The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Waters, Meddin, Lovell, Hosti, Town Attorney Solms, Superintendent Reed, Chief McCutchen, Mr. Stsn ey Stark and Mr. Joseph Anderson. Mr. Stark read a request from the chief of the S.B.V. Fire Dept. that more fire plugs be installed and also read a report from May 10 to June 13, 1961 on the activities of the Fire Dept for this period. Mr. Stark informed Council that several times on fire calls the fire truck failed to start. It was agreed that a check should be made of locations needing fire plugs. It was suggested that at the time the mains are changed on Butler Avenue that a survey should be made as to the humber °of plugs needed. Superintendent Reed reported that none of the streets between Butler Avenue and the Strand were finished. The Mayor said that he had tried to contact Mr. Stanley and that he was appointing a committee of he and Mr. Reed to contact Mr. Stanley and find out when the street were to be completed. The Mayor asked what was the situation with trash, Mr. Reed stated that at the time it was not so good as the clearing of lots slowed up the moving of trash. The Mayor informed Bouncil that the work orders cover- ing the working of prisoners had been changed and under the new set up prisoners cannot be taken out in small groups as was done prdbiously. The Mayo asked if this could be changed that a trip should be made to Atlanta if necessary. Mr. Solms stathd that he would check on this on his next trip to Atlanta. The Mayor stated that we need more men and was asked where we would get the money to pay them. The Mayor appointed Mr. Solms and himself a committee to see what could be done. The Mayor informed Council that he had gotten very good response on the clearing of lots. Operators submitted bids and the jobs given to the lowest bidder. • Councilman Lovell moved that operators be requested to submit bids for clearing lots and that the job be given to the lowest bidder, and the property owner be given ten days in which to h a v e the lots cleared, seconded a n d passed. ( — � , 40 Mr. Reed informed Council that he needed a new dump truck. The Mayor informed Council that Mr. William H. Strong claims a portion of land near the sewerage plant which is one of the areas in which the Town had planned to get sand for the highway job. This was referred to Mr. Solms to handle. The -Mayor also sug- gested that there is a quantity of sand on Haar's Hammock which could be purchased. Mr. Solms informed Council that recently when he was in Atlanta he had talked to Mr. Curtis of the Highway Department who informed him that the Hightay Department is not going to do anything until the road is cleared. Supt. Reed stated that the house movers should be out within a week. Mr. Solms suggested that notice be given to Mr. E. J. Solomon regarding this. The Mayor stated that he had talked to Mr. Solomon several times recently. Mr. Solms stated that he would see Mr. Solomon regarding this. Councilman Lovell asked what had been done -about the First Street groin. Supt. Reed stated that nothing as he had been unable to get labor. The Mayor informed Council that in connection with Miss Evelyn Kaminsky a problem had developed as Mr. Barton, the house mover, had not done the work as it should have been done. He had Mr. Barton came down and correct it. He informed Mr. Johnson of the State Highway Department regarding this. 64 Chief McCutchen reported that most of the 1961 licenses were in and he also reported that the roof at the new jail had several leaks and that some screens were out. The Mayor stated that he had a survey made of the Seay property at Inlet and Butler Avenue and the survey shows that the building was out in the street. He requested Mr. Solms to notify the Seay family of this. Chief McCutchen reported that several parking meters were stolen from the 15th Street Parking Lot and smashed and some others on the 16th St. Lot near 18th Street. The minutes of the meeting of Hap 10th were read and adopted. The Mayor informed Council that Mr. Frank Butler of the Housing Authority informed him that regarding urban renewal that the Town could get money if the M.P. B. would come in with the Town. The Mayor stated that he had in mind the First Street area from Butler Avenue West and that he would arrange a meeting with Mr. Frank Butler, a representative of the M.P.B and Mr. Joseph Hutton to ascertain if something could be worked out. Bills for the month of May for General Government amounting to $7,955.66 and for the Water Department amounting to $732.68 were on motion made, seconded and passed for payment. Councilman Waters informed Council that the fire engine will be repaired and he suggested