HomeMy Public PortalAbout19611108CCMeetingThis being a resort community catering to visitors and vacationers from all parts of Georgia and the Nation, it is considered by the Mayor and members of Council that the convicts do render a'valuable service to the Town of Savannah Beach, County of Chatham and the State of Georgia. A copy of this document is included in the minutes of the Town Council meeting held October 11, 1961. Respectfully, J. A. BROWN Mayor. Savannah Beach, Tybee Island, Ga. November 8, 1961. The regular meeting of Town Council was held today at 4 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Hosti, Powers, Waters, Lovell, Meddin, Town Attorney Solms, Superintendent Reed, Chief McCutchen, R. L. Thompson, individually and also as President of the Savannah Beach, Chamber of Commerce, & Mr. N.H. limmvilof the Carlton Company. Mr. Thompson stated that he had two requests to make of Co--ncil - (1) was the acquisition of Tybrisa Pavilion by the Town for which he was appearing before Council individually. The Pavilion had always been one of the many attractions at the beach in past years and he felt that it could be made to do so again, a place where people could dance, could assemble, that concessions'could be placed thereon which would make it self - sustaining . He had discussed the matter with various merchants on the island and none felt that the operation of the pavilion would be in competition with them and were in favor of it being opened again.-- - Mayor Brown advised Mr. Thompson that the directors of the Savannah Beach Chamber of Commerce had informed him that the Town has no right to go into private business competitive with the merchants - --Mr. Thompson stated that people are constantly getting ent on the jetties, he felt that this could be corrected at small expense. -- -That there was litter or trash on the streets, it could be the fault of the merchants. The Mayor asked Mr. Thompson what is the objection of the way the Tybrisa Pavilion is now operated. Thompson stated that the public is not as welcome as they should be. The Mayor asked Mr. Thompson if he thought that the Town could operate the pavilion better than Mr. Spahos, Thompson said yes by mak- ing improvements and putting in more concessions. We must do something to bring the people here. --- Councilman Meddin stated that he did not think it feasible for the Town to purchase Tybrisa Pavilion.- - Thompson stated that extra money could be gotten by building more homes and'smaller motels which would bring in more taxes, he is not askigg the Town to put out any money. - - - Councilman Meddin informed him that if the State of Georgia would let us have some of the money they were spending on Jekyll Island we could do something. --- Thompson asked if the Town decides not bo purchase Tybrisa isn't there a stipulation as to the operation of it, he came to Council for suggestions® The Town has the use of convict labor that doesn't cost to operate and also there is no place on the beach for people to eat.--Mayor Brown stated that the need for new things at the beach was recognized but where is the money coming from. --- Thompson stated that taxpayer's money not be used but let the various enterprises pay for themselves. The Mayor suggested that Mr. Thompson purchase Tybrisa 79 Mr. Thompson speaking as President of the Savannah Beach, Chamber of Commerce, in- formed Council that he had been instructed by the Board to request the Town to in- stall lights on the fishing pier and presented the following letter to Council: November 7, 1961. Honorable Mayor James A. Brown, and Council of Savannah Beach Savannah Beach, Georgia Gentlemen: A meeting of the Savannah Beach Chamber of Commerce, Board of Directors has agreed that we ask the Town Council of Savannah Beach to install lights on the fishing pier. Many checks have been made as to the popularity of this fish- ing pier both from a local and tourist standpoint. We find that the average family coming to Savannah Beach both winter and summer prefer to use this pavil- ion rather than the Back River public dock. Surveys have been taken from those using the per for their expression on night fishing. By a large majority, they suggested we light the pier for night time fishing as other fishing piers have done throughout the country. By doing this it would be an added attraction and great entertainmer+, value for people who like to do night fishing as well as the many sight -seers who enjoy watching such activity. C. E. Thomas Plumbing Comnany has given us an estimate of $546.00 for the light- ing arrangement hereby presented. We realize the city should spend tax payers money wisely and believe this figure meets the approval of a large majority of tax payers at Savannah Beach. We urge you to give this your serious consideration and install the lighting of the fishing pier at an early date for a more progressive Savannah Beach. Cordially yours, R. H.(Bob) Thompson Pres. Savannah Beach Chamber of Commerce Mr. Thompson was excused. The Board decided to have the Savannah & Electric Company send an engineer down to survey it. Mr. Burch asked if Council had decided as to whether they wanted the Caterpillar Tractor they had on approval. Councilman Hosti stated that the Town has use for it. The Mayor informed Mr. Burch that he would be informed of the action of Council by either Mr. Hosti or Mr. Reed, after which he was excused. A letter was read from Mr. William C. Helmly protesting against the condition of the water at his home and wanted it corrected. The Mayor asked if $1000.00 would cover the cost of correcting the condition-at Mr. Helmly's and Superintendent Peed stated that it would. It was moved by Councilman Hosti that the work be done which was seconded and passed. A letter was read from Mr. Henry M. Dunn requesting the