THE CITY OF RICHMOND, INDIANA, MAY 16, 2005
The Common Council of the City of Richmond, Indiana met in regular session May 16, 2005, in
the Council Chambers in said City. President Bruce Wissel presided and the following business
was conducted:

Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing
Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin.
APPROVAL OF MINUTES
Councilor Welch moved to approve the minutes of the meeting of Monday, May 2, 2005 with a
second by Councilor Parker. The motion carried with a unanimous voice vote.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS
The Clerk read a proclamation in honor of Jason Cones and Randy Lear, Jr. for their bravery
which resulted in saving the life of Jeff Casey:
WHEREAS, Jason Cones and Randy Lear Jr. have displayed care and compassion for
our fellow man; and
WHEREAS, an appreciation for your quick thinking and life saving techniques ultimately
resulted in the life of Jeff Casey being spared; and
WHEREAS, your demonstration of leadership, community service, and good citizenship
has established you to receive the Good Samaritan Award; and
WHEREAS, Jason Cones and Randy Lear Jr. have become leaders among your peers,
and an example of the best attributes that dedication to the citizens of this
community can produce; NOW
THEREFORE, We, Howard (Jack) Elstro, Etta Lundy, Karl Sharp, Bing Welch, Larry Parker,
Gilbert Klose, Al Glover, Diana Pappin, and Bruce Wissel, Common Council,
of the City of Richmond, do hereby proclaim

EXEMPLARY CITIZENS
in the City of Richmond, on the occasion of his achieving the Good Samaritan Award

Councilor Elstro moved to approve and present the Proclamation with a second by Councilor
Welch. The motion carried with a unanimous voice vote.
Fire Chief Crawley also presented the Good Samaritan Award to Messrs. Cones and Lear.
COMMUNICATION FROM THE MAYOR
• In the absence of Mayor Hutton due to a broken foot, City Attorney Chidester announced
the neighborhood clean up schedule is going well. Parkview, Westview and Hidden
Valley neighborhoods will be Saturday, May 21.
• The flags at the City Building are at half mast in honor of Peace Officers Memorial Week.
There was a memorial honoring the Police Department on May 13 and the Fire
Department will host the 35th Annual Fallen Firefighters Memorial on May 20.
• The new City Engineer is Terry Dull who began his duties on May 2.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
The minutes of the April 21 and 28 meetings were accepted as presented.
MISCELLANEOUS BUSINESS
Matt Stegall presented an update on the activities regarding Historic Preservation in the Depot
Historic District. There will be a meeting of the Committee on June 13 at 5 PM in the 4th floor
Blues Club at the Richmond Hardware Building on North 10th and "E" Streets. The purpose of
the meeting is to bring property owners and other interested people together with the Historic
Preservation Commission to discuss the designation of the area as a conservation district.
ORDINANCES ON FIRST READING
Councilor Elstro moved to suspend the rules and read Ordinance Nos. 32, 33, 34, 35 and 36-
2005 on first reading by title only. Councilor Sharp seconded. The motion carried with a
unanimous voice vote.
ORDINANCE NO. 32 -2005 —A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR
CERTAIN PARCELS FROM C -1 LIMITED COMMERCIAL DISTRICT AND R -4 MULTI - FAMILY
RESIDENCE DISTRICTS TO A C -2 COMMERCIAL DISTRICT
The Clerk read Ordinance No. 32 -2005 on first reading by title only
Ordinance No. 32 -2005 is a petition from C -1 Limited Commercial to C -2 Commercial District to
better utilize the properties located at 209, 211, 215 and 221 North 8th Street and 2006, 210,
214, 218, 222 and 226 North 9th Street.
Ordinance No. 32 -2005 was referred to the Plan Commission for public hearing at its meeting
on May 26, 2005.
ORDINANCE NO. 33 -2005 — A SPECIAL AORDINANCE AMENDING THE ZONING MAP FOR
A CERTAIN PARCEL FROM R -3 ONE TO EIGHT FAMILY RESIDENCE DISTRICT TO A
SPECIAL USE DISTRICT