that zone signs for thatches be placed at the proper locations. He was re- quested to see Mr. Reed regarding this. Mr. Solms informed Council that Mr. H. E. Brewer wants an entrance to his motel that will be blocked off when the new road comes through and wanted to buy part of the old right- of-wsy abutting his property. Mfr. Solms informed him that the Town could not convey it. Councilman Hosti stated that Mrs. Agnes Schleuning informed him that she was not no- tified of the action of Council. The Mayor requested Mr. Solms to write her a letter. Mr. E.C. Bobo petitioned that Council let his sign remain as is, he had placed his sign closer than the 25 foot from the edge of the highway requirement. Councilman Hosti moved that the present ruling that all signs be placed 25 feet from the edge of the highway be sustained and that Mr. Bobo's petition be denied. This was seconded and the motion passed. The Mayor informed Council that with the paving of Seventh Street from Butler Avenue to the Strand that the contractors did not prepare the proper entranceway to his property and that in lieu of the Town having to tear up the work and do it over, Colonel Kelly agreed to accept 3275.00 and he would do the work. It was moved, seconded and passed that Colonel Kelly's offer of 3275.00 be accepted_ and that this amount be paid to him. A petiton from Mr. John M. Brennan was presented requesting that the Town replace some post and a portion of his lawn he contends was damaged when the Town was filling in behind the sea wall North of First Street. Mr. Brennan was requested to send a plat to the Town showing the area between the street and his house. Mr. Sidney W. Register petitioned that the Town sell to him a 60 foot wide portion of Fifth Avenue extending west from 14th Street. Council was of the opinion that they do not have the right to sell a portion of this street. Mr. J. B. Floyd requested that the Town's sanitary sewerage lines be extended to his property on Horse Pen Hammock, petition denied. A petition from Leon & Julius Kaminsky vas presented for a reduction in their water bill for 1961, they contending that the building had burned down and they should not be charged. Council was informed that there was a small building on this property which was being used and it was moved,eeconded and passed that the bill be reduc6d to $30.00 for the current bill. Mr. Michael Counihan sent his check for $27.00 to cover the flat rate charge for 1961 water service but since Mr. Counihan was on a meter, it was decided at a previous meeting 62 Council that they would not be.billed for water until after April 30, 1961 at which time the meter would be read then the property owner would be charged for water consumed as shown by the meter. A petition from Mr. Fries that he be permitted to take pictures on the beach was denied. It was moved, seconded and passed that the following Resolution be adopted: WHEREAS, Charles W. McCall has petitioned the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia to exeoute a quitclaim deed correcting the description in the, quitclaim deed executed February 11, 1952 by the Mayor and Councilmen of Savannah Beach, Tybee Island, which instrument is recorded in the office of the Clerk of the Superior Court of Chatham County, Georgia, in Record Book 37 -E, folio 181, so that said des- cription in the above -described conveyance to him shall now correctly read as follows, tomtit: That property in the Town of Savannah Beach, formerly the Town of Tybee, Tybee Island, in the County of Chatham and State of Georgia, add being all that portion of the Strand lying between the northern and southern lines of Beach Lot Number Seventy —four (74), Ward Four (4), and the extension thereof projected eastwardly to a line eighteen (18) feet west of the sea mall, as will more fully appear by reference to the official map of said Town recorded in the Office of the Clerk of the Superior Court of Chatham County, Georgia: , and, WHEREAS, the municipality is desirous of executing the aforedescribed quitclaim deed of correction. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in council assembled, and it is hereby resolved by authority of the same that the request of Charles W. McCall be approved and a corrected quitclaim deed be executed so that the description in the quitclaim deed executed February 11, 1942 and recorded in the public records of Chatham County, Georgia, in Record Book 37 —E, folio 181, shall be corrected to read as hereinabove stated. BE IT FURTHER RESOLVED that the Mayor is hereby authorised and directed to execute said quitclaim deed of correction and the Clerk to attest the same and affix the corporate seal of the nunicipality thereto. 66 1
