HomeMy Public PortalAbout2015-10-20 PC minutes Plan Commission Minutes October 20, 2015 Chairman Sobkoviak called the Plan Commission meeting to order at 7:00 p.m. and led the pledge to the flag. ROLL CALL: Commissioners Paris, Seggebruch, Renzi, Kiefer, Heinen, Green and Chairman Sobkoviak were present. The Park, School, Fire, and Library Districts were absent. The Plan Commission minutes dated October 6, 2015 were accepted as amended. PUBLIC COMMENTS: There was no response. DEVELOPMENT REPORT: Mr. Garrigan stated the Village Board approved the ordinances for the annexation and rezoning of the Speicher properties by a vote of 6-0; also supported the special use for the Christian Community Church all by a vote of 6-0 at their October 19th meeting. OLD BUSINESS: There was no old business. NEW BUSINESS Case No. 1706-093015.TASite Plan Review, Landscape and Sign Ordinances Text Amendment Mr. Garrigan stated this is a public hearing; appropriate notices have been published in accordance with state statute and local ordinance; reviewed the major changes of the site plan review, landscape and sign ordinances as noted in the staff report dated October 12, 2015. Site Plan Review Regarding the bullet point that any drive-thru adjacent to a residential area should be 200 feet from the nearest residential lot line: Chairman Sobkoviak felt the 200 feet was excessive. Commissioner Renzi asked how many of the existing drive-thru do not comply with the 200 feet. Mr. Garrigan indicated most if not all drive-thrus do not current comply with the 200 feet. Commissioner Renzi felt there have been no complaints from the previously approved drive-thrus. Commissioner Green asked if applicants could ask for a variance. Mr. Garrigan agreed the applicants still had the option of a request for a variance or a PUD. Commissioner Kiefer felt this distance would limit most future drive-thrus; felt the 200 feet is excessive. Commissioner Seggebruch suggested how the distance is measured should be defined; felt the developers will also ask for more. Plan Commission Minutes October 20, 2015 Page 2 of 3 Commissioner Heinen suggested retailers want the drive-thru; it is the headlights as well the noise that affects the residents; suggested the 200 foot distance may deter business from coming to this area and felt it may be too stringent. Commissioner Heinen suggested placing the message boards on the opposite side away from the residential properties. Some Commissioners felt 150 might be better than 200 feet for the drive-thru from the residential property. Commissioner Heinen asked about the requirement for multi-family buildings to be constructed with 100% of either face brick, storm or fiber cement board. Mr. Garrigan indicated the quality materials will be more durable over time. Commissioner Heinen express concern of the cost associated with this requirement; felt these conditions would deter multi-family development. Commissioner Kiefer asked if this requirement was to discourage the multi-family tenant or apartment complexes in Plainfield; felt it would be nice to have some starter homes available in the Village. Commissioner Green felt the majority of the single family homeowners would not want any multi-family development. Commissioner Seggebruch asked how much land was available for multi-family development in the future; felt the starter homes have already been constructed. Commissioner Renzi asked if the number of units that can be put together is limited to 4 units. Chairman Sobkoviak suggested the end units are more desirable. Mr. Garrigan suggested this limitation breaks up the massing of the buildings. Commissioner Renzi suggested adding how the maintenance would be enforced and adding the penalty for failure of maintaining the improvements. Commissioner Renzi asked language on the control of the neon or glass tube illumination. Mr. Garrigan said this would be under code enforcement. Commissioner Heinen suggested a definition to keep the drive aisles that are 2 lanes of traffic to 24 feet and 36 feet for 3 lanes of traffic. Landscape Chairman Sobkoviak concerned that the maturity height of 4 feet along curb cuts or access drives may be too tall for people in certain types of vehicles to see over. Commissioner Heinen agreed and indicated safety comes first. Mr. Garrigan indicated this could be modified. Commissioner Seggebruch felt the landscape buffer of 40 feet would go hand in hand with the distance of the drive-thru to the residential properties; thought the reduction of the number of plants might be a happy medium. Commissioner Renzi suggested adding how the maintenance of the landscaping is enforced and the addition of a penalty for the failure of said maintenance. Plan Commission Minutes October 20, 2015 Page 3 of 3 Sign Ordinance Commissioner Renzi suggested exempt signs could be linked to temporary signs to help control the type of signage that could be used; suggested definitions should be included for directional signage and nameplates listed under exempt signs; suggested linking directional signage under exempt signs to new residential marketing signage for definition; suggested siting the ordinance that allows removal of signs by Public Works. Commissioner Seggebruch agreed descriptions should be added; questioned that on-site directional signage should be exempt for commercial properties. Commissioners Kiefer and Green asked for clarification on the inflatable signs versus balloons. Mr. Garrigan explained the difference. Commissioner Renzi suggested the permanent ground signs be measured from the adjacent roadway for bullet points 2 and 4. Commissioner Kiefer suggested the measurement would be from the address of record (roadway.) Commissioner Heinen made a motion to recommend approval of the modified Site Plan, Landscape, and Sign Ordinances subject to modifications outlined by the Plan Commissioners. Commissioner Renzi seconded the motion. Vote by roll call: Kiefer, yes; Green, yes; Paris, yes; Seggebruch, yes; Renzi, yes; Heinen, yes; Sobkoviak, yes. Motion carried 7-0. DISCUSSION Commissioner Heinen stated he gave a presentation of the Plan Commission to the second grade Brownies (Girl Scouts) earlier today; thanked Mayor Collins for talking with the Brownies.