Town to fill up a ditch which was cuts-through his property, Lots 86 & 91, Ward 1, some years ago. Super- intendent Reed stated that the drainage line could be moved down to Third Street which wo"?ld eliminate the need for the ditch going through MLr. Dun_n's property. Mr. Reed was instructed to do the work as soon as he can get to it. 80 Mr, Charles C. Stewart, who had recently built his home or Center Terrace and, was nut on a meter protested against the meter charge of 120.90 and requested that it be corrected. Mr. Solms suggested that he pay 127.00 for a flat rate charge for the year and that private homes where new meters have been installed recently be place'lon a flat rate until all houses on the island are metered. It was decided that this be done and that C.C. Stewart be charged for a half year on flat rate. Mr. Solms stated that Mr. Michael Counihan had also protested against the meter charge sent to him. The Mayor suggested that the Ordinance be amended so that all of those who were put on meters recently be placed on a flat rate. It was moved, seconded and passed that this be done. Superintendent Peed informed Council that the water line at Estill Station had been run under the highway for the Dowell subdivision. Mr. Solms suggested that the sewer line should be run under the highway now and cap it at both ends until it is ready for use. The Mayor asked if there were any objections to this and Council agreed that the work proceed. The Mayor asked the chief what was the conditi n of the groins especially those in the area of Tybrisa Pavilion as it was reported that many people had been cut coming in contact with them. The chief stated that there had been less injuries from this source in some time and that part of the time Name of the groins are covered. The Mayor asked the chief how many parking meters had been lost and the chief reported two b theft and nine of damage and that some of the parking mete» stands would have to be renlaced before next season. it was moved, seconded and passed that bills for General Government amounting to 12,304.03 for B?ovember and for the Water Department amounting to 11,507.23 that they be paid. The minutes of the meetings of September 13th and October llth were approved. Councilman Powers suggested that the business Caen of Tybee take over Tybrisa Pavilion. The Mayor stated that the eastern end of First Street would be a fine location for a municipal pier. Councilman Powers stated that fire chief Solomon ITT had approached. him on the matter of increased protection for the Volunteer Firemen. He advised,Mr. Solomon that he would check into the matter and advise him. The Mayor appointed Mr. Powers a committee to check or the insurance for the Volunteer Fireman. councilman Hosti advised that John DeBorde filed a claim for 115.00 stating that he had damaged his car at the corner of Seventeenth Street and Second Avenue. Council- man Hosti was requested to see if he could compromise with him for half, Councilman Hosti moved that the #1933 Caterpillar Traxcavator be purchased from the Carlton Company at a price of 1]4,645.00 less trade -in on the Town's TD 9 Tractor for 13,245.00 leaving a net balance of $11,100.00 to be paid $5000.00 cash and the balance.to be financed plus insurance. The Mayor asked what was Council's thoughts about purchasing the Tybrisa Pavilion. It was the opinion of Council that the Town Should not purchase it. 1 1 1 • Mr. Theodore Voight petitioned to purchase a Strip of land 70 x 35 feet on First Avenue abutting the pumping station on Fourteenth Street. Mr. Voight offered 5100.00. Council, after discussing the matter, decided that it would be well to hold on to this piece of property as it might be need for expansion purposes of the Water bepartment in the future and therefore denied Mr. Voight's request. Councilman Waters wanted to know what was to be done about paving Eighth Street. The Mayor stated that Mr. Robert Demers and Mr. B. H. Levy and several others had objected to going through the sand dunes and that if the Town did they might be liable to an injunction. Councilman FTosti said to go ahead and pave it and if they wanted to enjoin the Town that is their privilege. The Mayor suggested that they hold off taking any action now so that he could talk to Mr. Levy or some of the others. Council agreed to wait. It was moved, seconded and passed that the following Resolution be adopted: A RESOLUTION WHEREAS, we the Mayor and City Council, City of Savannah Beach, Georgia, are convinced that the City of Savannah Beach, Georgia, is in need of additional equip- ment for maintenance and construction of existing roads and new roads for the City of Savannah Beach, Georgia. THEREFORE BE IT RESOLVED that we, the said Mayor and City Council, City of Savannah Beach, Georgia purchase said equipment for use by the City of Savannah Georgia, Said purchase and terms being as follows: As shown on the attached copy of Conditional Sales Contract and Note dated November 17, 1961 THEREFORE, BE IT RESOLVED FURTHER that we, the said Mayor and City Council, City cf Savannah Beach, Georgia, by unanimous vote, enter into the contract specified above and we hereby appoint and designate JAMES A. BROWN, MAYOR AND HENRY M. BUCKLEY, TREASURER, City of Savannah Beach, Georgia, to enter into the contract, to execute the note and contradt, or issue warrant, for and on behalf of City of Savannah Beach, Georgia, and his execution of said contract and note or warrant shall be binding on City of Savannah Beach, Georgia, as had all members of the City Council signed in- This the day of 19 I, City of Savannah Beach, Georgia, do hereby certify that the above and foregoing is a true and correct copy of minutes of meeting held by the said Mayor and City Council of City of Savannah Beach, Georgia, on the date aforesaid.