Ordinance No. 33 -2005 was referred to the Plan Commission for public hearing at its meeting
on May 26, 2005.
ORDINANCE NO. 34 -2005 —AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE FINISH LINE
YOUTH FOUNDATION
The Clerk read Ordinance No. 34 -2005 on first reading by title only.
Ordinance No. 34 -2005 would authorize the City of Richmond Parks & Recreation Department
to submit a grant application to the Finish Line Youth Foundation in the amount up to Three
Thousand Five Hundred Dollars ($3,500.00). Said funds would be appropriated for the "Healthy
Youth Participating in Exercise and Recreation (H.Y.P.E.R)" after school program commencing
in the fall of 2005.
Councilor Welch moved to suspend the rules and advance Ordinance No. 34 -2005 to second
reading and read by title only with a second by Councilor Sharp. The motion carried with a
unanimous voice vote.
Council President Wissel declared Ordinance No. 34 -2005 on second reading and public
hearing. There being no comments for or against the ordinance, Councilor Elstro moved for
engrossment of Ordinance No. 34 -2005 with a second by Councilor Pappin. The motion carried
with a unanimous voice vote.
Councilor Lundy moved to suspend the rules and advance Ordinance No. 34 -2005 to third and
final reading and read by title only with a second by Councilor Elstro. The motion carried with a
unanimous voice vote.

Ordinance No. 34 -3005 was adopted with an 8 -0 roll call vote.
ORDINANCE NO. 35 -2005 —AN APPROPRIATION ORDINANCE AUTHORIZING THE

COUNTY FOUNDATION
The Clerk read Ordinance No. 35 -2005 on first reading by title only.
Ordinance No. 35 -2005 would authorize the City of Richmond Parks & Recreation Department
to submit a grant application to the Wayne County Foundation in the amount up to Four
Thousand Dollars ($4,000.00). Said funds would be appropriated for the "Healthy Youth

fall of 2005.

ORDINANCE NO. 36 -2005 —AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE
WHITEWATER VALLEY REMC COMMUNITY TRUST, INC.
The Clerk read Ordinance No. 36 -2005 on first reading by title only.
Councilor Parker moved to amend Ordinance No. 36 -3005 to reflect an amount of One
Thousand Dollars ($1,000.00) in lieu of Three Thousand Five Hundred Dollars ($3,500.00).
Councilor Pappin seconded. The motion carried with a unanimous voice vote.
Amended Ordinance No. 36 -2005 would authorize the City of Richmond Parks & Recreation
Department to submit a grant application to the Whitewater Valley REMC Community Trust, Inc.
in the amount up to One Thousand Dollars ($1,000.00). Said funds would be appropriated for
the "Just Us Kids Outdoors" (JUKO) summer program.
Councilor Welch moved to suspend the rules and advance Amended Ordinance No. 36 -2005 to
second reading and read by title only with a second by Councilor Sharp. The motion carried
with a unanimous voice vote.
Council President Wissel declared Amended Ordinance No. 36 -2005 on second reading and
public hearing. There being no comments for or against the ordinance, Councilor Lundy moved
for engrossment of Ordinance No. 36 -2005 with a second by Councilor Parker. The motion
carried with a unanimous voice vote.
Councilor Elstro moved to suspend the rules and advance Amended Ordinance No. 36 -2005 to
third and final reading and read by title only with a second by Councilor Elstro. The motion
carried with a unanimous voice vote.

ORDINANCES ON SECOND READING
ORDINANCE NO. 24 -2005 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A
CERTAIN PARCEL FROM R -3 TO A SPECIAL USE DISTRICT
The Clerk read Ordinance No. 24 -2005 on second reading by title only.
Ordinance No. 24 -2005 is a petition to rezone to the Special Use District in an R -3 One to Eight
Family Residents would change the zoning of property commonly known as 2000 East Main
Street, from R -3 Zoning to a Special Use District in order to allow the owner to run a
professional office from this location, namely to provide legal services.

Councilor Welch moved to suspend the rules and advance Ordinance No. 24 -2005 to second
reading and read by title only with a second by Councilor Sharp. The motion carried with a
unanimous voice vote.
Council President Wissel declared Ordinance No. 24 -2005 on second reading and public
hearing. There being no comments for or against the ordinance, Councilor Parker moved for
engrossment of Ordinance No. 24 -2005 with a second by Councilor Pappin. The motion carried
with a unanimous voice vote.
Councilor Lundy moved to suspend the rules and advance Ordinance No. 24 -2005 to third and
final reading and read by title only with a second by Councilor Elstro. The motion carried with a
unanimous voice vote.
