OTHERES PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; K.GOSKA, INTERIM BUILDING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 120 persons in the audience. Clerk Gibas informed the Board that Trustee Bonuchi has requested to attend this meeting electronically in accordance with Ordinance No. 2765. There were no objections. Trustee Bonuchi was called and attended the meeting electronically. PRESIDENTIAL COMMENTS Mayor Collins proclaimed November 13, 2015 as World Pancreatic Cancer Day. Mrs. Nora Campos was present to accept the Proclamation. TRUSTEES COMMENTS Trustee Racich commented on pancreatic cancer and thanked Mrs. Campos for her efforts. Trustee Lamb commented on pancreatic cancer and also thanked Mrs. Campos for her efforts. Trustee Bonuchi thanked Mrs. Campos. Trustee Bonuchi commented on Electric Park and the Riverfront and encouraged everyone to check it out. Trustee Lamb also commented on the riverfront. PUBLIC COMMENTS (3 —5 Minutes) No Comments. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Lamb moved to approve the Agenda. Second by Trustee Peck. Vote by roll call. Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 6 yes, 0 no. Motion carried. Village of Plainfield Meeting Minutes—October 19,2015 Page 2 2) CONSENT AGENDA Trustee Peck moved to approve the Consent Agenda to include: a) Minutes of the Strategic Planning Meeting held on October 3, 2015 and Minutes of the Board Meeting held on October 5, 2015. b) Bills Paid and Bills Payable Reports for October 19, 2015. c) Cash& Investments, Revenue, and Expenditure Reports for September, 2015. d) Ordinance No. 3236, increasing the Class "D" Liquor Licenses to six (6) and the Class "K" Liquor Licenses to sixteen(16) for Chipotle located at 12720 S. Route 59. Second by Trustee O'Rourke. Vote by roll call. Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 6 yes, 0 no. Motion carried. 3) SPEICHER ANNEXATION (Case No. 1701-082415.AA/REZ) Trustee O'Rourke moved to adopt Ordinance No. 3237 , authorizing the execution of an annexation agreement for the property located at 22544 W. 143`d Street. Second by Trustee Lamb. Vote by roll call. Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 6 yes, 0 no. Motion carried. Trustee Wojowski moved to adopt Ordinance No. 3238, annexing the property located at 22544 W. 143`d Street. Second by Trustee Lamb. Vote by roll call. Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 6 yes, 0 no. Motion carried. Trustee Lamb moved to adopt Ordinance No. 3239, rezoning the property located at 22544 W. 143`d Street to I-2. Second by Trustee Racich. Vote by roll call. Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 6 yes, 0 no. Motion carried. 4) COMMUNITY CHRISTIAN CHURCH (Case No. 1700-082415.SU) Trustee Peck moved to direct the Village Attorney to prepare an ordinance for a special use for religious assembly, religious institution, and allowing an indoor recreation for the property commonly known as 24035 W. Riverwalk Court, subject to the stipulations in the staff report. Second by Trustee Racich. Vote by roll call. Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 6 yes, 0 no. Motion carried. 5) SALE OF 24018 W LOCKPORT STREET (Baci's) Trustee Bonuchi moved to authorize the Village President to execute a real estate contract for the property commonly known as 24018 W Lockport. Second by Trustee Peck. Vote by roll call. Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, no; Peck, yes. 5 yes, 1 no. Motion carried. ADMINISTRATOR'S REPORT No Report. PLANNING DEPARTMENT REPORT Trustee Lamb moved to release Bond No. 106148799 in the amount of$208,425.00 for Presence Healing Arts. Second by Trustee Peck. Vote by roll call. Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 6 yes, 0 no. Motion carried. BUILDING DEPARTMENT REPORT Mr. Ken Goska presented the Operations Report for September, 2015. PUBLIC WORKS REPORT No Report. POLICE CHIEF'S REPORT Chief Konopek Operations Report for September, 2015. Chief Konopek reminded everyone of the next Chat with the Chiefs on October 28. ATTORNEY'S REPORT No Report. Mayor Collins read the reminders. Trustee Peck moved to adjourn. Seconded by Trustee Lamb.
