The regular meeting of Town Council was held today at 4 P.M. in the Council Room ir'the Tours Hall and was attended by Mayo* Brown, who presided and Councilmen Hosti_, Meddin, Lovell, Waters, Town Attorney Solms, Jr.,Superintendent Reed, Chief McCutchen, Mr. Hadley Cammack and Mr. Madison Brower of the Divil Defense Council. Mr. Cammack stated that Civil Defense wants to be kept up to date so as to meet its renuiremnnts and also to let federal funds with the funds which are allotted now bnt that the counties, cities and towns are requested to en- tribute at least a token contribution towards Civil Defense to show good faith and he requested that the Town do this if it was possible. Councilman Lovell asked what he meant by 'token contri- bution' and Mr. Brower stated annroximn +ely 025.00 per month. Mr. Brower also stated that the Federal Government is spending considerable money for fallout shelters, etc. The Mayor asked what about sanitary facilities in the shelters, Mr. Brower stated that the program will show what is to be done such as food, medicine, etc. Councilman Hosti asked if the iovernment comes in and nuts in facilities corld the Town use them and Mr. Brower stated that this was the'nurrose and that the first phase of the work will be started in March, 1962. The Mayor asked who would select the persons to be sent to school and Mr. Brower stated that his office must aprrove, that the plan calls for using all buildings that they can wh ch are suitarle bnt on new construction they have not been advised as yet. Councilman Hosti asked If the Federal Government had gone out with their master elan and Mr. Brower stated that the pamphlets which they have issued show this. Messrs. Brower and Cammack were excused. Coun.cilman,Meddin asked Superintendent Reed when Butler Avenue would be completed and Mr. Reed stated that he could not say but that the contractors are about fifty days ahead of schedule. The Mayor asked what-about the possibility of a new pier off of First Street. Councilman Hosti stated that at the present time it is not known what the cost world be to build a pier out from First Street. Councilman Lovell asked what about the proposed gold course and what is the status of that. The Mayor stated that work is temporarily stopped on this. The Mayor also asked has the pipe arrived which is to be used in_ putting in a new water line on 18th Street to serve Mr. William Helmly and the houses in that section. Mr. Reed stated that he has the material and is ready to set up the new fire plugs. The Mayor asked what abort stubs and the mains and Mr. Reed stated that the Town would install them. Chief McCutchen reported that he was having some differences on the Tybee Road with the County Police, that the Town is bearing the brunt of it. He cited an instance of where a woman driver had automobile trouble on the _road and that they radioed the County police to assist her and that the County Police arrested her for drunk driving. Councilman Hosti cited an instance where tai officers of Hunter Field crossed the traffic line and the County Police stunned him and charged him with crossing a center line. Chief McCutchen reported that he and officer Cary checked on a county police car in Fort Screven and asked what they were doing there. The Chief stated that the County Police were following cars With their lights out. The Chief stated that he had followed twenty cars one n'ght and could not find any reason to stop any one of them. The Mayor asked the Chief if the County Police are instructed to bring people in and the Chief stated that he believed they were. The Mayor. also asked the Chief if the Legion Post in Fort Screven is selling drinks and the Chief stated he did not know of it if they were. He was asked if it was OK to serve beer to members of the Post and the Chief stated it was if trey were members. The Mayor instructed him to check on it and report to him. The minutes of the meetings of November 8th and November 20th were read and adopted. It was moved, seconded and passed that bills for e`7reneral:..Government for the month of October amounting to k2,351.77 and bills for the Watet Department amounting to 03,481.99 be paid. 84 The Mayor stated that in connection with the Town's Finances that payments on the public debt, purchase of dirt for the new road, the Chamber of Commerce, work on the nark and the nurchase of a new tractor totalled $47,3O5.48 and are five months to go with the Town's balance as of November 30th of $23,x, The Mayor informed Council that he had purchased some dirt from W.H. Haar located on Estill Hammock and he paid $7,500.00 for the dirt. Complying with a request, from the State Highway Depa tment that they would need a considerable amount of dirt when the work started. They now inform him that they do not need all of the dirt that they thought they would as he has had dirt taken from around the old forts in Fort Screven and from the Owens - O'Leary prorerty at Estill Station but had not taken any from Haar. What he wanted to do now was to try and met the money back which had. been raid to Haar and stated that he would work out. something. Councilman Waters asked what was the status of lighting the fishing pier. The Mayor informed Co -mcil that he had contacted Mr. Leon Case of the Savannah Elec. & Power Company and that they recommended putting up one vapor light near the pavilion and one out beyond the end of the pavilion and that the service be in- cluded in the present monthly payment now being made. there 04..15. Councilman Waters wanted to know who owns the water meters when they are installed on property. The Mayor stated that the property owners do. Councilman Waters stated that Clifton Morgan wanted a license to sell and install aluminum storm doors and w- ndors, carports and awnings. It was moved, seconded and passed that a license of 4$25.00 per year be charged and for one half year it would .be $12.50. Councilman Hosti reported that he had contacted John DeBorde regarding the damage to his car to the extent of X15.00 with a view of ascertaining if he would settle for half and Mr® DeBorde refused, It was moved, seconded and gassed that he be paid $15.00 to cover the damage to his car. Councilman Hosti reported that Mrs. Blanche Baxter, who is a Registered Nurse, informed him that Dr. Yo„nn. at Memorial Hospital might be interested in opening an office on the island and he felt that Council should go along with him as far as possible to get him to come on down. The Mayor stated that he had also talked with Dr. Young and that he was interested in coming to the island. The Mayor stated that he would check with Ir. Towns of the Convalescent Home regarding this. Mr. Johnny Spahos protested against Mr. T. S. Chu rla.cing aivertising signs on the walkway