Development Manager By : Wendy Chung , Management Analyst SUBJECT : YOUTH ENGAGE CONFERENCE RECOMMENDATION: The City Counci l is req uested to file and receive this report in recognition of the Youth Committee 's Youth E ngage Conference o n October 23, 2014 . BACKGRO UND: In January 2014 , the Youth Comm ittee reaffirmed its m1ss1on to promote c1v1c awa reness and participa t ion amo ng loca l yo ut h ages 12-18. As part of its refocused object ive to engage pee rs in C ity affa irs , the Committee established working groups to coordinate new programs and activities-one being the Youth Engage Conference . To plan the event, a Yo uth Engage Plan n ing Committee (YEPC) was established in June 20 14 , consisting of three Committee members and t hree non-Committee youth . The YEPC has been meeting regularly with staff to organize conference logistics and details. ANA LYSIS : As local government s face increasing community demand for services , yet fewer and fewer resources , t he next generation of civic leaders will need to exp lore technology , create new strategies and forge loca l partnerships to support local quality of life. The Youth Engage Confe rence is an effort by t he Youth Committee to prepare students to become well informed and well equ ipped leaders of tomorrow, by exposing them to modern tools and solutions for tackling community problems. The event features workshops presented by staff and working professionals , speaking on a broad range of City C ouncil October 7 , 2014 Page 2 of 3 topics-e.g ., City governance , project financing , public relat ions and marketing, economic developme nt, public art, placemaking , community planning, publ ic safety and new media and digital te c hnologies . Sessions will not only promote civ ic lite racy , but a lso introduce students to new ways of addressing old problems, towa rd creating positive changes in government and comm un ity engagement. The conference starts w ith a mandatory City Hall 101 presentation to fam i liarize students with local government functions and processes, before break i ng o ut into special-topic workshops . Students may choose sessions most relevant to their career interests . Th e confere nce also includes a network ing dinner with the speakers . Following provides general informatio n about the conference. A more detai led schedule with session descriptions is provided in the draft program (Attachment "A "). Civic Center (City Hall , Library , Council Chambers facilit ies) • 626 Night Market (Entrepreneursh ip and community events) • Temple City Marketplace (Entrepreneurship and business) • Temple City Teen Community Emergency Response Team (Public Safety) • James Rojas , Artist/Urban Planner (Piacemaking and planning) • Los Angeles Metro Public Relations (Commu nications and marketi ng) • Caltech Hack TECH (O pen data and civic uses of technology) • UCLA Spark (Crowdfunding and microfinancing ) Due to capacity, event attendance is limited to 75 . Event publ ici ty and outreach efforts are und erway. CONCLUSION: T he Yout h Engage Confe rence is one of a series of upcom ing initiatives and programs being spo nso red by th e Youth Committee to e ncou rage civic awareness and participation among loca l youth ages 12-18 . Conference activities will fami liarize attendees with local gove rnm e nt operations, and also introduces students to career opportun iti es in civic-o ri en ted fields . FISCAL IMPACT: The recommended action presents no fi sca l impact to the FY 20 14 -15 City Budget. Conference expenditures , in an amoun t not to e xcee d $1 ,000 , will be paid from Acct. City Council October 7 , 2014 Page 3 of 3 No . 01-910-42-4670 , Special Project Initiatives . Efforts are ongoing to secure potential donations and discounts for the event's food and promotional items . ATTACHMENT: A.
