SPECIAL MEETING MINUTES OF THE SPECIAL MEETING OF
COUNCIL HELD THIS EVENING AT 7:00 P. M.

TRACTOR PURCHASE Trustee Hoff reported that he had looked
at a 60 N. P. tractor at Larimer County
Equipment with the three point hitch and
loader. Trustee Hoff projected the
following questions to the Board:
"What are our plans for a new tractor?
What do we need it to do? What kind of
work do we have in mind for it? Do we
need a tractor this big? This is the
smallest industrial tractor they make.
If we think we are going to get a lot of
work out of it, then it 's probably a
good deal. If it is just going to be
used to mow weeds and move dirt, then we
should consider a used, smaller, less
expensive tractor. " Trustee Hovel
stated the reason he had obtained bide
for around 60 H. P. was because that was
the recommendation for the eight foot
blade. Personally, he believes we
need a eight foot boss scraper of around
that size for the Cemetery, alleys,
and places that you can not get a
maintainer in, and therefore around
60 H. P. will be required. Trustee
Sheets stated that the loader can be
used in the wintertime for snow removal.
This is one reason to buy a tractor with
a cab. Several Board members expressed
the difficulty and time involved in
finding a good used tractor.

Trustee Hoff reported the cost of the
new John Deere tractor from Larimer
Equipment Company is $33, 391. 00 until
December 31, 1991, then it goes up 3%.
The original bid for the Case tractor
with cab, front wheel assist, 62 H. P. ,
with 82 hours, full warranty was
$37, 598. 00. The second bid price was
$28, 558. 00 for the 685 tractor and
loader.
Van Why and Sons bid was $35, 431 . 00 for
a 375, 4WD, Cab tractor with loader.
Bi--State Machinery Co. , Inc. bid cash
price of $29, 258. 00 for a JD 2355 MFWD
tractor with loader.
Discussion and consideration of the
above bide and specifications was held.
MOTION WAS MADE BY TRUSTEE HOFF, to
accept the bid from Bi-State Machinery
Co. , Inc. , for a John Deere model 2755
as proposed (John Deere 2755 MFWD
Tractor, sound-gard body, 16/8 1 SS
Transmission rear independent, 540 PTO,
Hydrostatic steering, rockshift,
Category I & II Hitch with telescoping
draft links, dual poppet scv with iso
push pull couplers, 21 gpm hydraulic
pump, 16. 9 x 30 6 ply 8 position steel
wheels and tires, 11. 2x24 8 ply front
wheels and tires, mechanical front wheel
drive, vertical exhaust am fm radio.
John Deere 245 loader, 2 function single
lever control valve, mtg brkts for 2755
73" bucket, hood guard and bucket level
indicator for cash price of $29, 2 58. 00. )
Add ons-backup alarm, slow moving
vehicle emblem, and beacon, and shuttle
transmission providing it would not
increase the cost by more than $1000. 00.
The total is not to exceed $30, 600. 00.

MOTION CARRIED
BATHROOM REMODELING Trustee Hovel submitted the invoice for

bathroom remodeling with the following
explanation. The original estimate was
for $1000. 00 for a new stool, vanity,
paint, some minor taping and texturing.
He installed new stool, new vanity sink
and faucet, painted walls, ceiling, wood
work, new medicine cabinet, a new light.
bar. Added to original bid was hallway
to bathroom, painted walls, ceiling,
wood work, replaced base shoe where
needed, new coat hangers, door bumpers,
toilet paper holders. The miner taping
and texturing of one room became major
taping of cracks and holes in two rooms.
Because of a previous roof leak there
was more damage to the plaster on the
ceiling and walls than anticipated.
Almost all of the old paint was removed
by scraping, which revealed more cracks,
which had to be taped. All of these
things added to the labor and material
cost. This total came to $3, 200. 00.
The estimate for the police bathroom and
outside entrance door is as follows:
new stool, sink with faucet, medicine
cabinet, light bar, toilet paper holder,
painting walls, ceiling and wood work,
taping and texturing of walls and
ceiling considering same problems as
restroom one, new door bumper, and new
coat hook. New weather stripping on the
police door, painting police door with
two coats of oil base enamel. Total
labor and material costs of $2, 243. 06.
Total for all work $5443. 06. Amount
previously paid $1500. 00. Balance
remaining $3, 943. 06. MOTION WAS MADE BY
TRUSTEE HOVEL, to make final payment. to
Dean's Remodeling for $3, 943. 06. All
member present voting YES,
MOTION CARRIED
CLERK OVERTIME After discussion it was decided to pay
the Clerk at time and half for overtime
hours at the discretion of the Mayor.
RESERVE OFFICER MOTION WAS MADE BY TRUSTEE HOVEL, to pay
HOLIDAY PAY Russell Zeller for Thanksgiving and
Christmas at the rate of $50. 00 per
shift plus $50. 00 Holiday pay. All
members present voting YES,
MOTION CARRIED
SHELF CONSTRUCTION Dale Hinz requested that he be allowed
$150. 00 to build shelves in the Police

Department. MOTION WAS MADE BY TRUSTEE
HOVEL, to grant permission to spend up
to S300. 00 to build shelves in the
Police Department, and shelves in the
storage closet for computer read outs.
The total for both should not exceed
S300. 00. All members present voting
YES,
MOTION CARRIED
LULAC Discussion was held on the letter that
Jorge Amaya submitted. Trustee Hovel
stated that he had received a call from
the Justice Department wanting to meet
with him and Chief Hinz. Trustee Hovel
told him that if he wanted to meet with
anyone, it would have to be the entire
Board. Trustee Sheets suggested that a
letter be sent to LULAC stating that the
board opened the Town Hall two evenings,
with Board member present to hear any
complaints. No one appeared at either
time with any complaints. Mayor Gieck
will send a letter containing this
information.
There being no further business to come before Council, the
meeting adjourned.
