water. All members voting YES, MOTION CARRIED 7 Trustee Hovel announced that the security fence around the Towns Sewage Lagoon has been completed. It was noted that a heavy wire needs to be installed around bottom of fence. STREET AND ALLEY: Trustee Hovel announced that M & A Construction stated they would start the drainage, street, and alley repairs the end of August or the first of September. TREE BOARD: Street tree maintenance was discussed. Joe Lohmes, 350-9396, City of Greeley Forester/Arborist, met with Mayor Gieck and Clerk Lesh to review and provide information on the care of the street trees. His suggestions were to treat the trees the middle of July with an insecticide for tree bores. The cement blocks at the tree bases should be removed, a well 4- 6" deep made around the base of each tree, and a slow irrigation done regularly. After thoroughly watering, fertilizer should be administered. The wells at the base of the trees should be filled with mulch, chips, with or without landscape fabric. Alley weeds were discussed. No action was taken„ The maintenance man is to spray the weeds in the streets. Mayor Gieck addressed the need for revision of the tree ordinance. List of approved trees should be revised. Trustee Hovel noted that the barrel flower containers are deteriorating. He suggested talking with the business association and adopt the street trees to a business or group to maintain the base of the trees with flowers, watering etc. Trustee Rau addressed the possibility of111 purchases a chipper/shredder. The possibility of obtaining mulch from the City of Greeley will be investigated. Trees at East Side Park should no longer be burned until a tree chipper can be purchased or rented. 8 PLANNING COMMISSION: The Planning Commission will meet July 25, 1991, 7:30 P. M. to review Ron Kelsey's building plans. AULT WATER PLANNING AUTHORITY: The Planning Commission will meet July 24, 1991 at 7:30 P. M. , to consider the agreement between The Town of Ault and Stewart Mobile Home Park, Roger Prenzlow.
