M. PRESENT: TRUSTEE SHEETS TRUSTEE MARSH TRUSTEE HOOVER TRUSTEE RAU MAYOR PROTEMPORE HOVEL CLERK LESH ABSENT: MAYOR GIECK TRUSTEE HOFF Two audience members were present. MAYOR PROTEMPORE ROGER HOVEL PRESIDED CONFIRMATION The minutes of the July 16, 1991 regular 07/16/91 meeting were reviewed by the Board. MINUTES MOTION WAS MADE BY TRUSTEE SHEETS, to approve the minutes as written. All members present voting YES, MOTION CARRIED WATER PLANNING Trustee Hoover reported that only two AUTHORITY members were present at the meeting held July 24, 1991. The Clerk sent a letter to all members, with a copy of the second revision of the Stewart Mobile Park Metering Agreement, requesting their opinions of the agreement. Only one response was received, that being from Henry Pappemheim. He stated that he could live with the revision, but, still favored the - 9. 00 surcharge on yearly usage by the Park of excess of fifteen acre feet per calendar year. II/ Page - 1 STEWART MOBILE PARK The revised contract was reviewed. METERING AGREEMENT NOTION WAS MADE BY TRUSTEE RAU, to amend Item #8 of the Stewart Mobile Park Agreement to, in the event Stewart Mobile Home Park exceeds their water allocation of fifteen ( 15) acre feet in any calender year, they shall supply the Town of Ault with additional water, either by purchasing additional water or renting additional water and deeding or suppling the water to the Town of Ault. After lengthy discussion, Trustee Rau withdrew his rotion due to the fact it did not cover all aspects. After further review, MOTION WAS MADE BY TRUSTEE RAU, to amend Item 8 to read In the event that Stewart Mobile Home Park exceeds its water allocation of 15 acre feet in any calendar year, the Town of Ault shall have the right to charge a surcharge to the owner of Stewart Mobile Home Park of five-dollars($5. 00) per 1000 gallons on excess usage of 15 acre II/ feet per calendar year. The surcharge can be adjusted annually, based on the current cost of an acre foot of water ; or, the owner of Stewart Mobile Home Park has the option of supplying the Town of Ault with additional water. This additional water shall be obtained, paid for, and supplied to the Town of Ault by the owner of Stewart Mobile Home Park. YEAS: Trustees Sheets, Marsh, Hoover, Rau, Hovel 5 ABSENT: Mayor Gieck and Trustee Hoff MOTION CARRIED ANIMAL CONTROL The consensus of the Trustees was that ORDINANCE additional time would be required to review the Animal Control Ordinance. MOTION WAS MADE BY TRUSTEE RAU, to table the Animal Control Ordinance until more work can be done on it. This will be done at the August 12, 1991 Work Session. All members present voting YES MOTION CARRIED Page - 2 MOSQUITO CONTROL The cost to purchase a mosquito sprayer is around $7000. 00. At the present time We are borrowing Eatons sprayer and this has been working satisfactorily. The consensus of the Board was to continue borrowing Eatons sprayer. TABLED AGENDA ITEMS The following items were tabled: I. Setting time for elected officials to be sworn in. 2. Building maintenance (rest room remodeling) . 3. Insurance coverage on 1970 GMC dump truck. PARADE FLOAT Use of the Weld County Float that The Town of Ault contributed S100. 00 for has been confirmed. This float will be used in the Fall Festival Parade. TYPEWRITER/ After discussion MOTION WAS MADE BY RECORDER TRUSTEE HOOVER, to purchase a new TRANSCRIBER typewriter and memo-scriber. All members present voting YES, MOTION CARRIED STOP SIGNS Police Chief Hinz gave a presentation on the feasibility of adding stop signs on Fifth Street and First Avenue. He presented the problems of adding additional stop signs because of the 15 ' of yellow zone ahead of stop signs. This would eliminate parking for some residents. He felt that two Slow-- Children At Play Signs would be more feasible. MOTION WAS MADE BY TRUSTEE MARSH, to add two Slow--Children At Play Signs. One sign would be just south of Fifth Street and one sign south of the Yamada residence. All members present voting YES, MOTION CARRIED INTERNATIONAL DAYS international Days will be held by the Ault Business Association Saturday October 5, 1991. A request was received for permission to block off Second II/ Avenue between First and Second Streets. Also, a request for portable toilets to he furnished, and no street or alley construction at that time. Page - 3 CEMENT WORK The remaining -funds remaining for Street repair was reviewed. The repair of the school sidewalk, paving of the alley behind the car wash, and patching of the alley behind the Bank was discussed. TREE BOARD The Tree Board will review the tree ordinance for enforcing the clearance requirement.
