Mayor Blum welcomed new City Manager Bryan Cook to his first official City Council meeting . 5. PRESENTATION A Bea utiful Yard of the Quarter Michael Forbes , Commu nity Development Director, presented a Beautiful Yard of the Q uarte r winner yard sign t o the property owner of 6101 Camell ia Aven ue . Todd Palmquist, San Gabriel Valley Consortium of Homelessness , briefly introduced the organization and the serv ices they provide . Dennis Griffin , Temple City resident , expressed concerns regarding the speeding traffic on Live Oak Avenue between Cloverly Avenue and Encinita Avenue . Requested City Council considers a four way stop at the intersection . Adelia Enriquez, Temple City resident , commented on the trash bill being so high . 7. CONSENT CALENDAR Councilmember Sternquist made a motion to approve the consent calendar items . ADOPTION OF RESOLUTION NO . 14-5028 AMENDING AN EXHIBIT TO THE CITY OF TEMPLE CITY CONFLICT OF INTEREST CODE The City Council is requested to adopt a resolution updating the C ity 's Conflict of Interest Code by expanding the list of designated City positions required to file a Form 700 annually and thus satisfying the biennial review requirement of Government Code 87306 .5 Action : Adopted Resolution No. 14-5028 amending Exhibit "B" of the City's Conflict of Interest Code updating position classification titles and filing requirements for City employees . E . JUNE TREASURER'S REPORT, FOURTI-: QUARTER PRELIMINARY REVENUE AND EXPENDITURE SUMMARY REPORTS , AND CAPITAL IMPROVEMENT FINANCIAL REPORT Action : Received and filed . F . ADOPTION OF RESOLUTION NO . 14-5033 APPROVAL OF PAYMENT OF BILLS The C ity Council is requested to adopt Resolution No . 14-5033 authorizing the payment of bills for Fiscal Year 2014-15 . Action : Adopted Resolution No. 14-5033 . 8. PUBLIC HEARING -None 9 . UNFINISHED BUSINESS -None 10. NEW BUSINESS A. AWARD PURCHASE AGREEMENT TO KTS NETWORKS FOR THE PURCHASE OF A NEW TELEPHONE SYSTEM City Counc il Minutes September 16 , 2014 Page 4 of 10 In order to address the antiquated telephone system , realize a savings in maintenance costs and on-going line charges annually, and more efficient utilization of staff resources, it is recommended the City Council approve the proposal to upgrade its current telephone system to Voice over Internet Protocol. Administrative Services Director Hause gave a brief summary of the staff report . Adm inistrative Services Director Hause confirmed that each full time staff w ill be ass igned a direct number. Mayor Blum opened public comment. Jerry Jambazian , Temple City business owner , asked if the new telephone system update w ill include all city facilities and what is the cost savings annually . Hearing no add itional request to speak , Mayor Blum closed public comment. Councilmember Sternqu ist made a motion to award a Purchase Agreement to KTS Networks for a telephone system in an amount not to exceed $41 ,610 .12 ; authorized the City Manager to finalize and execute the Purchase Agreement with KTS Networks ; and appropriated $4 1,611 .00 f rom the Undes ignated Fund Balance to Account No . 01 -970 -81-4830 . APPROVAL OF DESIGN PROFESSIONAL SERVICES AGREEMENT WITH COMMUNITY WORKS DESIGN GROUP TO DEVELOP FACILITY MASTER PLANS FOR LIVE OAK PARK AND TEMPLE CITY PARK One of the main obj ectives of the Pa rks and Open Space Master Plan is to gu ide future capital improvement planning i n regards to parks and recreation facilities. Approval of the design professional services agreement will allow the City to move forward on implementation of the Parks and Open Space Master Plan . Parks and Recreation Director Burroughs gave a br ief summary of the staff report . Mayor Blum opened public comment. INSTALLATION OF SCHOOL ZONE CROSSWALKS AND MULTI-WAY STOP CONTROLS AT THE INTERSECTION OF GRAND AVENUE AND DALEVIEW AVENUE Installation of the proposed Stop sign s and crosswalks at the i nt ersect ion of Grand Avenue and Daleview Avenue will connect the new sidewalk on Daleview Avenue to existing and new sidewalks along Grand Avenue and increase safety for pedestrians crossing at the inte rsection. Mel issa Demirc i, Transtech Engineering , gave a brief summary of the traffic analysis regardi ng the stop control and cross walk at t he intersection of Grand Avenue and Da leview Avenue . Mayor Blum opened public comment. Hearing no request to speak , Mayor Blum closed publ ic comment. Mayor Pro Tem Chavez made a motion to adopt Resolution No . 14-5029 approving the in stallation of school zone crosswalks and mu lti-way Stop controls at the i ntersection of Grand Avenue and Dalev iew Avenue . UPDATE FROM CITY MANAGER Ste rnquist , Vizcarra , Chavez , Blum None None Yu City Manager Cook high lighted upcoming Cit y activities : Fall recreation classes begin ne xt week . Sign up online or at Live Oak Park Community Cen ter; Citizen 's City Council Minutes September 16 , 2014 Page 6 of 10 Academy w i ll start October 16 . Appl icat ion deadline is September 24 . Classes are on Thursdays . Citizens will learn about the nuts and bolts of City Hall operations and how a contract City works ; Metro fares have changed . Metro's regular base fare has increased from $1.50 to $1 .75 , this includes a free two-hour transfers . Staff will bring back to City Council at a later date regarding bus pass issues and the level of subsidy the C ity can provide to the community ; City 's Youth Committee is putt ing a Youth Engage Conference for students ages 12-18 on October 23 at the Civic Center and features speakers ranging from 626 Night Market to UCLA and JPL. Sign -ups for the free event begin October 1. 