The DeSoto Beach Hotel also requested permission to erect a large billboard sign on property owned by them on Beach Lots 24-25, Ward 1. Both applicat'ons were approved. There being no further business Council adjourned subject to the call of the Mayor. Mayor Savannah Beach, Tybee Island, Ga. August 9, 1961. The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hosti, Powers, Waters, Lovell, Meddin, Town Attorney Solms, Jr.,Superinteiident Reed, Chief McCutchen, Mr. Dendy and Mrs. Marianna Seyden, Nrs. Carl Thompson and Mrs. Louise Jackson. Mrs. Seyden speaking for her Committee protested the clearing of a lot of all foliage. Her Committee does not object to the clearing of underbrush, etc., but the method of using primarily a bull dozer to clear the lots takes up all the foliage destroying a haven for birds, leaving the sutface bare when the wind blows it will blow away Mime of the sand and further the trees and shrubs give protection especially from high winds. She stated that cutting away all foliage will not eliminate a mosquito nuisance, also that the health authorities has stated that Tybee has no health problems from growth on the island. The claim that thousands of rate run over the island is all bosh and moreso when lots are cleared what rats there are, are usually foucddi ntorhemes and rats carry germs. Mrs. Thompson stated that the town officials should give some thought to preserving as many trees and shrubs as possible. The Committee was excused. Councilman Lovell stated that trees and large shrubs should not be pushed down. Mr. Dendy requested a flat water rate for use -on the proposed golf course in Fort Screven and offered to pay $150.00 per year for water service. He stated that he • would use a sprinkler system. The Mayor asked if he had discussed the dike with Superintendent Reed. Mr. Dendy stated that he, had and that he world level the dike and build the fairway to it. He was asked if he world furn'sh the pipe and stated that he would and the Mayor informed hi m that there would be tapping fees. The Mayor informed Mr. Dendy that Council would discuss the matter and will let him k now the results. Councilman Lovell stated that a golf course uses lots of water. The Mayor informed Council that Mr. Dendy wants the Town to go along with him for a year on the flat rate then he would install a meter. Councilman Hosti asked what about easements with property owners having to get to the beach. Mc. Brown stated that Mr. Dendy had met with some of them and the matter was adjusted. Mr. Dendy was ex- cused. 70 The minutes of the meeting of July 12th were read and adopted. The Mayor commended the Police Department for the quick work today in getting, a sick person into the hospital. Chief McCutchen reported that the road crews driving the large dump trucks haul- ing sand are driving too fast and do not slow up for cross streets, and so far, . there has been three accidents. The Mayor stated that they are running on a schedule and that stop signs should be placed on Van Horn Street instead of on Taylor. Mr. Solms sug7ested putting some of them on the docket. The Chief stated that he had talked to Mr. Fain, foreman, in charge of the crews and he promised to correct it and the Mayor stated he would also talk to Mr. Fain in regard to this. Mr. Solms stated he would talk to Mr. Henry Jenkins in Savannah regarding it. The Mayor asked Superintendent Reed how work was coming along with the First Street groin, Superintendent Reed stated that it was going along all right. The Mayor informed Council that a problem has developed in connection with re- locating the water lines on Butler Avenue, that no provision had been made for lateral connections or valves, that Thomas and Hutton's estimate of $12,000.00, was short. He stated that Superintendent Reed has plans of the proposed work, and.Mr. Reed stated that he did not have the plans with him but he had found out that the plans did not provide for sufficient pipe fittings, etc.,that Butler Avenue calls for 79 taps where Thomas & Hutton plans call for 14. The Mayor stated that the Federal Engineers have contacted Thomas & Hutton regarding this. Superintendent Reed stated that the Federal Government will not allow the use of elf pipe. The Mayor stated that the plans are changing so much that it is getting difficult to keep up with them. The Highway Department agreed to allow the water mains to pass the sewer mains if it does not interfere with the flow and that the Town would have to change some of its plans. He also stated that there was no specific hour set for opening the bids on the 10th but that he would have the engineers present at the opening of the bids in the Town Hall. Councilman Meddin stated that Mr. Joseph Hutton should be invited to attend next meeting to explain this situation. Superintendent Reed reported that the sewer work on Chatham Avenue was completed and also the streets running from Butler Avenue to the Beach, and also that Second Avenue was finished. Superintendent Reed reported that it is necessary for the Town to acquire a new location for the garbage dump. The Mayor appointed Councilman Hosti and Superintendent Reed to handle the matter. Councilman Hosti stated that he had bids for a new tractor and the Mayor requested hid to hold off until next meeting. Bills for the month of July for General Government amounting to 93,161.59 and for the Water Department amounting to $572.97 were presented and on motion made and seconded were passed for payment. The Mayor informed Council that it will be necessary to hire laborers to go on the garbage trucks. The American Legion Post #154 requested that they be permitted to pay their water bill amounting to $40.45 by paying one —half at this time and the other half next month. This was agreeable to Council. 71 Councilman Waters informed Council that the Board of Education had written a letter requesting that the traffic hazards which exist around schools , that they be corrected. Referred to Councilman Waters to handle with Chief McCutchen. Mr. Solms informed Council that Mr. E. M. Carpenter was awarded $950.00 in connec- tion with some of his property which was conveyed to the Highway Department for widening of the road. Councilman Powers informed Council that Charles Dowell was covered for loss of pay for injuries sustained by him while fighting a fire several months ago. The Clerk read a letter from the fire chief giving an account of the condition of the present fire engine and recommended that a new one be purchased. Council- man Powers stated that Council should take definite action now to get a new fire engine by next April. The Mayor stated that it would be a good idea to put some money aside each year for this purpose. Mr. Powers stated that the cost of the fire engine would not have to be paid at one time. The Mayor stated that the is working at the present time and suggested that Mr. Powers check on the feasibility of getting a new engine. Councilman Hosti stated that in the event the DeSoto Beach Hotel applies for a permit to build a Motel, etc.,where does the Health Department come in — the Health Department wants to see plans before issuing the health permit. The Mayor stated that the Health'Department has control of the operation of the swimming pool for one thing, otherwise the Health Department has nothing to do with it. It was moved, seconded and passed that $500.00 be allowed the Savannah Beach, Chamber of Commerce. A letter was read from Mr. A. Glover Wells offering to sell to the Town for $200.00 Lot #2, Ward 1, It was moved, seconded and passed that the offer be accepted. Council, in discussing the charge for water to Mr. Dendy for'his golf course, was of the opinion that $150.00 on a flat rate was too low. Mr. Lovell suggested that he furnish valves and fittings for the tap and char $50,00 for the tap if more than one is Used. Mayor Brown stated that 6 charge of $250.00 flat rate for the first year be made. It was moved, seconded and passed that we furnish water on a basis of $250.00 for the first year and after that that he be put on a meter and he is to furnish all necessary materials. Mr. Solms was requested to draw up an agreement between Mr. Dendy and the Town. The Mayor wanted to know what action Council wanted to take regarding some com- plaints from property owners in reference to clearing of lots. Councilman Hosti stated that Mrs. Huggins should be cautioned to be more reasonable in her operations.
