CALL TO ORDER CITY COUNCIL TEMPLE CITY, CALIFORNIA SPECIAL MEETING AUGUST 5, 2014 AGENDA ITEM ?.A-2 Mayor Blum called the City Council Special Meeting to order at 6 :39 p.m . in the Council Chambers located at 5938 Kauffman Avenue, Temple City . 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember -Sternquist, Vizcarra , Yu , Chavez and Blum Councilmember -None Interim City Manager Penman , City Attorney Vail , City Clerk Kuo, Parks and Recreation Director Burroughs , Community Development Director Forbes , and Public Safety and Services Manager Sahagun 3 . PUBLIC COMMENTS -None 4 . NEW BUSINESS A. AWARD AN ARCHITECTURAL SERVICES AGREEMENT WITH GONZALEZ GOODALE ARCHITECTS , INC . FOR FACILITIES PROGRAMMING AND FACILITY PHYSICAL ASSESSMENT SERVICES FOR CITY HALL Over the past few years, the City has made strides to improve its operations through technology upgrades and facility improvements in order to provide residents with more efficient delivery of City services. While improvements to date have been minor, there is a potential to pursue a joint venture between the City, Los Angeles County Library (County Library), and TCUSD to improve the functionality of each of these civic buildings by creating a Civic Center (i .e ., P3 Project). Regardless of whether the P3 concept moves forward or whether TCUSD determines to participate , the analysis of City Hall is still necessary. The bu i lding has a number of deficiencies including ADA , energy efficiency , and space deficiencies . An analysis of City Hall will involve a complete review of the building systems such as structural , mechan ical and electrical. Interim City Manag er Penman gave a brief summary of the staff report. City Council Minutes August 5, 2014 Page 2 of 3 Councilmember Sternquist asked about the City 's ECAP study and if there are other programs the City can partner with to assess the City Hall's energy efficiency . Councilmember Yu asked the consultant to give an overview of the projects and describe what they are going to do and what the City can expect. Mr . Gonzalez , Gonzalez Goodale Architect , Inc ., gave a brief overview of the two studies : 1) facilities programming ; and 2) facility physical assessment. Mr . Gonzalez answered City Council questions . Councilmember Vizcarra left the meeting at 7 :01 p .m . and returned to the meeting at 7 :02 p.m . Mayor Blum opened public comment. Mary Kokayko , Temple City resident , spoke in oppos it ion of the P3 project. James Cleary , Temple City resident , spoke in favor of conducting the studies when the City has the money to build the project. Hearing no further request to speak from the public , Mayor Blum closed public comment. Councilmembers spoke in favor of conducting the studies so that the City is prepared when funding is available . Councilmember Yu made a motion to award an Architectural Services Agreement with Gonzalez Goodale Architects , Inc. for facilities programming and facility physical assessment services for C ity Hall i n an amount not to exceed $80 ,000 ; and authorized the Interim City Manager to finalize and execute the Arch itectural Services Agreement with Gonzalez Goodale Architects , Inc . Seconded by Mayor Pro Tem Chavez and approved unanimously by the following votes : AYES : ABSTAINED : NOES : 5.