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. ROSEMEAD BOULEVARD IMPROVEMENT PROJECT STANDING COMMITTEE (Councilmember Yu and Mayor Blum )-Formed 6/3/2011 Mayor Blum reported on the September 12 standing committee meeting . The committee is looking at options to rep lace some of the plants along Rosemead Boulevard and the cost. Also , the committee will be reviewing the project budget and adjustments needed to conclude this project. B. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Mayor Pro Tern Chavez and Mayor Blum )-Formed 1/3/2012 Mayor Pro Tern Chavez reported on the September 9 standing committee meeting (i.e ., updates on Safe Routes to School Project, services provided by the City to the schools , school bond measure , Park and Open Space Master Plan , relocation of the library mural , sharing calendars , P3 Project ). The City will have a joint meeting with the School District on September 30 , 7 p.m. at the School District Conference Room . C. CITY CODE REVIEW STANDING COMMITTEE (Mayor Pro Tern Chavez and Councilmember Vizcarra )-Formed 11 /6/2012 None D. CIVIC CENTER MASTER PLAN STANDING COMMITTEE (Councilmember Yu and Mayor Blum )-Formed 5/13/2013 None E. STRATEGIC PLAN IMPLEMENTATION STANDING COMMITTEE (Mayor Pro Tern Chavez and Mayor Blum )-Formed 1/27/2014 I_ - City Council Minutes September 16, 2014 Page 7 of 10 Mayor Pro Tern Chavez reported on the September 8 standing committee meeting. At the meeting , the committee met to finalize the proposed plan so it can be presented to the City Council to discuss fu rther at a regular meeting . F . LAS TUNAS DOWNTOWN REVITALIZATION STANDING COMMITTEE (Councilmembers Vizcarra and Yu )-Formed 2/18/2014 None G . FUTURE DEVELOPMENT OF CITY PROPERTIES STANDING COMMITTEE (Counci lmembers Vizcarra and Yu)-Formed 2/18/2014 None H. AUDIT STANDING COMMITTEE (Councilmember Yu , Mayor Pro Tern Chavez , and Planning Commissioner Curran)-Formed 7/15/2014 Mayor Pro Tern Chavez reported on the September 5 stand ing committee meeting . The committee met with Vasquez and Company which is now in the process of performing the audit process and the audit results will be presented to the committee then to the full City Council. I. FACILITIES, PUBLIC WORKS , AND INFRASTRUCTURE AD HOC COMMITTEE (Councilmember Yu and Mayor Blum)-Formed 2/4/2014 J . CITY ATTORNEY EVALUATION AD HOC COMMITTEE (Mayor Pro Tern Chavez and Mayor Blum )-Formed 8/19/2014 Mayor Pro Tern Chavez reported on the September 11 standing committee meeting. The committee will be scheduling another meeti ng to conclude the City Attorney evaluation then present their recommendation to City Council for consideration. K. CITY MANAGER TRANSITION AD HOC COMMITTEE (Councilmember Sternquist and Mayor Blum)-Fo rmed 9/2/2014 Mayor Blum reported on September 9 standing committee meeting. Mr. Penman did a great job briefing City Manager Cook and prepared him well for the transition . 14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER 'S REGULAR AGENDA City Counc il Minutes September 16 , 2014 Page 8 of 10 A. COUNCILMEMBER STERNQUIST Councilmember Sternquist shared that Australian mosquitos were discovered in the neighboring city of Monterey Park . These mosquitos can transmit heart worm to anima ls . One easy way of preventing the spread of these mosquitos is to get rid of stand ing water in planters . She reported about the League of California Cities conference she attended . She also announced that the Foothill Transit received a "g reen " award for havi ng the first electric bus in service in North America . Councilmember Sternquist requested a Dial -A-Ride service update in November. B. COUNCILMEMBER VIZCARRA Councilmember Vizcarra reminded everyone that starting today , Tuesday , September 16 , statewide regulations requires drivers to stay at least three feet away from cyclists while passing. C . COUNCILMEMBER YU-Absent D. MAYOR PROTEM CHAVEZ Mayor Pro Tern Chavez reported on the League of California Cities Conference he attended . He also reported on a meeting he and Mayor Blum had with Father Mark Strader from Saint Luke 's Church regarding remote caller b ingo . Mayor Pro Tern Chavez asked staff to bring baci< information to City Council for further discussion . E. MAYOR BLUM Mayor Blum reported on the League of California Cities Conference he attended . Also , he attended an open house at Linden Walk -74 un its of housing on Lower Azusa Avenue . Model homes are now to the public . Mayor Blum announced that the Cit y Council will have a joint meeting with the Temple City Chamber of Commerce Board Members next Tuesday, September 23 , and a joint meeti ng with Temple City Unified School District Board Members on Tuesday , September 30. 15.
