SEPTEMBER 17, 1991
REGULAR MEETING MINUTES OF THE REGULAR MEETING OF
COUNCIL HELD THIS EVENING AT 7:00 P. M.

Six audience members were present.
MAYOR R. EDGAR GIECK PRESIDED
CONFIRMATION The minutes of the August 20, 1991
08/20/91 MINUTES meeting were reviewed by the Board.
91-11 Trustee Hoff noted a correction. Hazel
Jacobsen should be Hazel Chick.
MOTION WAS MADE BY TRUSTEE HOFF. to
approve the minutes as corrected. All
members voting YES,
MOTION CARRIED
APPROVAL Accounts payable 1991 September were
ACCOUNTS PAYABLE reviewed. MOTION WAS MADE BY TRUSTEE
HOVEL, to approve accounts payable for
September 1991 as presented. All
members voting YES,
MOTION CARRIED
AUDIT REPORT Brian Crosier, Town of Ault Auditor,
presented a synopsis of the more
detailed management report that was
presented September 9, 1991. The audit
report observation letter and the
synopsis is an attachment to the end of
these minutes.

PLANNING Trustee Hoff, chairman of the planning
COMMISSION commission, presented the commissions
RECOMMENDATIONS recommendations for the following
applications:
1. "Bed and Breakfast", 200 B Street,
K. Douglas and Lynn J. Gennetten.
Application is attached to the end of
minutes. The planning commission
approved this application. After
discussion, MOTION WAS MADE BY TRUSTEE
HOVEL, to approve the planning
commissions recommendation for the "Bed
and Breakfast". All members present
voting YES,
MOTION CARRIED.
2. Russell Nelson, application for a
three car garage. Trustee Hoff reviewed
the set back requirements. The set back
in a residential area for an assessory
building from a side street is 25 feet.
Mr. Nelson's plans show an 8 foot set
back from the side street. In summary,
the planning commission denied Mr.
Nelson 's request for the eight foot set
back end wishes him to observe the 25
foot set back as stated in the
ordinance. After discussion and
consideration of other o p ssibilities
Mr. Nelson requested a variance to place
the garage on his lot to be accessed
from the alley with a 15 foot set back
from the side street in order to line
the placement of the garage with the
existing hous
e.
NOTION WAS MADE BY TRUSTEE HOVEL, to
deny Mr. Nelson's req
uest for garage
placement with a side street access and
an eight (8) foot set back, as the
planning commission recommended. All
members voting YES,
MOTION CARRIED
MOTION WAS MADE BY TRUSTEE SHEETS, to a
grant a variance to Mr. Nelson for a 15
foot set back from the side street to
the side of the proposed garage. Access
is to be made to the garage from the
alley only. All members present voting
YES,
MOTION CARRIED

CHRISTIAN CHURCH Clara Farmer, representing the Christian
Church, questioned the Board for the
requirements for dividing the three lots
the Church and parsonage occupies. The
plane are to sell the parsonage. At
this time there is no water meter and
read out on the Church. Research will
have to be done to determine if there is
two sewer taps. The billing is
presently for two water and sewer
minimums, plus the additional metered
water use for the parsonage. MOTION WAS
MADE BY TRUSTEE HOVEL, to table this
matter until the next regular meeting.
All members present voting YES,
MOTION CARRIED
HORSESHOE CLUB Trustee Sheets announced that the
Horseshoe Club requested that they be ,
put on the agenda for the next regular
meeting, to present their proposal for a
storage shed at Liberty Park. All
members concurred on this matter.
RECESS The Board recessed at 8:45 P. M.
The meeting resumed at 9:00 P. M.
PUBLIC COMMENTS There were no public comments to be
heard.
INTERNATIONAL MOTION WAS MADE BY TRUSTEE SHEETS, to
DAY close Second Avenue between First end
Second Street end furnish two portable
toilets for International Day, October
5, 1991. All members present voting
YES,
MOTION CARRIED
Discussion was held concerning
participation in International Day by
having a food booth. At the prior Work
Session, having barbecue ribs was
discussed. MOTION WAS MADE BY TRUSTEE
HOVEL, to have a food booth for
International Day, to serve Western
Barbecue Ribs. All members voting YES,
MOTION CARRIED
SEPTIC TANK DUMP Discussion was held concerning the
request of Dale Owens to dump waste from
his septic tank business into the Town
of Ault 's sewer system. MOTION WAS MADE
BY TRUSTEE SHEETS, to deny Mr. Owens
request. All members voting YES,
MOTION CARRIED

ANIMAL CONTROL Minor revisions that had been made to
ORDINANCE
the proposed ordinance were reviewed.
Publications laws were discussed and
will be checked into further. MOTION
WAS MADE BY TRUSTEE HOVEL, to approve
the Animal Ordinance for publication.