to the fishing pier. He stated that Mr. Chucwas entitled to one sign and no more and that he felt that as the Town was now the owner of the fishing pier that Mr. Chu should be required to remove all signs but one It was the opinion: offethe Board th?t Council is not interested. It was moved, seconded and passed that tobacco, cigarettes, etc be given to the prisoners at the work camp for Christmas. Councilman Hosti wanted to know what was the status of Eighth Street regarding the paving. The Mayor stated that he had talked to Mr. B.H. Levy and Thomas & Hutton had given him a report Mr. Levy stated that they do not want the sand dunes cut down but they were agreeable to having the street paved as far as the tree that had been discussed. Councilman Hosti stated that. the street should be paved. Councilman Waters stated that the street should be paved and if they wanted to enjoin the Town, let them. The Mayor asked if we could reach a harpy medium bar paving the street to the point at the tree that they have agreed to. Councilman Lovell suggested paving Second Street with the saving of paving Eighth Street. 35 feet wide. Bouncilman Waters stated that the Board should go on record as paving Eighth Street the same as the others. 1 1 1 1 After a discussion with Councilman Powers and Fire Chief Solomon iII, it was moved, seconded and passed that the old insurance policy covering the Volunteer Firemen be cancelled and a new one taken out with Mutual of Omaha as this policy gives the firemen more protection. It was moved, secodded and passed that the Town sponsor a dance at the U.S.O. for the servidemen and that Seventy -five 075.00) Dollars be expended for this purpose. Petitions were presented by residents in the neighborhood of Jones Avenue and Third Street for a street light and also by Mr. J. F. Duncan and others for a light in the vicinity of Meddin Drive opposite the Li7ht House. It was moved, seconded and passed that their requests be granted. The Chatham Sa,'annah Health Department approved the operation of a kindergarten to Mrs. aoyce Gleam in her home on Seventh Street and First Avenue, A petition .was presented by a number of _residents and property owners requesting that the Town do away with the prisoners working on the island. Received as information. It was moved, seconded and passed that $300.00 be contributed to the Civil Defense Council in connection with its work. A petition was presented from the American Legion Post #154 requesting that the name Meddin Drive in Fort Screven be changed to Screven Drive. Council was of the opinion that this street had already been .on the mans and they did not feel that it should be changed at this time. The American legion Post #154 also petitioned for permission to place holes for the placing of flag staffs in the sidewalkd on Butler Avenue for the display of flags. Council_ approved the petit, n with the proviso that the installation will be subject to the approval of Council. A petition was also presented from American Legion Post #154 that the charge against them for water be eliminated. Council denied this petition. It was moved, seconded and passed that the Town employees be paid their December salaries on the 15th which would cover their services for the month of December. It was move4, seconded and passed that ef-''ective with the November Meeting of Connell that the hour be set at 3 P.M. instead of 4 P.M. as is now the case. It was moved, seconded and passed that the following Resolution be adopted: A RESOLUTION WHEREAS) over thirty states now return part of state - collected highway user taxes to muss= cipalities; and, WHEREAS, the city street mileage in Georgia carries a very large volume, of all antra -state traffic, thereby producing a great percentage of all highway user taxes; and, WHEREAS, the cost of maintenance and construction of city streets is greater proportionately than other highway mileage due to land values, volume of traffic, utility obstructions, and traffic control and street lighting devices; and, 86 WHEREAS, the volume of traffic on city streets is continuing to rise and is multiplying many problems, not only in construction and maintenance, but also in traffic control; and, WHFTREAS, the responsibility for streets and traffic control is on the municipalities of Georgia, borne promarily out of general tat funds which are strained to the limit; and, WHEREAS, fruity dictates that part of the highway user taxes paid by those using said streets whould be returned to helm relieve this burden; NOW THEREFORE RE IT RESOLVED, BY the Municipality* of the Town of Savannah Beach, that we aggressively supnort legislation to trovide that one cent per mallon of the motor fuel tax or an equivalent amount from other Stag funds, be returned to the municipalities of this State on a formula basis using a combina- tion of the two factors mileage and ponulation, and providing that said funds be used for street construction And maintenance and traffic control. There being no further business abuncii adjourned subject to the call of the Mayor. Mayor Savannah Beach, Tybee island, Ga. January 16, 1962 The regular meeting of Town Council was held today at 3 PM,M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Peters,'Hosti, Powers, Waters, Meddin, Lovell, Town Attorney Solms, Superintendent Reed and Chief McCutehen. Mr. Reed reported that work on Butler Avenue was running on schedtte; that it was necessary to replace a new sewer line on Lewis Avenue as the old erete main had rotted out. He also stated that work on the 18th Street water line to extend the main to property of Mr. W. C. Helmly started yesterday but that it will be necessary to get permission to cross some private property. The Mayor asked Chief McCutchen if the Town charged for warrants and he stated that sometimes they did. The Mayor asked if the Town could not make a charge and what the charge would be and he stated that it varies but suggested a minimum charge of $2.50 but that he would check on this with other sources. The Mayor informed the Chief that he had gotten some complaints on chickens and goats running loose aid the Chief stated that he had instructed the owners to either get rid of them or keep them in. Councilman Waters wanted to know the condition of the ambulance and the Chief stated that the top is coming off due to rust and it should be repaired. The Mayor asked what the cost would be and the Chief stated that he would have to get an estimate. The Mayor instructed him to do this and report to Councilman Waters. The Mayor reported that in connection with the dirt purchased from W.H.Haar on Estill Hammock, that he had been unable to work out a solution as yet but that he would try and see if the Town could purchase the property from which the dirt
