SUBJECT: OFFICIAL RE-LAUNCH OF CITY WEBSITE
RECOMMENDATION:
The Ci t y Cou ncil is re quested to fi le and receive this report regarding recent re-launch
of the City's website .
BAC KGR O UND:
1. In October 20 12 , the Coun cil approved a contract with CivicPius to redesign and
implement a new City website , originally scheduled to launch June 2013.
2 . In June 2013, Civ icPius provided a website design sketc h to the C ity wh ich was
clearly incongruent with t he City's then -e merging brand id e nt ity be ing deve loped
w ith FUEL Creative Group (FUEL). The C ity rejected CivicPius ' proposa l and
solicited FUEL to provide a more modern , streamlined and distinctive government
website design, that also matched the existing brand aesthetic of the ne w City
logo , Con ne ct Maga zin e and other outre ac h collateral.
3. On August 29 , 2014 , the City's new website was live to the public .
ANALYS IS:
In an increasingly digital world , government websites have become primary portals for
citizens to access public information and servi ces . The C it y's recently re-la unched
website is part of a larger i nitiative to modernize and elevate serv ices to the com m unity.

New tools and capabilities such as mobile applications, online registrations , subscription
services and a unified City calendar allow the public to engage with ease in civic affairs.
With the recent re-launch , staff is committed to the website 's sustained maintenance,
both in terms of constantly adding timely information , and exploring new interna l and
external tools for efficiency, transparency and engagement. Toward this goal , the
comprehensive Website Manual (Attachment "A ") outlines internal department and staff
responsibilities for updating and creating content. The manual also includes a Style
Guide to preserve the website's professional design through new quality control
processes and aesthetic standards. As with the website itself, the Website Manual will
be constantly updated to reflect new best practices, changes in interna l policy or
organizational structure, etc .
Moving forward, staff will continually be editing and restructuring information as needed,
and adding potential enhancements. Following is a summary of highlights for the current
website , as well as opportunities being explored:
New Online Functionalities
• Personalized accounts and dashboards .
• Comprehensive "City Calendar ."
• "Notify Me" subscription lists.
• Online application submissions.
• Online service requests .
• Integration with various third-party applications for expanded e-services (e .g .,
ActiveNet allows online registration of recreation programs ; NeoGov manages
external and internal personnel recruitments and processes ; Laserfiche
provides a public records database; etc .).
In Exploration
• Citizen Request Tracker allowing residents to submit neighborhood service
requests online and through mobile apps.
• Intranet for City Hall staff to access personnel information , news, etc .
• Best practices for integrating Google Translate .
• E-payments for select licenses and permits .
• Blog allowing subscriptions for City news and updates.
As the Website Manual specifies, department heads will be responsible for working
closely with the Communications Office in sustaining the new website as a current ,
updated and user-friendly tool for citizens to engage in City Hall affairs.
CONCLUSION:
The City's website re-design is part of a larger initiative to modernize and elevate
serv ices to the community. In an increasingly digital world , adopting new online

functions and capabilities makes civic engagement more user-friendly, transparent,
convenient and accessible. Furthermore, sustaining the new website's design quality
and streamlined organization of public information will support the City's ongoing
rebranding effort by project ing a positive image professionalism and progress .
FISCAL IMPACT:
The recommended action presents no fiscal impact to the FY 2014-15 City Budget.

Since website content should be set to exp i re, a space has been set up in
the N Drive >Website to st ore backups of yo ur files. Make sure to organize
i t i n the co rrect year, and ap p ropriate folder. Before uploading, make sure
your conte nt i s in the correct s i ze and format.
UPDATING
It i s very i mpo rtant t o mai nta in an u pdated w ebs ite at a ll t i mes so that the
l atest info rm ati o n wi ll a lways be avai lable to t he p u blic. Webm asters are
expected t o update the webs ite on a minimum quarterly bas i s to add new
Calendar dates, newsf lash item s, etc . These are suggested updating
schedules . It i s highly enco u raged that webmasters update the website
throughout t he year on a time ly basi s (e.g., adding photos, del eting
outdated age ndas and minut es).

Coinciding w ith new informat i o n i n the City M anager's Repo r t, webmasters
are expected to update any sc heduled meeti ng cancelations, add photos to
the photo ga ll ery, pub l ish event recaps (as b l og posts i n Phase II), and any

Creating a new page (See Creating Content Tutorial)
When creating a new page, the first thing to think about is where the
page need s to be h oused . You will need to nav i gate to the section
you want y our page to b e und er, and c li ck ADD PAGE from the l eft-
hand menu. Make sure to name the page . You ca n a lso link the page
to an ex is ting page (so that it lives in different sec tion s). Always
c h oose to display the fe ature co l umn .
Once you ha ve created the page, st art bui lding by addi ng w id gets

Youth Schola rsh ip Fund
The City of Temple City 's' You th Scholarship is funded by the Community
Development Block Grant Program to provide financial assist ance to children from

Photo Editing
Make sure yo ur photos and PDFs are resized and "opti mized," so as not to take
up excessive space . It makes a huge d ifference to have 100 photos at 1.5 MB vs
100 photos at 3 00 KB. Th at's 150MB vs. 30MB.

USING AN EXISTING PAGE AS A TEMPLATE
You do not always need to create a page from sc ratch. You may use an existing
page as a template to build your new page off of. If you choose t h is option, the
same layout w ill stay in place ; yo u w ill only need to u pdate photos a nd text.
1. To start, navigate to the page with a layout you l i ke. Select t he 'Versions'
tab in Liv e Edi t ing menu. Cl ic k 'A ctions' and select 'Create Page from
Ve r sion.'

2 . Yo u will be p r ompted to se lec t a "parent page ." Th is basically asks, what
section is yo ur new page under? Th is dete rmin es the hi era r chy of the site.
E.g., "Came lli a Festival" is und er "Commu nity" and "Vo ting" is under "C ity
Clerk ." Aga in , if you placed your page in th e wrong section, you may
contact the Communications Office to help reorganize the site layout.
3. Start updating page con tent u sing the Page Content Tool bar. See
WIDGETS f o r m ore informati on on best practices .

Whe n you want to c r eate a form, go t o the Form Ce nter. Enter the folder i n which
yo u want to creat e yo u r form. Click Add form and c ustom ize your fields. To build,
a l l yo u need to do is d rag the field type into the form area.