COMMITTEE REPORTS: A. POLICE:
MOTION WAS MADE BY TRUSTEE SHEETS, to
pay Reserve Officer, Russ Zeller, at
350. 00 per shift gross for days served
for other officers. All members voting
YES,
MOTION CARRIED
MOTION WAS MADE BY TRUSTEE HOVEL, to pay
Reserve Officer, Russ Zeller, for the
two shifts he has served at the rate of
$50. 00 gross per shift. All members
present voting YES,
MOTION CARRIED
PARKS AND CEMETERY:
MOTION WAS MADE BY TRUSTEE RAU, to treat
the shelter in Liberty Park with Linseed
Oil„ All members present voting YES,
MOTION CARRIED
MOTION WAS MADE BY TRUSTEE HOVEL, to
contract Jordan Tree Service to trim all
Town owned trees of dead timber.
All members voting YES,
MOTION CARRIED
LIBRARY:
Trustee Hoff reported that the last
Library meeting was held in the Town
Hall. The auditor gave the Library
audit report that evening.

WATER AND SEWER
Trustee Hovel reported that Ledalls
completed the work on First Avenue and
Frye Street. They installed new water-
lines. The water and sewer committee is
to research the Christian Church
property before next meeting. Trustee
Rau stated that since water and sewer-
taps are involved the Water Planning
Authority should look into this division
request.
STREET AND ALLEY:
Trustee Hovel reported that M and A
Construction will start the cement and
drainage work Thursday, September 19,
1991. While they are in Town there is
several places that need cement work.
Mrs. Pillar has requested work done, the
Fire Department has been contacted and
Charles Burman requested they fix their
sidewalk, a new slab is needed in front
of the Library, and one at the school,
the sidewalk going into the District
Office, and others. Any other repair
jobs that need attention should be
reported to the Street and Alley
Committee.
Truck parking along Third Avenue was
discussed. This problem is being
addressed by the Police Committee. The
east side of Third Avenue is partly in
the County.
Trustee Hovel reported that an
independent paving company out of
Platteville is being contacted to do
some paving repair work.
The Slow Children signs are to be
installed tomorrow. The Tribune will
take pictures of the installation. The
signs will be installed just south of
Sth street on 1st Avenue, in front of
the Schulz house on lst Avenue, and in
the alley behind the Senior Center.

FINANCE AND BUDGET:
The financial report was presented. The
Drainage and Cemetery C. D. 's will be
maturing. These funds will be moved to
ColoTrust until January 1, 1992. At
this time resolutions will be written to
close these two funds. Long term
investments in U S Treasury Bills will
be considered for future investments.
TREE BOARD:
Trustee Hoff reported that the trees
along main street, Liberty Park, Wayside
Park, end the Cemetery were sprayed
Monday, September 16, 1991. Extensive
damage has been done to the Main Street
trees from bores and sap beetles.
Discussion was held concerning the three
Main Street trees that were damaged from
the wind.
MOTION WAS ?LADE BY TRUSTEE RAU, to table
any decision on tree replacement from
wind damage until next meeting. All
members voting YES,
MOTION CARRIED
AULT PLANNING COMMISSION:
The question was asked by Trustee Hovel
of the requirements to widen an existing
unelevated driveway. Discussion
followed. No permitting is required,
and no recommendation from the Planning
Commission is necessary.
WATER PLANNING AUTHORITY:
The Planning Authority will meet in the
next two weeks.

ANNOUNCEMENTS The next work session will be September
5, 1991.
Employee evaluations will be scheduled
for September 24, 1991 starting at 7 :00
P. M. starting with Pat Lesh at 7 :00
p. m.
There being no further business to come before the Board,
the meeting adjourned at 10:50 P. M.
