SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS -SPECIAL
MEETING OF JULY 31, 2014
RECOMMENDATION:
The City Council is requested to receive and file the Parks and Recreation Commission
actions from their special meeting of July 31, 2014.
BACKGROUND:
On July 31 , 2014, the Parks and Recreation Commission held a special meeting .
ANALYSIS:
Following is a summary of actions taken at the July 31, 2014 Parks and Recreation
Commission special meeting:
1 . ROLL CALL:
Present: Commissioner-Fish, Georgino, Lopez , Vice-Chairman Rosso
Absent: Commissioner -None
Excused : Commissioner -Chairman Haddad
2. NEW BUSINESS
A. DISCUSSION AND PRIORITIZATION OF POTENTIAL BIKE AND WALKING
TRAIL DEVELOPMENT PHASES ALONG EATON AND ARCADIA WASHES
Staff from the County of Los Angeles Flood Control have requested the City
prioritize phases for the possible development of biking and walking trails
along the Eaton Wash and Arcadia Wash . The prioritization will be included

in the proposed concept plan subm itted to County Flood Contro l. The
Commission recommended the following:

B. DISCUSSION AND RECOMMENDAT ION OF PROJECT(S) FOR FUNDING
THROUGH THE 2015 COMPETITIVE EXCESS FUNDS GRANT PROGRAM
The Commission considered two projects for funding through the 2015
Competitive Excess Funds Grant Program for the Fifth Supervisorial District.
The first project was the installation of new playground equipment and p icnic
shelter(s) at Temple City Park . This project would consist of the removal of
the existing small playground and adjacent picn ic shelte r loc ate d in the
northwest corner of Temple C ity Pa rk and the installation of a new larger
themed playground and covered picnic areas .
The second project would include installation of a rubberized , dog f riendly,
walking/jogging path around the perimeter of Live Oak Park including such
amenities as benches , pet waste stations, and dual drinking fountains.
After significant discussion , the Commission recommended the second
project, installation of a rubberized walk ing/jogging path be submitted for
funding through the 2015 Competitive Excess Funds Grant Program .
CONCLUSION:
The City Council is requested to receive and file th is report .
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2014-15 City Budget.
However if the City Cou ncil authorizes staff to submit a grant application for the 20 15
Competitive Excess Funds Grant Program , matching funds (25 % minimum) are
recommended which could be included in the 2015 -16 FY City Budget.
