The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Peters, Hosti, Powers, waters, Lovell, Meddin, Town Attorney Solna, Jr., Superintendent Reed, Chief McCutchen and Mr. Robert H. Thompson. Mr. Thompson petitioned that the 1961 license for the Tybee Light GoCart Stadium be reduced from $150.00 to $25.00 or $50.00, he contending that they did not earn any profits last year. It was moved, seconded and passed that the 1961 license be reduced to $50.00. Me Mayor stated that in connection with the moving of water and sewer mains on Butler Avenue, he discussed the matter with Messrs. Evans and Kennedy, Engineers on the job and it was suggested that sub - contractors move the water lines with the sewer lines and that the Town pay for workers under the Town's supervision. Any improvements or additions made by the Town will be separate from the State Highway costs, the contractor will move the water 1 ines under the Town's supervision and the Town to pay the cost not over $38,000.00. A meeting has been called for next Friday morning to work out the details. The Mayor asked if they would use transite or cast iron pipe, Superintendent Reed stated that time will be saved using transite pipe. The Mayor asked if the Town would move the salvaged pipe to the shop and clean it would it be usable, Mr. Reed stated that probably some of it could be. Superintendent Reed reported that fire plugs should be placed at Third, Sixth and Ninth Streets, he also informed Council that the Town's tractor was in bad shape. Councilman Hosti stated that no repairs should be made on this one but to try and get a new one. The Mayor asked how long it would take to finish the beach streets, Mr. Reed stated it would be several days longer. Councilman Hosti stated that the cars parked illegally beyond "no parking" signs on the beach streets should be towed away. The Mayor appointed Councilman Waters, Mr. Reed and Chief McCutchen a Committee to handle arrangements for parking on these streets. Councilman Hosti presented two bills of EdAund J. Solomon for $50.00 each for work done at the jobs of James W. Price and Arnold J. Seyden and for which Mr. Solomon states that the Town owes him this money which goes back for over a year. Mr. Reed stated that the Town did not furnish pipe to go into the main and that they did not cut the hole in the mans, the Mayor appointed Councilman Hosti and Superintendent Reed a Committee to adjust the matter with.Nr. Solomon. Councilman Lovell stated that work should be started on the old jetty at First Street. Mr. Reed stated that it would take about seven men to handle the job and they will have to work between tides for approximately a month. It was moved, seconded and passed that seven men be employed for at least a month to repair the First Street groin. Councilman Hosti stated that Izlar Avenue has developed holes and should be patched. The Mayor stated that a car of asphalt is on order now to repair various streets. Councilman Lovell asked why should we pave private streets. Chief McCutchen reported that the Town is without a dog catcher at the present time, that he had contacted the Humane Society and tried to work out something but was unable to. The Mayor suggested hiring a policeman to check on dogs for a month and asked Chief McCutchen if he could make arrangements to get rid of dogs on the island. Chief McCutchen stated that he could. He also stated that licenses are slow coming in. The Mayor instructed the Chief to put anyone,who has not paid their 11cense tomorrow, on the docket, issue subpoenas to them and if the license is paid by 1 P.M. Monday to cancel the subpoena. It was moved, seconded and passed that the license ordinance covering trampolines be reduced to $10.00 per trampoline. 7.11,-' (1 68 Councilman Hosti asked why the Town furnished a guide for the Peace Officers Associa- tion. It was moved, seconded and passed that it be stopped. The minutes of the meeting of June 14th were read and adopted. The Mayor reported that he had adjusted the sand situation with Mr. W.H. Strong abutting his property. The Mayor asked Mr. Solms if he had gotten any satisfaction from Mr. Perry Solomon III regarding the encroachment at the Phillips "66" Service Station. Mr. Solms stated he had seen Mr. J. W. McIntyre who had received letters from the State Highway Department. The Mayor informed Council that the contractors had started work on several phases of the road near Lazaretta Creek. Bills for the month of June for General Government amounting to $3663.93 and for the Water Department amounting to $1132.31 were on motion made, seconded and passed for payment. The Mayor informed Council that Mr. H. E. Brewer wanted to be compensated for the water main which ran across the highway. Mr. Solms requested that in connection with Edmund Solomon's that Mr. Reed check it. He also inform. It was moved, seconded and passed that $100.00 be allowed Mrs. Huggins for expenses. Councilman Powers informed Council that Mr. Edward DuFour, Insurance Adjuster, reported to him that the Town does not have physical injury insurance on it's firemen, in this case Charles Dowell, who was injured at a fire several months ago. He stated that Mr. Dowell had worked at Ft. Pulaski and that if he was off any time from his work due to his injuries he should be compensated for it. The Mayor requested Councilman Powers to check with Mr. Lattimore and ascertain if Mr. Dowell lost any time as a result of his injuries. Councilman Powers asked if he got a verification that Mr. Dowell did not work could he be paid before next Council meeting. It was moved, seconded and passed that the Mayor and Councilman Powers handle the matter and authorize them to pay the amount if any to Mr. Dowell. The Mayor informed Council that wanted to purchase 10,000 gallons of water per day from the Town in connection with the work on the road and asked should it be put on a meter. Councilman Lovell stated that at leas a 2 inch meter would be needed. It was decided that they be placed on a meter and the matter was referred to Superintendent Reed to see if he had a meter. Mr. C. W. Stalter of the Coastal Oil Company requested permission to relocate a sign on their property at Campbell and First Streets. The DeSoto Beach Hotel also requested permission to erect a large billboard sign on property owned by them on Beach Lots 24-25, Ward 1. Both applicat'ons were approved. Carl Thompson and Mrs. Louise Jackson. Mrs. Seyden speaking for her Committee protested the clearing of a lot of all foliage. Her Committee does not object to the clearing of underbrush, etc., but the method of using primarily a bull dozer to clear the lots takes up all the foliage destroying a haven for birds, leaving the sutface bare when the wind blows it will blow away Mime of the sand and further the trees and shrubs give protection especially from high winds. She stated that cutting away all foliage will not eliminate a mosquito nuisance, also that the health authorities has stated that Tybee has no health problems from growth on the island. The claim that thousands of rate run over the island is all bosh and moreso when lots are cleared what rats there are, are usually foucddi ntorhemes and rats carry germs. Mrs. Thompson stated that the town officials should give some thought to preserving as many trees and shrubs as possible. The Committee was excused. Councilman Lovell stated that trees and large shrubs should not be pushed down. Mr. Dendy requested a flat water rate for use -on the proposed golf course in Fort Screven and offered to pay $150.00 per year for water service. He stated that he • would use a sprinkler system. The Mayor asked if he had discussed the dike with Superintendent Reed. Mr. Dendy stated that he, had and that he world level the dike and build the fairway to it. He was asked if he world furn'sh the pipe and stated that he would and the Mayor informed hi m that there would be tapping fees. The Mayor informed Mr. Dendy that Council would discuss the matter and will let him k now the results. Councilman Lovell stated that a golf course uses lots of water. The Mayor informed Council that Mr. Dendy wants the Town to go along with him for a year on the flat rate then he would install a meter. Councilman Hosti asked what about easements with property owners having to get to the beach. Mc. Brown stated that Mr. Dendy had met with some of them and the matter was adjusted.
