M. PRESENT: TRUSTEE RAU TRUSTEE SHEETS TRUSTEE HOOVER TRUSTEE HOFF MAYOR GIECK CLERK LESH ABSENT: TRUSTEE MARSH TRUSTEE HOVEL Three audience members were present. MAYOR GIECK PRESIDED CONFIRMATION MOTION WAS MADE BY TRUSTEE RAU, to 07/30/91 approve the minutes of the Special MINUTES Meeting, 91-10, July 30, 1991. All members present voting YES, MOTION CARRIED WELD COUNTY Hazel Chick and Karen Thompson were MENTAL HEALTH present. Hazel thanked the Town for their financial support in the past years and ask that we consider support again in 1992 when preparing the Budget. Karen Thompson provided a presentation on the new Acute Treatment Unit. The State Legislature provided the money for this new unit. Weld Mental Health is a United Way funded agency. Weld Mental Health is a private, non-profit organization. Most funding is received from the State. PAGE ONE 1991, AUGUST 20 Seventeen presentations to municipalities are made yearly. Last year funding was received from fourteen of the seventeen presentations. Twenty-five people from the Ault area were seen. One hundred patients from the Ault area have been treated in the last four years. Based on per capita, Weld Mental Health is requesting ' 600. 0O from the Town of Ault for 1992. Ault area is anyone with an Ault mailing address„ SCHOOL CROSSING The Landfill will not open until October GUARD 1, 1991. The landfill will then take over paying the total cost of the guard as per agreed. From the start of school, tomorrow morning, until October 1, 1991, the Town will obtain a guard and share cost with the Landfill, and School. For tomorrow, the Ault Police will be used as crossing guards. LIQUOR SALES Discussion was held concerning an organization selling beer for the Fall Festival Dance to control minors from drinking and glass bottles in Liberty Park. MOTION WAS MADE BY TRUSTEE RAU, to table this matter until the next meeting. All members present voting YES, MOTION CARRIED HORSESHOE CLUBS The Horseshoe Club is requesting STORAGE SHED permission to build storage for their equipment in Liberty Park. The Board was of the consensus that an extension on the existing pump house would be preferred. The Club is to present their proposal to the Board for consideration. The Park Committee will meet with the Horseshoe Club prior to the next regular meeting. PAGE TWO 1991, AUGUST 20 111 PRt=:NZJ.J1W S REOUEST Roger Prenzlow, owner of Stewart Mobile FOR RECORDS Home Park, has requested, in writing, the following information: 1. Income and expense summaries for the past two years. 2. Budget for the current year (summary) . 3. Water rate schedule. 4. Water• hook up charge schedule. 5. Copies of water bills for major• water customers; Feed Mill (Coop Farmland) , Schools, Villa 14, other multiple family users. Also any users on taps larger the 5/8 x 3/4. Clerk Lesh reported that the Town Attorney had been contacted and he said there was no State Statue against supplying the information. After discussion the Board expressed their• disapproval of releasing customers billing information. MOTION WAS MADE BY TRUSTEE HOFF, to supply the following information to Mr. Prenzlow : 1 Provide past two years income and expense summaries from the respective budgets, in response to question one and two. 2. The Ordinances that cover question three and four. 3. The water billing rate structure in response to request five. The fee for supplying this information will be S50. 00 to the Town of Ault • plus legal advice fees. RECORDED VOTE: YEAS: TRUSTEES SHEETS, HOOVER, HOFF MAYOR GIECK 4 NAYS: TRUSTEE RAU 1 ABSENT: TRUSTEES HOVEL AND MARSH MOTION CARRIED PAGE THREE 1991, AUGUST 2 SWEARING IN The current swearing in of Elected ELECTED OFFICIALS Officials after an election is usually at the first board meeting following the election. MOTION WAS MADE AY TRUSTEE SHEETS, that a resolution be drawn up that newly elected officials be sworn in within twenty-four (24 ) hours of official certification results from the election judges, unless the new official is out-of-town. In that event, the absent official shall be sworn in as soon as possible. All members present voting YES, MOTION CARRIED INSURANCE COVERAGE The cost of insurance coverage for the 1970 GMC TRUCK 1970 GMC Dump truck is: Full Coverage 416. 00 Without Comp. and Collision fi262. 00 MOTION WAS MADE BY TRUSTEE SHEETS, to carry full coverage on the 1970 GMC Dump truck. All members present voting YES, MOTION CARRIED CLERKS ATTENDANCE MOTION WAS MADE BY TRUSTEE HOFF, to CGFO SEMINAR approve Clerk Lesh 's attendance to the Colorado Government Finance Officers Association 's seminar "Basic Topics In Cash Management" in Aspen September 19 and 20. All members present voting YES MOTION CARRIED RECESS The Board recessed at 8 : 13 P. M. The meeting resumed at 8:26 P. M. ANIMAL. CONTROL Discussion and further revision of the ORDINANCE animal control ordinance was tabled until the next work session. NEW CONSTRUCTION Starting in 1989, 100. 00 was TREES charged on new construction permits for one tree„ which was obtained and planted by a local nursery. An ordinance is to be written and passed for new construction trees. PAGE FOUR 1991, AUGUST 20 COMMITTEE REPORTS: POLICE: Mayor Gieck reported on a complaint received from Brian Hawkins, of Pierce. During the Fall Festival Dance, Officer Hinz had observed Mr. Hawkin 's fourteen year old daughter with a paper drink cup, which had been handed to her by another boy while using the restroom. Officer Hinz, not in uniform, ordered her out of Liberty Park for suspicion of possession of alcoholic beverage. He failed to test the content of the beverage. Her family was with her, along with some foreign exchange students. This caused embarrassment to all concerned. Mr. Hawkins is requesting an apology or other appropriate action concerning this matter. Trustee Rau reported on another complaint