THE CITY OF RICHMOND, INDIANA, APRIL 5, 2007
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, April 5, 2007, in the Community Room at the Municipal Building, 50 North 5th Street,
Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and
Mary Jo Flood. Also attending were Assistant City Attorney Kenyatta Cox, City Planner Scott
Zimmerman, Community Development Specialist Sharon Palmer, Bruce Faulkenberg, Marvin
Pardo and Dave Hunter.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the March 29, 2007 meeting.
Flood made a motion to approve with a second by Lawson. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment in the amount of
$162,087.66. Some of the larger items were $14,921.00 to Allied Services for a new HVAC
system for Fire Station No. 6, $53,051.00 to Clayton Group Services for the Carpenter
Remediation including groundwater sampling, analysis professional fees and expenses from May
20, 2006 through February 9, 2007, and an Intergovernmental agreement with the City of
Richmond for administrative services payable from various City funds to the General Fund in the
amount of $29,378.44. Lawson made a motion to approve with a second by Flood. The motion
was unanimously passed.
REQUEST
A. The request for a street closure was taken off the agenda by request of the person that
submitted it.
B. Robinson made a request that was submitted by Fire Chief Mike Crawley to approve
the hire date for Jerry Ray Benjamin to the Fire Department for Wednesday, March
28, 2007. Flood made a motion to approve with a second by Lawson. The motion
was unanimously passed.

C. Robinson brought to the board a request that was presented by Community
Development Specialist Sharon Palmer for the approval of Change Order No. 3 to
Contract No. 43 -2006 for the Achieva Expansion Project in the increased amount of
$2,771.00. She explained that the City is a pass through agent for this project.
Lawson made a motion to approve with a second by Flood. The motion was
unanimously passed.
D. Robinson made a request to the board to approve two curb cuts. They are as follows:
1) 3722 Sandbridge Drive — Flood made a motion to approve with a
second by Lawson. The motion was unanimously passed.
2) 3715 Sandbridge Drive — Lawson made a motion to approve with a
second by Flood. The motion was unanimously passed.
BID AWARDS
A. Robinson brought to the board a request that was presented by City Planner Scott
Zimmerman to award the bid for the City's website and give approval for the contract
to be signed by the president of the board once it has been prepared to PAM
(Programming and Micros). Lawson had some concerns about liability issues having
the Palladium — Item's association with the City's website. Flood made a motion to
approve with a second by Robinson. The motion was passed two to one.
BID OPENINGS
A. Robinson brought to the board bid openings for a dump truck for the Street
Department.
Those bids were as follows:
1)
Studebaker International in the amount of $83,815.00.
2)
Weirs International Trucks in the amount of $84,275.00.
B. Robinson brought
to the board bid openings for City mowing. Those bids are as
follows:
1)
GRF & Sons in the amount of $48.50 an hour
2)
Rinehart's Lawn Care in the amount of $40.00 an hour.
3)
Pro Lawn in the amount of $43.00 an hour.
4)
Greenleaf Lawn care in the amount of $40.00 an hour.
C. Robinson brought
to the board bid openings for three different towing contracts.
They are as follows:

There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
