Forbes , Community Development Director ~ SUBJECT: APPROVAL OF ANNUAL FEE AND FINE SCHEDULE FOR FISCAL YEAR 2014-15 INCORPORATING ALL CURRENT FEES AND FINES AND ESTABLISHING NEW CITY FEES FOR PLANNING, PUBLIC WORKS, PUBLIC SAFETY AND SERVICES, AND COMMUNITY PRESERVATION SERVICES RECOMMENDATION: The City Council is requested to: a) Open the Public Hearing continued from July 15 , 2014 ; b) Accept any public testimony; and c) Continue the Public Hearing to a date uncertain to allow staff additional time to complete the analysis of the costs of providing plan check , permit , and inspection services . Forbes , Community Development Director SUBJECT: APPROVAL OF ANNUAL FEE AND FINE SCHEDULE FOR FISCAL YEAR 2014-15 INCORPORATING ALL CURRENT FEES AND FINES AND ESTABLISHING NEW CITY FEES FOR PLANNING, PUBLIC WORKS, PUBLIC SAFETY AND SERVICES, AND COMMUNITY PRESERVATION SERVICES RECOMMENDATION: The City Council is requested to : a) Open a Public Hearing ; b) Accept any public testimony; and c) Continue the Public Hearing to the regular City Council meeting of August 19 , 2014. BACKGROUND: 1. On June 28, 2011 , the City Council conducted a Public Hearing and adopted Reso lution No . 11-4757 wh ich established a Master Fee Schedule for parking fines and City fees to defray costs incurred by the City in providing for general financial services ; general community development services including planning , business regulation , building and safety, community preservation , and animal control ; general engineering services; and parks and recreation services . 2 . On October 16 , 2012 , the City Council conducted a Public Hearing and adopted Resolution No . 12-4863 authorizing new fees to be added to the Master Fee Schedule to defray costs incurred by the City in providing various services including public works and eng ineering review, parking concess ion agreements , grocery and laundry cart retrieval plan review , and special event review . 3 . On April 2 , 2013, the City Council conducted a Public Hearing and adopted Resolution No . 13-4897, authorizing a new Administrative F ine Schedule for City Council July 15, 2014 Page 2 of 3 violat ions of the Temple City Municipal Code and other State laws as authorized by statute . 4 . On June 5 and 19 , 2014 , a Notice of Public Hearing was published in the Temple City Tribune newspaper to notify interested parties of this public hearing to consider approval of the Annual Fee and Fine Schedule for Fiscal Year 2014-15 . ANALYSIS: Fees for service should be periodically reviewed and updated to ensure that they accurately reflect the cost of providing services . For this reason , and due to the recent implementation of contractual plan check and inspection services, staff believes this is an appropriate time to review and revise the City's fees for service . The proposed Annual Fee and Fine Schedule for Fiscal Year 2014-15 includes new and revised fees and combines all fees and fines from separate schedules into a single Fee and Fine Schedule . No changes are proposed to the current fees for the City Clerk's office or the Parks and Recreation Department. Similarly , no changes are proposed to the fine schedule . The Community Development Department is proposing several new fees and revisions to many application , permit, and inspection fees . Staff has been working with Transtech Engineers , Inc., the City's engineering and building services contractor, to analyze the costs of providing plan check and inspection services. Staff is recommending that the City Council continue the public hearing until August 19 , 2014 to provide additional time for staff and Transtech to complete this analysis and ensure that the proposed fee revis ions accurately reflect the reasonable costs of providing these services . Keeping the existing fee schedule or updating the schedule using incomplete or inaccurate information could result in fees that do not accurately reflect the cost of providing services and result in revenue loss to the City. CONCLUSION: Staff recommends that the City Council continue the public hearing on this matter to August 19 , 2014 to provide staff with additional time to complete the analysis of service costs. Since the public hearing is being opened and continued to a date certain , additional public notice would not be required . FISCAL IMPACT: The fiscal impacts associated with the proposed fees and fines will be provided in the August 19, 2014 City Council staff report .