he had received against an officer. It was reported that this officer refused to return a drivers license, after being requested to give it back to the owner. These complaints will be addressed by the Police Committee. Officer Ray requested that he be dropped from the Town 's Insurance Policy, obtain his own health insurance, and be reimbursed at the rate the Town is currently paying for employee health insurance. This matter will be discussed at the Police Committee meeting. PARKS AND CEMETERY: Trustee Rau stated that the Parks Committee will meet with the Horseshoe. Club before the next regular meeting to ask for the Clubs assistance in installing the playground equipment in Liberty Park. Trustee Hoff reported on two dead elm trees at the Cemetery. A proposal is to he obtained for the removal of these dead trees. PAGE FIVE 1991, AUGUST 20 LIBRARY: Trustee Hoff reported that. their was no Library Board meeting this month. The Audit Report is scheduled for the next regular Library Board meeting, September 12, 1991, 7 :30 P. M. at the Ault Town Hall Conference Room. The Ault Town Board is welcome to attend this Audit Report. WATER AND SEWER: It was announced that North Poudre has requested attendance August 21, 1991 at 10:00 A. M. for a meeting of all the North Poudre shareholders. The water loss percent for the month of July 91 was 4. 31 X. STREET AND ALLEY: A complaint was reviewed from a citizen who fell, breaking his arm, after stepping in a hole in the alley between 1st and 2nd Streets and Graefe and First Avenue. The alley has been graded since this incident. The Street and Alley committee will survey this alley. Priorities will be considered when preparing the 1992 Budget for this alley surfacing. Clerk Lesh reported that a citizen had requested a Slow-Children Playing sign be placed in the alley behind the Merry Go Round and Senior Center. There are families with small children living in apartments, and the traffic is heavy and fast moving. Also the Slow-Children Playing signs had been placed on hold for 5th Street and First Avenue, as it. had been reported that the family with numerous children was moving. It was the consensus of the Board to proceed with installation of these signs. HIGHWAY Clerk Lesh reported that she met with COMMISSIONERS with the State Highway Commissioners and MEETING Weld County Commissioners, July 31, 1991 . Clerk Lesh presented requests for Highway 85 from Mile Post 279 to Mile Post 283, . 5 mile south of Ault through . 5 mile south of Pierce to be brought up to two lane standards comparable to the stretches to the north and south of these mile posts. Drainage is not adequate. During precipitation treacherous driving conditions exist. r The priority request was to take down the crown on Highway 14(Main Street) between Mile Post 154 and 153. The two blocks immediately West of the intersection of Highway 14 and B5 are priority. The high crown is causing drainage problems; the water doesn't drain properly, ice stands in the gutters all winter causing deterioration of the curb and gutter. Both projects need to be resurfaced after preparation work has been executed. The truck traffic on both Highway 85 and Highway 14 will greatly increase with the eminent opening of the landfill west of Ault. Driving conditions would be enhanced, improved appearance will result, which in return will aid in the economic development that Ault is striving for. George Hall, State Highway Commissioner stated that work on Highway 85 will commence the summer of 1992. The County Commissioners felt that funding for Highway 14 could come out of maintenance fund, rather than having to wait for the five year plan. Highway 14 between Ault and Sterling will be widened and resurfaced just like the improvement between Ault and Fort Collins. Form 4507 was filed with the Board of County Commissioners requesting these improvements. Discussion was held concerning the problem of semis parking on Third Avenue and causing potential damage to the pavement. Officer Hinz is to address this situation. The weight restriction signs are down and need to be reinstalled. FINANCE AND BUDGET: The treasurer submitted the monthly financial reports to the Board. The 1990 Audit hae been completed. The Audit Report will he presented to the Ault Town Board, Monday September 9, 1991 at 7:00 P. M. PAGE SEVEN 1991, AUGUST 20 1 TREE BOARD: Trustee Hoff suggested several revisions to the current tree ordinances, including billing property owners f nr the pruning of trees necessary to comply with the town ' s eight foot street clearance ordinance. Discussion was held on revising the trees permitted ordinance to merely list the trees not permitted in the town because of susceptibility to disease or, in the case of cottonless cottonwoods, likely to cause damage to the sidewalks. Trustee ''off also noted that the Greeley City Forester will present a program September 5 at 7 :30 p. m. at the Ault Town Hall. All Trustees and Public are urged to attend. PLANNING COMMISSION: Trustee Hoff reported on the Planning Commission meeting held 08/15/91. A letter of application to conduct a home occupation at the residence of 200 B Street was submitted by K. Douglas and Lynn J. Gennetten. They are proposing to live in the home as a single family and the home would also serve as a Bed and Breakfast. In accordance with Chapter 17. 40 pertaining to Home Occupations, a Public Hearing has been scheduled for September 5, 1991 in the Town Hall Conference Room. Notices will be mailed by Certified Mail to all residences within a radius of 200 feet. AULT WATER PLANNING AUTHORITY: Trustee Hoover reported that the Authority had not met this month. Trustee Hoover reported he had observed truck washing at Railroad Park, using the Town 's water from the hydrant. The Board agreed to padlock the hydrant at. Railroad Park to prevent this.
